1 Village of Fair Haven Board of Trustees Meeting December 11, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also, present Village Clerk-Treasurer Terri DiGregorio, Jay Sawyer with CCWSA, Village Historian Susan Parsons and 3 guests. COMMUNICATIONS: • In receipt of semi-annual mortgage tax from Cayuga County $9,067.07. • In receipt of $1,114.40 from Simon’s Collection Agency for a past due ambulance bill. Simon’s collected $1,592.00 and received $477.60 which is 30% of the amount collected. • In receipt of notification of a new application for a liquor license from Brandon Lagoe, the prospective new owners of O’Connor’s Main Street Pub. • In receipt of a communication from CABT-Coalition Against Bigger Trucks regarding proposed changes to the law. • In receipt of a communication from the Sterling Senior Citizens expressing appreciation for the funds that help to support the bus trips along with the list of trips taken over the last year. • Darrell Uetz has agreed to continue to serve as the Village of Fair Haven representative to the Cayuga County Planning Board. PUBLIC FORUM: • David asked about the status of various violations such as the trailers presently being used for storage at 606 Main St. He inquired about when the 7th Street sign would be put up. Mr. would like to see the village code updated regarding sheds. He also brought up the discussion of big box stores. • Frank Perkins updated the Board on the community center and how often the senior citizens are using it. They collected $261.00 for the food pantry at their Christmas party. Frank informed the Board that he is now the Vice President of the Cayuga County Senior Council. MINUTES: The November 9th and 13th meeting minutes were approved on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. ABSTRACT #6 VOUCHER: Voucher #395 for $1,297.50 was not included in last month’s total approved for the general fund. This voucher was approved on a motion by Trustee Hanford and seconded by Deputy Mayor Krehling. All aye, motion carried. ABSTRACT #7 VOUCHERS: The following vouchers were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. ❖ General Fund: $35,645.07 ❖ Water Fund: $5,898.80 ❖ Trust & Agency: $3,469.64 ❖ November Payroll: $32,239.55 BUDGET MODIFICATIONS: The following budget modifications were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. ❖ Transfer $2,875.00 from contingent to buildings capital improvements ❖ Transfer $84.00 from contingent to refuse and garbage ❖ Transfer $1,297.50 from contingent to worker’s compensation COMMITTEE REPORTS: • The attached November DPW report was submitted by Roger Granatiero and approved on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. • The attached Treasurer’s report was submitted by Terri DiGregorio for period ending 11/30/2017. General fund balance $584,773.32 which includes WBB $4,841.26, Water fund $120,903.28, Trust & Agency $10,894.79, and CDBG $1.00. The report was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. • The attached November Ambulance report submitted by Stan was approved on a motion by Trustee Hanford and seconded by Trustee Dunaway. All aye, motion carried. ---PAGE BREAK--- 2 • The November Code Enforcement report submitted by Stan was approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. • Village Historian Susan Parsons gave the Annual Historian’s Report which is attached to these minutes. She included a presentation called “Fair Haven: What To Do When There Was Nothing To Do; Fair Haven Was Anything But Boring”. This was all about the goings on in Fair Haven in the late 1800’s and early 1900’s all the way up to 1946. UNFINISHED BUSINESS: • The Village of Fair Haven was awarded a NYSERDA grant for $50,000.00 to upgrade street lighting with LED lights. Trustee Dunaway and Clerk-Treasurer DiGregorio will be meeting with Amanda Mazzoni, Senior Planner with the CNY Regional Planning & Development Board, next Monday to discuss the steps towards receiving the grant funds. • Policies will be established and discussed at the January meeting regarding the use of cell phones, village credit cards, equipment, computer and internet usage. • Village Attorney Norm Chirco will be attending the January 4th agenda meeting to discuss revising the zoning regarding rentals etc., and pending local laws. NEW BUSINESS: • A request was submitted for a culvert pipe for a driveway at 14758 West Bay Rd. on the South Hadcock side of that property. A 12” diameter with a maximum length of 30 feet of culvert pipe was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • The request by Marsha Sawma to consolidate two water meters down to one at 14539 Lake St. resulting in one water bill was approved on a motion by Trustee Dunaway and a second by Trustee Hanford as long as there is only one valve and one service going into the residence. All aye, motion carried. The Board of Trustees entered into executive session at 8:43 p.m. to discuss collective negotiations pursuant to article fourteen of the civil service law, on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. The Board of Trustees exited executive session at 9:21 p.m. on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. There were no decisions made during executive session. ADJOURNMENT: The meeting was adjourned at 9:22 p.m. on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling.
