1 Village of Fair Haven Board of Trustees Meeting August 8, 2016 The meeting was called to order followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden and Trustee Pete Hanford. Trustee Judith Dunaway was excused. Also present Village Clerk-Treasurer Terri DiGregorio, DPW Superintendent Roger Granatiero, Village Historian Susie Parsons Frank Perkins, Don Chamberlain, Nanda Speciale and Jim Butler. COMMUNICATIONS:  American Legion/Community Center lease agreement signed for 8/1/2016 – 8/1/2017.  The September agenda meeting will be held at the regular time and date 6:30pm September 8th. The board meeting is rescheduled to Monday September 19th at 7pm due to training.  In receipt of 6/30/2016 Quarterly Open Claim Loss Run Report from Wright Risk Management regarding worker’s compensation.  In receipt of quarterly sales tax from Cayuga County in the amount of $81,892.62.  A letter from Clark CPA, P.C. regarding end of year audit for May 31, 2016 was reviewed.  The park bench donated by Ralph and Tula Standbrook’s grandson for Standbrook Park has been ordered, funds received and location chosen.  In receipt of coverage outline and invoice from Eastern Shore Associates for 2016-2017 Village insurance $26,761.07.  Cayuga County Association of Villages meeting will be held August 23rd hosted by Village of Union Springs. RSVP by August 17th.  July boat ramp collections: Cottage St. $15.38 and King St. $12.00  The Finger Lakes Tourism 2017 invoice renewal was reviewed by the Board. A small paragraph in the tourism guide each year costs $360.00. This will be discussed further as they are considering an advertisement in the Fair Haven Area Chamber of Commerce booklet for much less.  In receipt of notice of Anchor Resort & Marina Inc. against Town of Sterling, Town of Sterling Assessor, Town of Sterling Board of Assessment Review and County of Cayuga regarding the property assessment. PUBLIC FORUM:  Frank Perkins thanked the Board for the air conditioning at the fire hall for the senior citizens dinners. Mayor Basile asked Frank to contact David James and thank the fire department.  Don Chamberlain inquired about the PA system and why it isn’t used at the band concerts Saturday nights to announce the songs. Deputy Mayor Krehling will inquire about this. MINUTES:  The July 7th and July 11th meeting minutes were approved on a motion by Trustee Webster and seconded by Deputy Mayor Krehling. All aye, motion carried. ABSTRACT #3 VOUCHERS: The following bills from abstract #3 were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried.  General Fund: $110,482.15  Water Fund: $8,984.11  Trust & Agency: $3,722.20  2013 CDBG: $5,993.35  July Payroll: $41,620.41 COMMITTEE REPORTS:  July DPW report submitted by Roger Granatiero. Checked Pump House daily; Took water samples to Lab in Auburn; Read Water Meters; Weekly weed eating and mowing; Weekly garbage removal from parks etc.; Picked up garbage at the Village Field, Phillips Park and Playground after 4th of July events and repaired holes etc.; Meter Replacements; Brush and leaves were picked up; Repaired Main Valve that was leaking on the corner of S. Fancher & Platt; Phillips Park Benches & Gazebo Painted; Pump house #2 was painted on the outside; Patched pot holes in various spots with cold patch; Replaced and removed various speed signs; Helped Sterling pave on the South end of town, Wilcox, Avery, Victory and Parsonage; Repaired Fire Hydrant on Fancher Ave. that was out of service; Pressure washed Village Hall outside; Pressure washed both the Phillips Park steps and Little Sodus Boat Dock; Boat dock and Phillips Parks steps stained; Finished ditching Fancher Ave.; Ditching on Lake St. Ext. will begin next week all the way to the end. ---PAGE BREAK--- 2 The State Park developed a problem with their drinking water regarding a check valve and the Village DPW has been assisting. Signs have been posted at the park advising not to use the water until test results come back reflecting the water is cleared of any contaminants. Preventive maintenance is being performed on fire hydrants throughout the village which includes flushing and mapping. The report was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried  Treasurer’s report submitted by Terri DiGregorio for period ending 7/31/2016. General fund balance $506,421.89 which includes WBB $4,228.90, Water fund $48,649.16, 2001 CDBG Trust & Agency $651.64, $3,888.07, 2013 Victory St. CDBG $1.00. The report was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. All aye, motion carried.  