Thursday May 10, 2018 The regular meeting of the Town Board of the Town of Locke, Cayuga County and State of New York was held in said town at the Locke Town Hall, Main Street, Locke, NY on May 10, 2018 at 7:00 P.M. There were present: Craig Todd, Supervisor Sally Compton, Mary Alice Stetz, Thane Benson, and Judi Burnett, Members of Council Absent: J. Patrick Doyle, CEO Others present: Melanie Funk, Town Clerk Peter Compton, Highway Superintendent Norman Chirco, Attorney Approximately 1 Citizen The meeting was called to order by Supervisor Todd at 7:00 P.M. Pledge of Allegiance to the Flag The minutes of the April 12, 2018 meeting – a motion was made by Councilwoman Compton and seconded by Councilwoman Stetz to accept the minutes as read and upon roll call vote was unanimously carried. So resolved Ayes 5. John Birmingham, Superintendent and Jeffrey Lawrence, Business Administrator of the Moravia Central School District gave a presentation on the upcoming 2018- 2019 school year budget proposal and propositions. Mr. Birmingham recognized the five board of education members that were also present at the meeting. As part of the budget process, a 27-person group made up of several people gathered together to discuss the strategic plan and the goals they hope to achieve. Mr. Lawrence went into more detail on the revenue and expenditure parts of the budget and Mr. Birmingham covered the transportation, bus, and library propositions. Voting takes place on May 15, 2018 from 7:00 A.M. until 9:00 P.M. at the high school conference room. Reports: Supervisor—Craig Todd handed out a copy of his financial report and one is on file with the town clerk. He reviewed some other mailings that he has received. Mr. Todd also received an e-mail from Resident Mike Patten who was inquiring about the status of the high-speed internet installation in Locke. Councilwoman Burnett had previously spoken with a New Visions representative who informed her that they have started installation in Summerhill and would then be moving on to Moravia with hopes of beginning in Locke by the middle of summer. C.E.O.—J. Patrick Doyle was not present at the meeting but provided his report for the town board to review. Highway Department—Peter Compton requested that Supervisor Todd sign and have notarized the 2018 roadside moving contract with Cayuga County. Mr. ---PAGE BREAK--- Compton presented the town board with three quotes to have the two pine trees removed at the town monument site and they are as follows: Cascadilla Tree Service--$2160.00 W. Case Tree Service--$2000.00 Shawn Sweeney--$3600.00 Mr. Compton added that the only service that carries adequate insurance is Cascadilla Tree Service. Supervisor Todd made a motion to allow Mr. Compton to contract Cascadilla Tree Service to remove the trees, seconded by Councilman Benson and upon roll call vote was unanimously carried. So resolved Ayes 5. Mr. Compton reported that his department will be paving West Hill Road next week or the week after. Councilman Benson asked for clarification about the payment to Brush Mark Signs. Mr. Compton informed him that was for lettering the new truck. Also, the old truck is at the auction in Palmyra, NY for this Saturday’s auction. Supervisor Todd thanked Mr. Compton, his department, and Councilwoman Compton for orchestrating and carrying out Locke Clean-up Day. For the most part everything went well with only a couple of glitches. Water Department—Peter Compton had nothing to report. Supervisor Todd reported that upon some research of water meter reading equipment, which would include software and training, it was found to cost approximately $14,000.00 if the town were to purchase it. Town Clerk—Melanie Funk reported that revenue for April was $533.00. Town Attorney—Norman Chirco reported that John Hilliard has done and is still doing a lot of work toward cleaning up his property, according to C.E.O. J. Patrick Doyle, who is very pleased with the progress so far. This is not the case however with William Booth, who did not appear in court and Mr. Doyle feels is avoiding him. Mr. Doyle has attempted to visit Mr. Booth a few times and he has not been able to see him. On the next court date of June 6, 2018, Mr. Chirco said he hopes Judge Philip Franklin will apply some pressure on Mr. Booth to get his property cleaned up in the upcoming months. Also, Supervisor Todd and Mr. Doyle have received phone calls from Karen Elliott, who wishes to obtain a building permit to construct a home on the seasonal portion of Cloverleaf Road. Upon Mr. Chirco’s advisement, Mr. Doyle will not issue a building permit at this time. Lastly, Mr. Chirco spoke with a representative from Savannah Bank regarding the bond that the town has for the water district. It was done in December of 2005 with the first payment being due in January of 2006 and the last payment due in January of 2026. The initial amount was $392,728.50. Most importantly, Mr. Chirco informed the town board that the bond is not redeemable prior to it’s maturity, meaning that it cannot be prepaid. The town board asked him if he would write a letter to the bank and ask if it would be acceptable to pay off the bond or if they would accept a principle payment. Mr. Chirco’s suggestion if the bank is agreeable, would be to do change the bond to a bond anticipation note. Old Business—Supervisor Todd asked the town board what their feeling is on contacting Janice Miller about giving some insight to move forward with plans and estimates of renovating the town hall. Councilman Benson made a motion to hire ---PAGE BREAK--- Ms. Miller to provide Phase I and II, including what she envisions would be the most cost effective project, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 5. Councilwoman Stetz reported that the town website has the most current information available after she and Ms. Funk had a ‘refresher’ telephone conference with the Cayuga County IT Department representative. Supervisor Todd reported that the Moravia-Locke Chamber of Commerce presentation went well and they are going to be visiting and working with Locke area businesses to get information available about their businesses to the public. Councilwoman Compton stated that the next Summer Recreation Program meeting that she will attend will be on May 14, 2018 where everything will be put in place for this summer. Also concerning clean-up day, Ms. Compton encountered about seven people that had Locke mailing addresses but don’t reside in the town that wanted to bring items to get rid of. To prevent this in the future, she suggested that a flyer be distributed that says something to the effect of, “Clean-up day is for property owners that pay taxes in the town of Locke, regardless of their mailing address”. New Business— None at this time. A motion was made by Councilwoman Stetz to go into executive session at 8:36 P.M. for the purpose of discussing personnel, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. A motion was made by Supervisor Todd to come out of executive session at 8:43 P.M. , seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. Audit of Claims—A motion was made by Councilwoman Stetz to audit the claims, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. General Fund Voucher #73-94 $4,208.60 Highway Fund Voucher #38-48 $13,667.97 Water District Voucher #22-24 $804.78 Street Lighting Voucher #5 $587.82 Public to be Heard—None at this time. A motion was made by Supervisor Todd to adjourn, seconded by Councilman Benson and upon roll call vote was unanimously carried. Meeting adjourned at 8:45 P.M. So resolved Ayes-5.
