MEETING, TOWN BOARD OF GENOA January 13, 2016 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on January 13, 2016 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member Paul Wheeler Brandon White, Board Member Mark Conner Al Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. COMMENTS/QUESTIONS/CONCERNS: - Working on remedy for Blakely Road problem - Cleaned up Files, Blueprints, and arranged Office to meet the needs of the Assessor - Plan Review on Bower Home. - Issued a violation for a resident on the Locke/Genoa Townline Rd. - Continue to work with resident with questions on new project. Mick told the Board that he had a total of 72 building permits issued in 2015 compared to 53 in 2014 The total for the permits was $8300 which could possibly increase property values approximately $2,232,000 He will need to attend approximately 30 hours of class this year as there are new codes for 2016. RESOLUTION 24-2016 SUPERVISOR’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the December 2015 Supervisor’s Report be approved as well as the five transfers CLERK’S REPORT Report on Revenues from Clerk’s Office for December 2015 Certified Copies $ 30.00 Dog Licenses 72.00 Building Permits 125.00 Disbursements for December Paid to Supervisor $ 227.00 Paid to NYS Ag & Markets 9.00 RESOLUTION 25-2016 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the December 2015 Clerk’s Report be approved HIGHWAY REPORT Brandon White The men have been hauling more limestone from Seneca Stone. The weather has allowed us to keep the sanders out and keep hauling until the plant closed for winter. Paul and Jeff have been inspecting and replacing traffic signs and road name signs. We will eventually have them all changed over to the high intensity signs. Men have been patching and cutting brush on the warmer days. The high winds we had recently, brought down a few trees, with a huge one falling on Mahaney Road South. It was completely blocking both lanes for a few hours before the bus garage called it in. Ended December and started the New Year with a little plowing and a lot of sanding. We’re making up for last year’s nonstop plowing. The new one ton F450 was delivered and up fitted at MDI Truck in Auburn. We took possession yesterday. The paperwork came today along with the invoice. ASSESSOR REPORT None ---PAGE BREAK--- TOWN BOARD MEETING January 13, 2016 Page 3 DOG CONTROL None WATER REPORT Sue Moss 1,931,300 - December total 62,300 - December average RESOLUTION 26-2016 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Whitem, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the bills as presented with the addition of the bill for the new truck HISTORIAN None BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS None OLD BUSINESS Lorie asked that the Board to revisit the Water operator assistant position. Paul Wheeler has expressed an interest in the position. Lorie has not heard back from Design Connect concerning the Trash Law for the Town of Genoa. She will contact Kim Bennett to confirm January 27 as the date for the Court audit. NEW BUSINESS Lorie distributed new exhibits from APC Towers that need to be reviewed and initialed. The Board will review and let her know their decisions. There is a Public Hearing tentatively scheduled for January 27 concerning the Cell Tower Project. The SCIA contribution has been decreased from 2013 from $57,000 to $52,000 for the year. The amount is based on the population of the Town and the number of calls. RESOLUTION 27-2016 APPROVAL OF SOUTHERN CAYUGA INSTANT AID CONTRACT FOR 2016 On a motion of Board member Slocum, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to approve the 2016 contract for Southern Cayuga Instant Aid ---PAGE BREAK--- TOWN BOARD MEETING January 13, 2016 Page 4 The Supervisor received $128,000 for tax revenue from the County for the 4th quarter of 2015. She informed the Board that the total received for the year was $593,468 which is a decrease from 2014. Paul Wheeler submitted his resume to the Board for the Highway Superintendent position. Lorie reminded the Board about the GHA and Town of Genoa Open House taking place from 1 to 3 pm on Sunday, January 31 With no further business, on a motion of Board member Shields, seconded by Board member the meeting was adjourned at 9:15 p.m. Carried unanimously.
