VILLAGE BOARD MEETING JUNE 12, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and Code Enforcement Officer Fred Delaney were also present. (Judge June Shepardson entered at 7:37 p.m.) · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for the May 22, 2017 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills #25 (year-end). (Trustee McGuerty abstained from Bills #455 and 456 due to conflict of interest.) Syst. – Pump Station To: G8110.4 Sewer Admin $ 75.00 G8130.4 Treat. & Disposal $6,500.00 $6,575.00 · PURCHASE ORDER A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the purchase order for $1,190.18 to Webster’s Garage for the 2004 Chevy Truck repair/inspection (Department of Public Works). (It was noted that Trustee Peppe would discuss the estimate with Webster’s Garage prior to repairs.) · DEPARTMENT REPORTS A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurer’s Report for the month of May. ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Public Works Report for the month of May. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of May. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of May. Each of the Trustees had received a copy of a Trespass Notice drafted by Officer In Charge Robert Brown. (A copy had also been sent to Village Attorney Charles Marangola, which he did not approve.) After some discussion, Mayor Mulvaney stated that he would speak with Officer In Charge Robert Brown about this notice. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the verbal and written Code Enforcement Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Justice Report for the month of May. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of May. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES This item was tabled until the next regularly scheduled Board meeting due to several open projects that the Board is currently working on. · ZONING AMENDMENTS (PB) – SITE PLAN REVIEW Mayor Mulvaney stated that the final draft of the Site Plan Review was being reviewed by Village Attorney Charles Marangola. This item was tabled until the next regularly scheduled Board meeting. · SOLAR POWER GRANT (STP) ---PAGE BREAK--- Mayor Mulvaney stated that there was no news on the Solar Power Grant for the Sewer Treatment Plant. This item was tabled until the next regularly scheduled Board meeting. · POLICE POLICIES Mayor Mulvaney stated that there were a few more corrections that needed to be done on the drafted police policies by Officer in Charge Robert Brown before the Board could review. This item was tabled until the next regularly scheduled Board meeting. · FOUR TOWN FIRST AID (BUILDING CONSTRUCTION) Mayor Mulvaney stated that Four Town First Aid Squad had decided to construct the new facilities as a one story so that no elevator would be needed. (They had previously requested an exemption from the Board of Trustees for an elevator that was required by New York State Building Code if they built a 2 story facility.) The Board agreed to remove this item from “Old Business”. · PARK STREET RESIDENTS (SPEED CALMING MEASURES) Mayor Mulvaney and the Board discussed reducing the speed limit to 20 mph on Park Street. The Board then agreed to request a law be drafted by Village Attorney Charles Marangola. This item was tabled until the next regularly scheduled Board meeting. · SOUTHERN CAYUGA COUNTY CABLE (DYER) Mayor Mulvaney reported that there was no more news on the request for reimbursement from Southern Cayuga County Cable. This item was tabled until the next regularly scheduled Board meeting. · ANNUAL CONTRACTS – SENIOR CITIZENS, YOUTH RECREATION A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following annual contracts: Moravia Senior Citizens $1,500.00 Town of Moravia (Youth Recreation) $8,500.00 · PROPOSED VILLAGE OF MORAVIA FEES SCHEDULE Each of the Trustees received a copy of the proposed Village of Moravia Fees Schedule. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Village of Moravia Fees Schedule dated June 12, 2017. (It was noted that there was no increase in the fees.) · ANNUAL SOFTWARE SUPPORT CONTRACTS (WILLIAMSON LAW) Each of the Trustees received copies of the annual agreements for the Tax Collection Software, Municipal Accounting Software, and the Water/Sewer Billing software from Williamson Law Book Company. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following annual contracts with Williamson Law Book Company: Tax Collection Software ($408.00), Municipal Accounting Software ($1,018.00), Water/Sewer Billing Software ($949.00) · FOUR TOWN AMBULANCE 2017-2018 CONTRACT & RESOLUTION ---PAGE BREAK--- Each of the Trustees received a copy of the Four Town Ambulance 2017-2018 contract. