TOWN OF NILES PLANNING BOARD Niles Town Hall, New Hope, New York April 19, 2018 MEMBERS PRESENT: Terry Green, Chairwoman D’Allah Laffoon Bob DeWitt Nate Hatfield Sara Finizio, Secretary OTHERS PRESENT: Joseph Collard, Mark Wellauer, Patrick Doyle The meeting was called to order at 7:46 PM. Ms. Green asked everyone to stand for the Pledge of Allegiance. Sara Finizio read the March 2018 minutes. Mr. Laffoon made a motion accept the minutes as read and Mr. DeWitt seconded the motion. All approved. NEW BUSINESS: • Mark Wellauer and Joseph Collard approached the Planning Board for final approval of 2 splits and mergers. Mr. Collard to split 0.519 acres of land from a 107.4 acre parcel to Mr. Wellauer. Tax map numbers involved are 155.00-1-8.2 and 155.00-1-7. Mr. Wellauer will merge the 0.519 acres to his existing 2.5 acres located at 4303 Harter Road, Auburn, New York. Tax map # 155.00-1-8-1. o Forms received:  Application for Subdivision  Short Environmental Assessment Form (negative declaration)  Parcel Merger  Survey Map A motion was made by Mr. Hatfield and seconded by Mr. Laffoon for approval. All approved. • Mr. Wellauer to split 1.993 acres of land from a 4.493 acre parcel to Mr. Collard. Tax map # 155.00-1-8-1. Mr. Collard will merge the 1.993 acres to his existing 48 acre parcel for agricultural purposes. Property located on Harter Road in the Town of Niles. Tax map number 155.00-1-8.2. o Forms received:  Application for Subdivision  Short Environmental Assessment Form (negative declaration)  Parcel Merger ---PAGE BREAK---  Survey Map A motion was made by Mr. DeWitt and seconded by Mr. Laffoon for approval. All approved. • Patrick Doyle, Town of Niles Code Enforcement Officer, presented to the Planning Board a site plan of a request from James Jacobs for the construction of a seasonal home on Fire Lane 21B, Lot 8 on Skaneateles Lake. Tax map number 148.04-1-44. It is a conforming lot. The proposed location of the home meets the minimal dimensional requirements of the code with respect to setbacks. A full site plan was presented with approval from the City of Syracuse Department of Water and the Skaneateles Watershed Protection Program. A motion was made by Mr. Hatfield and seconded by Mr. Laffoon for approval of the site plan. All approved. • Mr. Doyle reviewed a request from Federico Solmi for construction of a deck. Property located at 334 Fire Lane 15 on Owasco Lake. Tax map number 145.14-1-12.1. The deck is non – conforming and Mr. Doyle will meet with the applicant to gather additional information to re- present to the Planning Board for review of any adverse environmental impact. OTHER DISCUSSION: • Ms. Green gave an overview of the Cayuga County Planning Board meeting she attended that was held on March 28, 2018. • Ms. Green also gave an overview of the training session she attended on March 28, 2018 that was presented by the Cayuga County Planning Board. The topic was “Planning Issues for Waterfront Communities”. • Mr. DeWitt gave an overview of the continuing combined work of the DEC and the Lake Association involving watershed protection. The next meeting is scheduled for May 17, 2018 at 7:30 PM. A motion was made by Mr. Laffoon and seconded by Mr. DeWitt to adjourn the meeting at 9:44 PM. All approved.
