VILLAGE OF FAIR HAVEN PLANNING BOARD MEETING March 13, 2018 The Fair Haven Planning Board was called to order at 7:00 pm on Tuesday, March 13, 2018 at the Village Hall. Board members present were Larry Cosser, Debra Rose and Linda Clum. Absent was Geoff Hanford, who was still out of town, and Catherine Byers, who was ill. Guests present were Gus Taft, Joe Martin, Jay Sawyer and Judy Dunaway. Larry Cosser opened the meeting and introduced the Board members, including Linda Clum, who had been appointed by the Village Trustees on March 12th. MINUTES: The minutes of the February 20, 2018 meeting were approved on a motion, second and all votes aye. UNFINISHED BUSINESS: Since the last Planning Board meeting of three weeks ago, Feb. 20th, the Board has continued the work of updating Fair Haven’s part of the Town of Sterling and Village of Fair Haven Comprehensive Plan. Mr. Cosser asked Ms. Rose to present the latest information and progress. 1. Proposed Temporary Moratorium. The Trustees are in receipt of the Planning Board’s formal resolution proposing a temporary moratorium. It is being reviewed by the Village attorney. At the Trustee meeting of March 12, there was explanation of and discussion about the moratorium. A public hearing will be scheduled by the Trustees for either April 17 or April 19. Mr. Sawyer asked about the proposed building size square footage limitation. The way the law is currently written, it is not specific that the 5000 square foot limit is a footprint designation. As all present agreed this was the intent of the proposed law, this detail will need to be clarified. It was noted that detailed discussion of the pros and cons of different types of businesses and other development, how zoning should be refined, and what issues should regulations like Site Plan Review (for example) cover, is, at this point, somewhat premature. The Planning Board would like to see the proposed Moratorium law reviewed and openly discussed as soon as possible. The moratorium is intended to allow the Village boards the time to properly investigate the above issues, as well as others, with as much public involvement and input as possible. This will allow the governing board to make important decisions regarding Zoning and the updating/amending process. These decisions will affect certain future growth and development in Fair Haven, in alignment with the general vision and values of the Village as expressed in the proposed updated Comprehensive Plan, which will soon be complete. 2. Proposed Zoning Code Updates. The Trustees are in receipt of the Planning Board’s two formal resolutions proposing work begin as soon as possible on two Sections of the current zoning code: Section 150-9 (Table of Dimensional Requirements) and Section 150-8 (Use Regulations). No discussion was held on these matters at the Trustee meeting. ---PAGE BREAK--- 3. “Future Land Use” and “Current Conditions”: Both of these sections will be ready for final review at the next Planning Board meeting. 4. “Goals, Objectives & Implementations”: This section will be ready for final review at the next Planning Board meeting. 5. Architectural Review Committee, to advise the Planning and Village Boards. There is progress being made in the formation of this advisory committee. NEW BUSINESS: The pending Zoning Update/Amendment process was briefly discussed. Who will take the lead in this project? The Planning Board does not want to take this on in the same way it took on the Comprehensive Plan update. Could a Zoning Committee be formed with interested and motivated volunteers from the ZBA, Planning Board and public? What resources and outside assistance are available – Cayuga County Planning, Sterling Planning Services, Syracuse University, Cornell? What grants might be available? What is the general scope of the project and what is a reasonable time-frame? These questions will be investigated. The next meeting of the Planning Board will be Tuesday, March 27, 2018 at 7:00 pm at the Village Hall. The meeting was adjourned at 8:20 pm on a motion, second and all votes aye.
