Village of Fair Haven Board of Trustees Agenda Meeting September 8, 2016 The meeting was called to order at 6:30 p.m. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Village Clerk-Treasurer Terri DiGregorio Deputy Clerk Johanne Van Der Linden, Ambulance Supervisor/Zoning Officer Stan DPW Superintendent Roger Granatiero and Gus Taft  The Board met to discuss the agenda for the September 19th board meeting.  In addition to the report DPW Superintendent Granatiero will give Monday night he stated since June 1st 13 water digs have been completed due to leaks and broken valves. While ditching 4 leaking abandoned water services on Lake St. Ext. were discovered and fixed.  On a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway authorization was given to purchase 4 tires for the Ford F-250. All aye, motion carried.  Authorization was given for Roger Granatiero and Carrie Bolton to attend NYCOM Public Works School October 16th – 19th in Geneva on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried.  Mayor Basile encouraged DPW Superintendent Granatiero to hold weekly safety meetings with the DPW employees.  Town Councilman Gus Taft attended the meeting to discuss the ambulance contracts for the Town of Sterling as the Town is planning the 2017 budget. He also encouraged the Village of Fair Haven to consider contracting with the Fair Haven Beach State Park for ambulance service.  Ambulance Supervisor explained to the Board the procedure of collecting unpaid ambulance bills through Simons Collection Agency who collects 30% of the payment received. These particular past due accounts are sent to collections because the insured received a check to pay the ambulance bill and did not forward it to MultiMed. After the third bill is sent to the insured with no response it then goes to Simons. The Board had previously discussed sending and additional threatening letter from the Village Attorney. Stan had learned this cannot be done once it is in the hands of Simons. He will make arrangements with Village Attorney Chris Palermo to have a letter drawn up for MultiMed to send with the third bill to work out payment arrangements with the Village office before sending the insured to Simons Collection Agency.  Zoning Officer reviewed the Code Enforcement report with the Board. A possible proposed local law prohibiting the use of semi trailers for storage was discussed as this had come up before during the previous administration. Sample laws will be sent to Village Attorney Chris Palermo.  The Village of Fair Haven is still considering selling water to the Town of Sterling. Under consideration is charging $3.25 per 1000 gallons with an annual charge of $200.00 per EDU. The first phase for potential Sterling water customers will be for 80 customers. The Town will be applying for a grant which could include upgrades to the pump house. Mayor Basile spoke to Sterling Town Supervisor Randy Lawrence about the proposed fees.  It has been brought to the attention of the Board that there is not a “Welcome” sign when entering the Village on Victory Street. Hunt signs was contacted to make a sign for that location.  The Board decided additional signage on village trucks containing the Village contact information is not necessary ADJOURNMENT: The meeting was adjourned at 9:52 p.m. on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling.
