Throop Town Board Meeting October 13, 2018 BOARD MEMBERS PRESENT: ` Supervisor Tarby Councilwoman Young Councilwoman Banas Councilman Paczkowski TOWN OFFICIALS PRESENT: Dog Control Officer John Schillace Town Clerk Kathy Malenick Highway Superintendent McBride Attorney Norm Chirco Opening The meeting was called to order at 8:06 am opening with the pledge of allegiance. Councilman Paczkowski had a question about the vocabulary in the minutes and stated he would like to seek council. Supervisor Tarby made a motion not to accept the minutes as written, pending further consideration. Councilman Paczkowski seconded the motion. The motion passed unanimously. The following reports were read:  The Clerks Report: A motion to accept the clerks report was made by Councilman Paczkowski, Councilwoman Banas seconded the motion. The motion passed unanimously  Codes and Zoning  Highway Report  Assessor Public Forum Val Robinson asked for permission to have the Auxiliary sell tickets at the Town Hall, for the Turkey Raffle on Election Day. She also requested moving the speed sign further up on Powers Road. Lynn Cayward asked about his water bill. He stated this quarter’s usage report states they used 11,000 gallons and he feels it’s wrong. Supervisor Tarby stated they have done manual reads both quarters to be sure they were getting the right reads. He suspects they may have a leak somewhere. Highway Superintendent McBride stated he would go to the Cayward’s house first thing Monday morning and check for a leak. ---PAGE BREAK--- Richard Jordan asked Superintendent McBride if he has looked at Sittser Road yet. Superintendent McBride stated he had not as of yet. He said he would be there Monday to check out the condition of the road, but stated they would not be doing any more paving this year. Frank Morgenthaler asked when the vacancy for the Town Board was going to be filled. Supervisor Tarby stated they had several candidates that were interested in filling the vacant seat and set a tentative date of October 20th at 8:30 am to conduct interviews for the vacancy. Richard Jordan asked if a permit was needed for solar panels. Supervisor Tarby stated as a result of a recent local law being adopted, it is now a requirement that all solar panel installations must be reviewed by Codes and Zoning, before installation, and a certified company must obtain the permit complete with all insurances. Old Business Highway Superintendent McBride asked for a plow to be added to his new truck. Councilman Paczkowski stated that because the truck was paid for by the General Fund as well as Highway, it’s not considered Highway equipment. The estimated cost for the plow would be $6000.00. The Board decided to wait until it can get some information. The next Board Meeting is scheduled for November 17th. Councilwoman Banas asked for consideration to install a Bocci Ball field at Sawyer Park. The following items were reviewed for payment General Fund Vouchers 612-635 in the amount of $8045.86 were reviewed for payment. Councilman Paczkowski made a motion to pay vouchers 612-635 in the amount of $8045.86. Supervisor Tarby seconded the motion. The motion passed unanimously. Highway Vouchers 373-381 in the amount of $5,755.16 were reviewed for payment. Councilman Paczkowski made a motion to pay vouchers 373-381 in the amount of $5,755.16. Councilwoman Banas seconded the motion. The motion passed unanimously. Water Vouchers 284-289 in the amount of $26,356.88 were reviewed for payment. Councilman Paczkowski made a motion to pay vouchers 284-289 in the amount of $26,356.88. Supervisor Tarby seconded the motion. The motion passed unanimously.
