Town of Victory Town Board Meeting October 10, 2016 Council Members Present: Mike Wiggins-Supervisor Robin Bartholomew Leonard Hand Terrance McBride Lester VanDyke Others present: Julia lozzio-Clerk Debra Davis -Justice Harvey Mills-Planning Board Carol Mills Meeting called to order at 7:00pm with the Pledge of Allegiance. The building vouchers were reviewed and approved. Minutes were reviewed and approved. The meeting started with the budget review. Lester offered some update s on the weights regarding September 3rd quarter for tonnage on the trash. The estimated tonnage was approximately tons per week. The Supervisor's report was read: Supervisor's report by Mike Wiggins as of 09 / 30/ 20 16 General fund: $318,728.99 Cash reserve, CD: $192,136.46 Petty cash: $50 .00 Special reserve, Capital Project: $192,357. 52 Money market Special reserve: $60,000.00 Total for General fund: $763,272.97 Highway funds: $249,079.71 Victory Street Lighting Dist.: Cash- Checking: $2,680.93 Cash in time Deposits: $3,195.74 ---PAGE BREAK--- Total: $5,876.67 Westbury Street Lighting Dist.: Cash-Checking: $2,068.06 Cash in time Deposits: $ 289.20 Total: $2,357.26 Total for all fund s: $1,020,587.0 8 Clerks report was read: Clerk's Report: (as of 9/30/2016) 2- Building permit s =$45.00 1- Dog licenses = 00 0- Garbage Permits = $00.00 1- Marriage Licenses = 17.50 Bruce was not in attendance. Monies will be set aside for court security on another line until a decision can be made on what to do for the court. T he amount of $1500.00 will be added to the $1,333.00 to expended fund balance. Lester offered some paperwork regarding the use of unexpended funds to slide over if not used which might wind up in the amount to be raised by taxes.($4'14,557.00) It was stated that fund balance shouldn't be used. You’re supposed to budget for it. Les t e r made t he mot ion to adjust as the y talked about by making a new line. He also suggested not to use the fund balance monies to pay anything. The question was t hen raised by Mike: If monies we re generated in the fund balance, what will the monies do? It was then suggested that it could go toward s a truck for the Hwy. Dept. Lester did state that no monies should go into a "slush fund". Mike agreed and stated he would like to see a plan prior to any more monies going into said account. Monies that were just left somewhere wouldn’t do the town much good. If anything came up that needed to be done a low interest could be taken out. It was stated that a referendum would still have to be made in order to retrieve t hat monies. If it should get to the point where an excessive amount of monies were saved it might make it easier to obtain a referendum. The unexpended line will be kept at $250,000.00CD and monies market. This is almost half the amount it would take to put up a barn / structure. Plans are to get well dug over at the salt barn. Mike 2nd the motion. All were in favor of moving $15,000 . + $ 1,333.00 into amount to be raised by taxes column and adopting the preliminary bud get . Seconded by Lester as amended all ayes. A copy will be made available at the town clerks desk. Notice will be in the paper the following week for public hearing (11/1@ 7pm- 8pm). ---PAGE BREAK--- The safety of the judge was also brought into question and how other judges have altered their surroundings. They have made accommodations not only for themselves but the safety of all who attend. Hours will change for the town clerk for the winter. The clerks new hours will change to: Monday 4pm - 6:3O (this was a move made to avoid town board meetings and the flow of business) Wednesday 4pm- 8pm. Thursday 4pm- 7:30 pm and Saturday 8am- 1pm. This may work to help out the town judge as she has been questioned about working alone during court sessions. The clerk has stated she will always stay later when needed especially during the busy tax season. The question was posed as to when the new hours would be in effect. The clerk stated that she was going to check wit h Lisa Cooper as to how she handles her job of both town clerk and court clerk. The hours would be established after their conversation. Robin questioned whether the highway crew started to sign their time cards. Mike confirmed that they in fact had. Lester motioned to adjourn and Leonard 2nd . All ayes. T he meeting ended at 7:35pm
