TOWN OF MENTZ REGULAR MEETING JULY 18, 2017 Supervisor Nielens called the meeting to order at 7:10 PM and led the Pledge Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Richard Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy, Councilman Jeff Mills, and Councilman Matt Poyneer. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose and Veterans Memorial Chairman Joe Felice. Minutes Approval: Minutes of the June 20, 2017 Meeting: Motion made by Jeff Mills and seconded by Matt Poyneer to accept the minutes as presented. Motion carried 4-0-1 with Barbara Clancy abstaining. Audit of Bills: Motion made by Jeff Mills and seconded by Matt Poyneer to approve the audit of bills as presented. Motion carried 5-0. General A $18,586.54 VO 161-182 General B $ 115.00 VO 13-14 Highway DB $26,350.10 VO 52-56 HF $ 349.67 VO 11-12 TA $ 60.80 VO 12 DA $ 4,223.78 VO 5 Old Business: NY Central Bridge – Matt Schooley – stated that all data had been gathered; awaiting DOT response; State approval possible in mid-August then informational meeting will be scheduled with the final design. The project will begin in 2018 after school is out for summer. Fence/Concrete blocks between Church Street Apartments and the Town- discussion on fencing, chain link, concrete or what? The school is renovating their athletic fields and will be donating the fencing to the Town. Mr. Mills has been trying to secure someone to put the fence in place, but Atlas Fencing and the others he contacted will only install their own fence. He will try again to contact Connor Fencing as they gave us a quote in 2012 ---PAGE BREAK--- Letter of Support to Annex the Methodist Church property to the Village – this item was tabled, and the attorney will further investigate. Vault Roofs: Quote from JD Statewide Restoration Upper vault- steel $2200 Upper vault – shingles $2600 Lower vault – steel $2400 Lower vault – shingle $2600 Quote from Hackett Construction Lower vault - shingle $2200 Upper vault – shingle $2500 Will not do steel Quote from Pidgeon $6700 For both vaults – steel or shingle Motion made by Jeff Mills and seconded by Matt Poyneer to accept the quote from JD Statewide Restoration for the Upper Vault for a steel roof in the amount of $2200. Motion carried 5-0 E & V Service – Motion made by Matt Poyneer and seconded by Barbara Clancy to have E & V service the furnaces and then revisit the service contract. Motion carried 5-0. New Business: NY Central Bridge Authorization – Motion made by Mark Emerson and seconded by Matt Poyneer to authorize the Supervisor to sign necessary documents and checks for this project. Motion carried 5-0. Medical Insurance – there is an increase of approximately $102 per employee for a total of $792.51 with our two employees paying 15%. Motion made by Jeff Mills and seconded by Matt Poyneer to accept the insurance plan as presented. Motion carried 5-0. Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – No Report Code Enforcement – Jay Moose – Written Report; Mr. Moose stated that there are new codes for insulation and flood plains Buildings & Grounds – Mark Emerson – will call E & V for service, JD Statewide Restoration for vault roof and Mason & Grant for noise in A/C Dog Control – Lucy Ware – Written Report - $199 to Town, $31 to State Youth, Parks & Rec – Jeff Mills – we have not heard that the Summer Rec program has started, he will check and will check to see that all products are out of the food unit so that the power can be turned off. Landfill & Recycling – Mark Emerson – survey on line until August 31; containers are being dumped in a timely manner Cemetery – Lucy Ware – tree taken down and stump ground; highway department doing good job with maintenance – Thank You!! Planning Board – Dwight Wethey/Mike Riley - No Report ---PAGE BREAK--- ZBA Board – Lucy Ware – meeting scheduled for 7/26/17 for an area variance Town Clerk – Charleen Wood – stated that there is $1500 in the equipment fund for the clerk – she is planning to replace her 6 ½ year old computer and moving it for the DEC use to replace the 5-year-old refurbished computer. Historian – Mike Riley – No Report Village Liaison – Richard Nielens – stated that they had had a final water project walk through and additional work needs to be done Veteran’s Memorial – Joe Felice – stated that July 29th was a work morning, plaques to be put in; brass stars put in place and tree to be planted. There are 4 more bricks to be ordered, and the 16 that were in storage were put in. Anyone can come the 29th and assist and all help welcome. Website – Lezli Parsons – No report Attorney for Town: Kevin Cox Stated that court date for Mr. Cooper is July 25, 2017; if Mr. Cooper does not appear in court, it will be a default and the judge will decide as to the next course of action. Communications/Reminders: Supervisor Nielens stated that there would be no increase in the NYMIR premium Public to be Heard: No one came forward Executive Session: None Required Motion made by Matt Poyneer and seconded by Barbara Clancy to adjourn at 9:25 PM.
