MEETING, TOWN BOARD OF GENOA October 14, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on October 14, 2015 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member Dale Sellen Brandon White, Board Member Mark Conner Al Board Member Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. The September 9 minutes were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 54-2015 APPROVAL OF SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the September 2015 Supervisor’s Report be approved. Lorie stated that a check for $39,000 had been received for the sale of two Town trucks and a set of tires (at auction). CLERK’S REPORT Report on Revenues from Clerk’s Office for September 2015 Dog Licenses $ 335.00 Building Permits 1991.50 Disbursements for September Pd to Supervisor $ 2326.50 Pd to NYS Ag & Markets 52.00 RESOLUTION 55-2015 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved that the September 2015 Clerk’s Report be accepted ---PAGE BREAK--- TOWN BOARD MEETING October 14, 2015 Page 2 A proposal has been received from Pleasant Valley Electric with regard to a fire alarm system for the Highway garage. Discussion has been tabled at this time. HIGHWAY REPORT Brandon White The men finished up the last round of chip sealing. If we get a stretch of good weather we may do a few short stretches. The 2015 CHIPS road inventory is done and sent to the State DOT. The men cleaned up the pickup and the old 1994 IH ten wheeler, along with some older tires to be sold at the Lansing municipal auction. Everything brought good money. Jeff and Eric have been working on the crusher and the dozer, getting them ready for the online auction. The old garbage packer and the York rake will be going as well. Town of Ledyard and Genoa have been hauling cinders from Cayuga Operating Company. There aren’t as many as usual but we can mix them with sand to lighten the loads. Received a quote from Pleasant Valley Electric for a fire alarm system and dialer for the board to review. This was requested by NYMIR, along with a few other infractions in the garage that have been corrected. Frank talked with Doug Kierst from the Cayuga County Soil and Water. Doug has drafted a letter for the Town and residents of Powers Road. He included our findings from the hike taken up through the gorge. There wasn’t any evidence of new erosion, and most of the larger pockets of gravel were already flushed out. Frank has received 2 resumes from Groton. Guess the word may be out that we may be looking for someone part, or full time. ASSESSOR REPORT Lorie Sellen-Gross October 2015 Assessment Report School tax bill have been out for about a month. Any issue/questions that arose within the assessment field have been answered and taken care of. Exemption renewal applications have printed and I picked them up at the County Office Building. Over the next few weeks I will review each renewal, print cover letters, fold, stuff envelopes and mail as soon as possible. Enhanced STAR will go out first, followed by low income Sr. Citizen and the final wave will be agricultural renewals. As the Board requested, I have taken photos for each property in the Town. We are just finishing up labeling each image with tax map numbers. As soon as the labeling is complete (just a few more days) I will take the file of the 5,000 plus images to Real Property to be loaded onto the county website. As you may have heard, I have been having major ongoing issues with the new laptop and the compatibility with New York State Real Property program. This issue has been reviewed and the computer reconfigured by several IT people. It has now been determined that the issue is bigger than that of compatibility. My laptop is now at Toshiba. Whatever the real problem is should be identified and corrected or Toshiba will replace the laptop. I should know more in the next 2 weeks. Ferguson concerning NO more rental units. - Visited new building at Turek’s Packing House. - Research a parcel of land for a resident that is too small for a building lot. - Continue to work with residents on projects and applications. - STOP WORK ORDERS were taken care of. REPORTS WATER REPORT Sue Moss 2,262,800 - September total 75,400 - September average The new pump is in and Mark will pick it up. Both towers were inspected last week. WATER COMMITTEE REPORT Mick Piechuta Mick reported that the Town had received 7 RFQs regarding the water line project. Cheryl will need to get the Water Committee together to look at the submitted RFQs. A consultant needs to be in place by January 1, 2016. OLD BUSINESS The Town received an $800 check from the cell tower company and the area is staked with flags. Lorie will speak with John Conner about the part time water operator position NEW BUSINESS A public hearing is scheduled for November to discuss and vote on the 2016 budget for the Town. Discussion took place about a replacement for Frank as he is retiring at the end of this year. RESOLUTION 57-2015 APPROVAL OF COUNTY SNOW PLOW CONTRACT On a motion of Board member White, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, White, Shields, Nays 0 Resolved to accept the 2015-16 Snow Plow Contract The board continued talking about several budget lines. A decision cannot be made until more information is received by insurance companies and retirement figures are calculated.