July Ambulance report submitted by Stan The ambulance service answered 50 calls: 13 BLS, 26 ALS, 8 no transport, 2 cancelled calls, 1 DOA. Total calls to date 261. Of these 50 calls 16 in the Village, 18 in the Town of Sterling, 4 in Martville, 10 mutual aid to Lakeshore Ambulance, 0 mutual aid to CIMVAC. Vehicles responding to calls: 36 for Ambulance 3 for Ambulance 10 for Medic Car, 9 for both the medic car and ambulance together. The response time was 3.27 minutes. The report was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried.  July Code Enforcement report submitted by Stan 1 building permit issued; 9 violation letters sent; 7 violations corrected; 2 Appearance tickets issued; 10 on-site inspection performed; 4 general village inspections performed. The report was accepted on a motion by Trustee Webster- Goolden and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS:  The Band stand bell tower light is out and the possibility of running electricity to it or a solar light is still being researched.  The purchase of a chart recorder for the pump house in the amount of $2,446.00 from NE Controls was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford pending agreement of the Trustees on the warranty. All aye, motion carried.  Trustee Webster-Goolden spoke with Rainbow Moon representative, Jim, regarding tree replacement on Main St. He will send another quote as the first one was not received. Nanda Speciale volunteered to assist in locating an arborist to examine the existing trees.  Road Preservation Law: Trustee Webster-Goolden recently attended a Planning Board meeting to discuss, review and revise the law. The Planning Board would also like to review stick built homes that are very small compared to average sized homes. They also expressed a concern for litter on West Bay Rd.  The Stafford Street proposal with the CCWSA for storage remains under consideration as there is an active and ongoing search for a new site within the village. Until such time, no work will be performed on the proposal submitted by CCWSA.  The building permit fee schedule is in the process of being revised.  Deputy Mayor Krehling spoke with Bonnie Bridson regarding West Barrier Bar improvements such as plans to build a pavilion. The Board of Trustees decided to hold off on any improvements at this time until proper plans have been submitted.  The purchase of a refurbished LifePak 15 Monitor/Defibrillator from Foremost Medical Equipment costing $20,105.00 with payment of 500.00 per month was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. Another quote was received, but the Board decided to go with Foremost as they offer finance options.  Speed bumps on village streets have been discussed in the past. Mayor Basile would like to obtain, in writing, from an authority on the subject, they are not allowed on public streets. The Mayor will discuss this with insurance representative Bob Wallace.  “No Parking” signs throughout the village are not being complied with. The passage of a local law for enforcement would be necessary. This will be brought to the attention of the Village Attorney and Clerk-Treasurer DiGregorio will also ask NYCOM for sample laws. NEW BUSINESS:  Lime Energy Services in cooperation with RG&E sent a proposal to update the lighting at the village hall, garage, parks, pump house and restrooms. The cost to the Village is $1,419.02 and the cost to RG&E is $2,242.94 with an annual savings of up to 69%. On a motion by Trustee Webster- Goolden and a second by Deputy Mayor Krehling Mayor Basile was authorized to sign the Energy Efficiency lighting proposal. All aye, motion carried. This does not include the lighting in Phillip’s Park in the area of the gazebo. This will be addresses at a later date. ---PAGE BREAK--- 3  The Village was awarded an additional $11,438.36 for rehabilitation and reconstruction of village roads through CHIPS SFY 2016-2017 Pave NY. These funds will be used to pave Woods Rd. and Stafford St. This paving was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. All aye, motion carried.  Mayor Basile and Ambulance Supervisor are working together on the ambulance contracts for the Town of Sterling and Town of Wolcott as the Towns are planning the 2017 budget. They hope to come up with the percentage of increase by the end of August.  