SPECIAL MEETING, JANUARY 21, 2017 TOWN OF NILES SPECIAL TOWN BOARD MEETING JANUARY 21, 2016 NILES TOWN HALL PRESENT: Bernard Juli, Deputy Supervisor Clarence Edmonds, Councilman Steven Cuddeback, Councilman Joseph MacDuffee, Councilman Tiffany Landis, Deputy Town Clerk OTHERS PRESENT: Eleanor Beck Meeting called to order at 10:06 a.m. by Deputy Supervisor Juli, with the Pledge of Allegiance discussion of garbage fund and need to transfer funds to cover shortfall. Ms. Beck informed board of reasoning for having specific dollar amounts in specific funds and the need to transfer funds so that the garbage fund will be fully funded in the future. In the past, the garbage fund was self- sustaining. The state of NY says a town should only have about 10% in reserves of the total budget. Now, taxpayers pay half of the garbage expenses and the general fund covers the remaining half. This plan was instituted to decrease the excess reserves. Clean up days were started to assist in decreasing reserve funds. Lively discussion ensued concerning how much taxes would need to be raised to cover the total cost of the garbage. Consensus was that what is paid now for garbage assessment may double. RESOLUTION #2017-26 TRANSFER OF $10,000 FROM THE GENERAL FUND TO THE GARBAGE FUND TO COVER SHORTFALLS FROM DECEMBER 31, 2016 To cover garbage fund shortfalls transfer $10,000 from A200 to A9901.9; SR200 $10,000 to SR5031. On a motion by Deputy Supervisor Juli, seconded by Councilman Cuddeback, the following resolution was ADOPTED Ayes Cuddeback, Edmonds, Juli, MacDuffee Nays RESOLVED that $10,000 from Account A200 be transferred to A9901.9 and from SR200 to SR5031 to cover shortfalls from December 31, 2016; Discussion ensued that there is a need to keep an eye on how much in the future the town should use of the general fund to sustain the garbage fund. Next year’s budget needs to aggressively consider this issue. Question was raised by Councilman Cuddeback as to if the entire 2017 shortfall had to be dealt with now. Discussion included the fact that current tax year money won’t be deposited into account until late February or early March and it would be beneficial to have funds in the account now. Half the fund transfer could be done now and half later or even a transfer each month if the board desires. The majority of the board desired to transfer entire $74,450 now. RESOLUTION #2017-27 TRANSFER OF $74,450 FROM THE GENERAL FUND TO THE GARBAGE FUND TO COVER SHORTFALLS IN 2017 To balance garbage fund shortfalls for 2017 transfer $74,450 from A200 to A9901.9; ---PAGE BREAK--- SPECIAL MEETING, JANUARY 21, 2017 Special Fire No. 504 $284,943.48 Highway No. 505 $3,500.00 ADOPTED Ayes Edmonds, Juli, MacDuffee Nays Cuddeback SR200 $74,450 to SR5031. On a motion by Deputy Supervisor Juli, seconded by Councilman MacDuffee, the following resolution was RESOLVED that $74,450 from the general fund be transferred to the garbage fund to cover predicted budget shortfalls in 2017. RESOLUTION #2017-28 ABSTRACTS: On a motion by Deputy Supervisor Juli, seconded by Councilman MacDuffee, the following resolution was ADOPTED Ayes Cuddeback, Edmonds, Juli, MacDuffee Nays RESOLVED that the abstracts be paid in the following amounts: RESOLUTION #2017-29 REQUEST BY CLERK’S OFFICE TO PURCHASE A LAPTOP IT Tech, John Graham said he could find a refurbished Office 2007 computer for $200-300. On a motion by Councilman MacDuffee, seconded by Councilman Cuddeback, the following resolution was ADOPTED Ayes Cuddeback, Edmonds, Juli, MacDuffee Nays RESOLVED that a refurbished laptop be purchased for the Clerk’s office. RESOLUTION #2017-30 EXECUTIVE SESSION On a motion by Councilman Cuddeback, seconded by Councilman Edmonds, the following resolution was ADOPTED Ayes Cuddeback, Edmonds, Juli, MacDuffee RESOLVED, that the Board go into Executive Session at 10:28 am. RESOLUTION #2017-31 RETURN TO REGULAR SESSION On a motion by Deputy Supervisor Juli, seconded by Councilman MacDuffee, the following resolution was ADOPTED Ayes Cuddeback, Edmonds, Juli, MacDuffee RESOLVED, that the Board return to regular session at 11:10 am.
