VILLAGE BOARD MEETING JULY 11, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:04 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the June 27, 2016 Village Board Meeting, as amended. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #45 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Treasurers Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of June. ---PAGE BREAK--- · CABLE Mayor Mulvaney reported that he talked with Attorney Thomas Blair and that all the Southern Cayuga County Cablevision subscribers had received a flier from Zito Media pertaining to the upcoming sale of the cable business. Mayor Mulvaney stated that he would be faxing a copy of the flier to Attorney Blair. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES The Board received a draft copy of the Open Burning Law with changes made that the Board had requested at the last Board meeting. After some discussion pertaining to the penalties, this agenda item was tabled until the next regularly scheduled Board meeting in order to receive more advice from Village Attorney Charles Marangola. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that one of the two leaks that were detected on North Main Street had been repaired. · ZONING AMENDMENTS (PB) Mayor Mulvaney stated that there was no update from the Planning Board on the Zoning Amendments. · SOLAR (STP) Mayor Mulvaney informed the Board that he and Wastewater Treatment Plant Operator Trainee Sean Cochran would be attending the program hosted by the Cayuga County Planning Board on July 20, 2016 pertaining to “Solar Farms.” · OAK HILL GRAVEL PIT Mayor Mulvaney stated that there was no news on the Oak Hill Gravel Pit. · LENS PROGRAM (DMV) Mayor Mulvaney reported that obtaining more information pertaining to current users of the LENS Program has been unsuccessful. This item was tabled until the next regularly scheduled Board meeting. · FOUR TOWN AMBULANCE 2016-2017 CONTRACT & RESOLUTION Each of the Trustees received a copy of the Four Town Ambulance 2016-2017 contract. It was noted and verified that the correct amount that the Village of Moravia agreed to pay Four Town Ambulance Squad, Inc. was $20,049.00. ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 5-0 vote to approve the following resolution: BE IT RESOLVED that the Village Board of the Village of Moravia, New York, hereby approves the proposed Agreement between the Village of Moravia, New York, and the Four Town First Aid Squad, Inc., and directs the Village Mayor, Gary D. Mulvaney, to execute the proposed Agreement on behalf of the Village of Moravia, New York. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Village of Moravia Annual Financial Report for 2015/2016. · 2016/2017 FISCAL YEAR APPOINTMENTS A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following annual appointments: (Trustee McGuerty abstained from voting on the Official Newspaper.) Dates & Time – every 3rd Monday of every month at 7:00 p.m. Zoning Board Member – Linda Arcangeli (5 year term) Planning Board Member – Paul Nelson (5 year term) COMMITTEE APPOINTMENTS Water Department – Gary Mulvaney Sewer Department – Gary Fickeisen & Chris Fulton Police Department – Gary Mulvaney & Gary Fickeisen Streets & Sidewalks – Nancy McGuerty & Chris Fulton Equipment – Tony Peppe & Gary Fickeisen Intermunicipal Representatives – Nancy McGuerty & Tony Peppe Summer Recreation Program Representative – Tony Peppe · QUARTERLY FAIR HOUSING PUBLIC NOTICE ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the advertising of the Quarterly Fair Housing Public Notice. · EMPLOYEE SALARY INCREASE (COCHRAN) Each of the Trustees received a copy of a Certificate of Completion for the “Grade 3 Supervision and Technical Operations Course” for Wastewater Treatment Plant Operator Trainee Sean Cochran. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve a $500.00 annual increase for Sean Cochran, effective immediately, for completing this course. · CONFLICT OF INTEREST Village Clerk Anne Riddell distributed the Annual Conflict of Interest Disclosure Forms to the Village Board and to all the employees of the Village. Mayor Mulvaney requested that the forms be completed, signed, and returned at the meeting. · ANNUAL AUDIT OF JUSTICE BOOKS Trustee McGuerty reported that she and Trustee Fulton recently reviewed Judge June Shepardson’s Village Justice books and completed the Justice Audit Checklist, however Judge Shepardson had not received the final bank statement for June 2016. The Justice Books from Acting Judge David Wade II were also on the table for Board review. This agenda item was tabled until the next regularly scheduled Board meeting so that the final bank statement for June 2016 could be reviewed before approving the 2015-2016 Justice Audit. · VILLAGE OF MORAVIA EMPLOYEE POLICY REVIEW Each of the Trustees received a copy of the Village of Moravia Employee Policy to be reviewed. The Board discussed the following: Overtime vs. “Call In” pay, Medical Insurance coverage percentages paid by employee, and requiring a valid driver’s license for those employees that operated village owned vehicles and equipment. After some more discussion, the Board directed the Village Clerk to make the revisions in the Employee Policy as noted above. This item was tabled to be reviewed again at the next regularly scheduled Board meeting. (Village resident George Smith entered the meeting at 8:09 p.m., handed a note to Mayor Mulvaney and then left.) · CAY. COUNTY WATER & SEWER AUTHORITY GRANT RESOLUTION REQUEST Each of the Trustees received a copy of a letter and a resolution from the Cayuga County Water & Sewer Authority pertaining to a grant that they were applying for. The Board also received a copy of an email from Village Attorney Charles Marangola stating that he believed the Board should not pass the resolution due to lack of information. This item was tabled until the next regularly scheduled Board meeting so that Village Attorney Charles Marangola could retrieve more information on this resolution. · EMPLOYMENT APPLICATION (MPD – ATKINS) ---PAGE BREAK--- This agenda item was tabled until the next regularly scheduled Board meeting so that Officer in Charge Robert Brown could send a letter of recommendation to the Board. · ANNUAL SOFTWARE SUPPORT CONTRACTS (WILLIAMSON LAW) Each of the Trustees received a copy of two annual contracts from Williamson Law for software support. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the annual software support agreements for Water/Sewer Support and Municipal Accounting Support with Williamson Law for a total of $1,928.00. The Board also directed a letter be sent to Williamson Law requesting that they be more mindful in sending regular updates for the programs. · INFORMATIONAL ITEMS On the table for Board review was: - Vehicle Log Sheets for the month of June. - Public Service Commission Announcement. Mayor Mulvaney reported to the Board that there had been a change in the MFD/VFW parade route for Saturday, July 16, 2016 due to the construction at the Moravia Central Schools. Mayor Mulvaney explained the changed. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 8:34 p.m. to discuss personnel. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to exit Executive Session at 9:07 p.m. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to give a two week notice of termination for the part-time cleaner. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to advertise the part- time cleaner position on the Village of Moravia’s website, the Republican Register, and the Shopper. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 9:09 p.m. Anne Riddell, Village Clerk