Public restrooms in Phillip’s Park are in need of renovation. Trustee Dunaway will investigate possibilities for improvements utilizing plans drawn up a few years ago.  The following resolution was adopted regarding Village of Fair Haven local roads inventory and will be submitted to the NYSDOT: Resolution 2016 Local Roads GIS Project WHEREAS, the Village of Fair Haven Board of Trustees desires to add old roads not in inventory to the 2016 local highway inventory; and WHEREAS, the Village of Fair Haven Board of Trustees also desires to acknowledge the roads that appear to be private on said inventory are actually public; NOW, THEREFORE, BE IT RESOLVED THAT the Village Board of Trustees designates the following roads be added to the 2016 local highway inventory: Camp Rd. from dead end to Cayuga St., length .05 North Railroad Ave. from end to Cayuga St., length .02 Railroad Ave. from Cayuga St. to dead end, length .12 Schaffer Rd. from Village line to Phillips Lane, length .05 Second St. from Church St. to Cayuga St., length .06 West Bay Rd. from Village line to end, length .21 On a motion by Deputy Mayor Krehling and a second by Trustee Hanford the resolution was approved. DiGregorio Clerk-Treasurer  There will be no further action regarding the abandonment of 13th street brought up at the last meeting as it is not on the street inventory that will be submitted to NYSDOT.  A request was received to adjust water account B0770 regarding a leak as the recent water bill is $303.02. The Board agreed to remove the current charges and bill the water customer according to the same bill as last year at this time which was $74.47. In addition charge the water customer with half of the usage for the current bill on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye motion carried. ---PAGE BREAK--- 4  A letter will be drawn up advising Village of Fair Haven water customers who have water meters that stopped reading and cannot be replaced due to the location of the meter. They will be asked to have the meter moved and installed in an accessible location to be manually read and in the event the radio read meter head needs replacing. Also discussed were options to monitor possible leaks for water customers with water lines more than 100 feet long. Leaks on private property between the village valve near the road and the property owners meter could go undetected for years for those customers with these long water lines.  The Village of Fair Haven advertised the need for alternate members on the Zoning Board of Appeals and had one applicant send a letter of interest. Deputy Mayor Krehling appointed Sharon Basile to the ZBA as an alternate member for one year on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. Deputy Mayor Krehling aye, Trustee Goolden aye, Trustee Hanford aye, Mayor Basile abstained, Trustee Dunaway absent. FINAL COMMENTS:  Deputy Mayor Krehling was approached by a village resident who would like to donate a pine tree to be used as a Christmas tree for the holiday season if the village DPW would cut it down. On a motion by Deputy Mayor Krehling and a second by Trustee Webster-Goolden a letter will be sent to the village resident advising the DPW cannot cut trees on private property. All aye, motion carried. The home owner can have the tree cut down by a private contractor and brought to the park by that contractor if it is determined to be an acceptable tree.  Deputy Mayor Krehling spoke with Cayuga County Civil Service regarding job codes and descriptions regarding the Village of Fair Haven. She will address this issue at their Wednesday meeting and get back to him.  Dead trees in the village right-of-way of South Lake St. were recently removed by a private contractor. Mayor Basile would like a form drawn up to have on hand in the office to log complaints when a property owner has a questionable tree. The Village contracts with a tree surgeon to be called in to examine these trees for trimming or removal. EXECUTIVE SESSION:  On a motion by Trustee Webster-Goolden and a second by Trustee Hanford the Board entered into executive session to discuss the employment history of a particular person. All aye, motion carried.  On a motion by Trustee Webster-Goolden and a second by Trustee Hanford the Board exited executive session. All aye, motion carried.  During executive session no decisions were made. The session was informational only.
