Fair Haven Village Planning Board Meeting October 20, 2016 The following members were in attendance: Darrell Uetz, Heidi Smalling, Larry Cosser, Vivian Sciarabba. Also attending, Fair Haven Village Board Trustee Holley Webster-Goolden; Fair Haven Village Mayor James Basile; Tanner Brandt, prospective business owner and Robert Deming - prospective planning board member. Meeting was called to order at 7 p.m. At the request of the Village Board, members reviewed and discussed Village Law Chapter 139 Vehicles and Traffic Article IV Parking Prohibitions The current law as written names certain village streets where parking is prohibited. The Village Board would like the wording changed to "parking is not allowed on village streets that contain 'No Parking' signs". This change in wording would allow legal enforcement of parking prohibitions in locations other than just those named in the current law. The Planning Board suggests the following changes: 139-11 Parking prohibited in designated locations There shall be no parking in Village areas properly marked with appropriate "No Parking" signs. Vehicles so parked will be subject to being towed at the expense of the owner and/or a fine of up to $25. 139-12 Winter parking restrictions Leave unedited. 139-13 Summer parking restrictions Delete from Village Code. 139-14 Additional parking restrictions Leave unedited. Motion to approve changes Darrell Uetz, Seconded, Larry Cosser. The planning board suggests an increase to a $100 fine. Heidi Smalling attended a 4 hour planning board training session on topography and map reading presented by Wayne County Planning in September. Vivian Sciarabba and Heidi Smalling attended a 2 hour class on record keeping for planning and zoning boards presented by Wayne County in October. Tanner Brandt made a second appearance before the planning board to present rough drawings of a proposed garage business on Wilcox Street. Heidi Smalling recused herself from discussion. Board suggested a Special Use Permit with a clause that requires re-examination after one year. Motion to adjourn Vivian. Seconded - Larry. Meeting adjourned 7:40.