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 5-0 vote to approve the following resolution: BE IT RESOLVED that the Village Board of the Village of Moravia, New York, hereby approves the proposed Agreement between the Village of Moravia, New York, and the Four Town First Aid Squad, Inc., and directs the Village Mayor, Gary D. Mulvaney, to execute the proposed Agreement on behalf of the Village of Moravia, New York. The question of the foregoing Resolution was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES Trustee Nancy McGuerty Voting YES Trustee Chris Fulton Voting YES · PLANNING BOARD MEMBER APPLICATIONS (2 – MANNA, MARNELL) Each of the Trustees received copies of Planning Board Members applications from Maria Manna and Joshua Marnell. The Village Clerk explained that a vacancy would be occurring on both the Zoning Board and the Planning Board next month. She suggested asking one of the applicants to consider being placed on the Zoning Board. The Board agreed. This item was tabled until the next regularly scheduled Board meeting. · LETTER TO VILLAGE FROM ATTORNEY BAKER (VILLAGE FILES) Each of the Trustees received a copy of an email and a letter from past Village Attorney James Baker to Village Clerk Anne Riddell stating that he had discovered some older Village of Moravia files that were in storage. He asked if the Village wanted to take repossession or have him shred the files. The Board agreed to take repossession of the files. Village Clerk Anne Riddell was directed to contact Mr. Baker with their request. · DAVIS-ULMER SPRINKLER REPAIR PROPOSAL (JUSTICE CENTER) Each of the Trustees received a copy of an estimate from Davis-Ulmer for repairs that needed to be done to the sprinkler alarm panel at the Justice Center. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve and authorize the Mayor to sign the estimate for repairs from Davis-Ulmer for $440.00. · RENTAL INSPECTION FEES (RESOLUTION) ---PAGE BREAK--- Each of the Trustees received a copy of the Rental Inspection Fees resolution. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following resolution: BE IT RESOLVED that the following fee schedule is hereby established for fire safety and property maintenance inspections of multiple family dwellings and of non-residential buildings, structures, uses, and occupancies, performed by the Village of Moravia, New York: 1. The sum of $25.00 for each inspection. 2. The sum of $25.00 for each re-inspection conducted in conjunction with an inspection. RESOLVED, that this resolution shall take effect immediately. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Village of Moravia Investment Policy. · VILLAGE OF MORAVIA PROCUREMENT POLICY & PROCEDURE Each of the Trustees received a copy of the Village of Moravia’s Procurement Policy and Procedure for their review. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Village of Moravia’s Procurement Policy and Procedure. · EMPLOYMENT APPLICATIONS (WEIR & SHOEMAKER) Applications for employment for Laborer from Brian Weir and Cody Shoemaker were on the table for Board review. ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to accept and place on file the employment applications from Brian Weir and Cody Shoemaker. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Moravia Youth Recreation Information. - Quarterly Open Agenda Items. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve removing the Rental Law Permit agenda item from the Quarterly Open Agenda Items. - School flashing light insurance notice. (Village Clerk Anne Riddell informed the Board that the school flashing light was not covered under the Village’s insurance policy as previously told due to that the damage was done by the wind.) On the table for Board review was: - Vehicle Log Sheets for the month of May. - Thank you card from Park Street resident. Judge June Shepardson stated that she could meet with Trustee McGuerty and Trustee Fulton on Tuesday, June 13th at 4:30 p.m. at the Justice Center to perform the Annual Justice Audit. Both Trustees stated they could attend. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 8:04 p.m. to discuss personnel. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to exit Executive Session at 8:27 p.m. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-1 vote to appoint Patrick Doyle on July 10, 2017 as Code Enforcement Officer for the Village of Moravia for the current salary plus a $50.00/month stipend. (Mayor Mulvaney voting, Trustee Peppe voted against.) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 8:30 p.m. Anne Riddell, Village Clerk
