VILLAGE BOARD MEETING JANUARY 12, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:05 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, and Tony Peppe were in attendance. (Trustee Chris Fulton was absent.) Village Clerk Anne Riddell and Treasurer Susan Wade were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the minutes for the December 22, 2014 Village Board Meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. (Mayor Mulvaney voted.) Trustee McGuerty abstained on voucher # 268 and on a voucher for Community Newspapers (Horizon Performances advertisement) for $39.00. · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Treasurers Report for the month of December. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 3-0 vote to approve the Public Works Report for the month of December. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Water Meter Replacement Report for the month of December. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approved the Sewer Treatment Plant Report for December. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 3-0 vote to approved the Vehicle Log Sheet Report for December. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approve the Police Report for the month of December. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 3-0 vote to approve the Code Enforcement Report for December. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approve the Justice Report for December. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Justice Building Inspection Report for December. ---PAGE BREAK--- It was noted that there was no Dog Control Report for December. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · PLANNING BOARD AND ZONING BOARD MEMBERS Mayor Mulvaney stated that more members were still needed for the Planning Board and the Zoning Board; however the Board did receive an application for a Planning Board member. (See below.) · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a December report as noted above. · VILLAGE ORDINANCES Each of the Trustees received a draft copy of a Local Law for Peddling and Soliciting within the Village limits and a draft of the Peddler’s License Application. After some discussion and a few minor changes, the Board directed Village Clerk Anne Riddell to request Village Attorney to review both drafts. · NORTH MAIN STREET WATER MAIN PROJECT Mayor Mulvaney stated that he discussed the laterals on North Main Street with Chuck Weeks of Weeks Engineering. It was decided that the existing laterals to the homes would be used unless they were found to be too old, then they can be replaced at the owners expense. It was noted that it would be a very large expense added to the project if new laterals were to be included. Mayor Mulvaney also stated that new hydrants would be put in with one at the Village limits. The water main would run from the intersection of Oak Hill Road and North Main Street to the hydrant at the Village limits with a 10” pipe which would then connect to the 2” pipe for outside the Village limits. Treasurer Susan Wade stated that she spoke with USDA pertaining to grant money for this project. USD stated that some of the project may qualify for a grant with the remaining at approximately a 3% interest rate. Treasurer Susan Wade stated that USDA advised the Village to start the application process now. · QUARTERLY FAIR HOUSING PUBLIC NOTICE A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the advertising of the quarterly Fair Housing Public Notice that each of the Trustees received. · SPRING CLEAN-UP (4/11 & 4/12/2015) A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 approving Spring Clean-Up on April 11th & 12th, 2015. Mayor Mulvaney explained that the Village Office was still exploring options for electronic waste pick up. · ANNUAL CONTRACTS (LIBRARY, HISTORICAL SOCIETY, SCAT VAN) ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to approve the following contracts: Powers Library $3,000.00 Cayuga-Owasco Lakes Historical Society $ 600.00 Transportation Project for Cayuga County (SCAT Van) $ 600.00 · SENATOR SEWARD VISITING MORAVIA Mayor Mulvaney informed the Board that Senator Seward would be giving his “State of the State” address on Thursday, January 15, 2015 at the Village Justice Center at 2:00 p.m. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the use request of the Village Justice Center on January 15, 2015 at 2:00 p.m. for Senator Seward. · CCAV CHANGE OF MEETINGS/DINNERS Each of the Trustees received a copy of an email pertaining to changing the months of the Cayuga County Association of Villages meetings/dinners. After some discussion, the Board directed Village Clerk Anne Riddell to reply to the email stating that the Board would support any decision that was made pertaining to changing CCAV meetings/dinners. · NYSDEC (FEMA RISKMAP PROGRAM) Each of the Trustees received a copy of a letter from the New York State Department of Environmental Conservation (NYSDEC) about the Seneca Watershed Discovery Process/FEMA RiskMAP Program. Village Clerk Anne Riddell reminded the Board that this FEMA RiskMAP Program has been an ongoing project for the past year. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote authorizing Mayor Mulvaney to sign the letter stating that the accumulated information listed in the letter was correct. · CAYUGA COUNTY PLANNING BOARD REPRESENTATIVE 2015 (NELSON) Each of the Trustees received a copy of a letter from the Cayuga County Planning Board requesting a nomination for the Village of Moravia’s representative for 2015 (or to have the current representative, Village of Moravia Planning Board member, Paul Nelson, continue to serve). ---PAGE BREAK--- A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 3-0 vote to approve Village of Moravia Planning Board member Paul Nelson’s continuation of service as the Village of Moravia’s representative to the Cayuga County Planning Board for 2015. · PLANNING BOARD MEMBER APPLICATION (SAELI) Each of the Trustees received a copy of a Planning Board Member Application from Village resident, Jeffrey Saeli. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the Planning Board Member appointment of Village resident, Jeffrey Saeli. · PERMISSION FOR WATER SCHOOL (PERKINS, SMITH, PHOENIX, COCHRAN) A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 3-0 vote to authorize Mike Perkins, Bill Smith, Dick Phoenix, Kean and Sean Cochran to attend W2Operator Training Group Winter Work Shop in Cortland on January 30, 2015. · LETTER FROM VILLAGE RESIDENT Each of the Trustees received a copy of a letter from Village resident, Darlene O’Neil. The letter stated her concern pertaining to two “Junk Trucks” and a duck blind located in her neighborhood that she had requested the Code Enforcement Officer to have removed from the property. She stated in the letter that this had not been done. After some discussion, Mayor Mulvaney reported that the Code Enforcement Officer, Fred Delaney, had spoken with the property owner and directed him to remove the vehicles. The Board requested that an Order of Remedy be sent to the property owner by Code Enforcement Officer, Fred Delaney, per the Village’s local law. Mayor Mulvaney stated that he would inform Mr. Delaney of the Board’s direction. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - News article pertaining to FOIL requests. - Village Clerk Anne Riddell’s recertification as Registered Municipal Clerk. On the table for Board review was: - Vehicle Log Sheets for the month of December. - Letter from the Department of Public Service (re: informational session and public statement hearings on Reforming the Energy Vision (REV) proceeding). A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 3-0 vote to enter Executive Session at 8:25 p.m. to discuss personnel. ---PAGE BREAK--- A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to exit Executive Session at 8:55 p.m. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to accept the letter from Moravia Police Officer in Charge Fred Whitsett, Jr., stating he was no longer able to perform his duties as Officer in Charge of the Moravia Police Department effective January 13, 2015. However, Officer Whitsett will remain as a part-time Village of Moravia Police Officer. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 3-0 vote to appoint Village of Moravia Police Officer, Robert Brown, as Officer in Charge of the Village of Moravia Police Department effective January 13, 2015 at the rate of $17.14 with a three month probationary period, at which time he will be given an evaluation. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 3-0 vote to adjourn at 9:05 p.m. Anne Riddell, Village Clerk
