TOWN OF SUMMERHILL August 14, 2018 Town Hall 13606 State Route 90 Locke, NY 13092 Town Board Members Present: Susan Stout, Supervisor Duane Reynolds, Councilman Mary Osgood, Councilwoman Daniel Ripley, Councilman Town Board Members Absent: Christopher Ryan, Other Town Officers Present: John Kirk, Barb Harvey, John Chase, Jeff Parker Residents: Don Forster, Debbie Davenport Visitors: None Guests: None Recording Secretary: Carol Chase The meeting was called to order at 7:05 pm by Susan Stout. All stood for the pledge to the flag. Minutes of the July 10, 2108 meeting: Motion 85-2018 Mary Osgood made a motion to approve the minutes as written, seconded by Duane Reynolds. Carried 4 ayes Stout, Reynolds, Ripley, Osgood 0 nays Minutes of the July 19, 2018 Special meeting-Roof Bid: Motion 86-2018 Duane Reynolds made a motion to approve the minutes as written, seconded by Dan Ripley. Carried 4 ayes, Stout, Ripley, Reynolds, Osgood 0 nays REPORTS A. Town Clerk’s Report: $441 was collected for the month of July. . Motion 87-2018 Duane Reynolds made a motion to accept the Clerks report as presented, seconded by Mary Osgood. Carried 4 ayes Stout, Reynolds, Ripley, Osgood, 0 nays B. Supervisor’s Report: Susan Stout; Balance of Accounts as of July 31, 2018 Motion 88-2018 Dan Ripley made a motion to approve the Supervisor’s report as presented, seconded by Mary Osgood. Carried 3 ayes Ripley, Reynolds, Osgood 1 abstain Stout 1. General Money Market Fund: $106,045.05 2. Highway Money Market Fund: $137,528.77 3. General Consolidated Fund: $100.00 4. Trust & Agency: $100.00 5. Sara Grant Fund: $0.00 6. Fire Protection Fund: $0.00 7. Equipment Reserve 605.93 C. Code Enforcer’s Report: Harold Gilfus; 3 building permits issued, 2 building permit inquiry, 3 plan reviews for permits, $112.00 in fees collected, $49,000 in ---PAGE BREAK--- construction costs, 13 site/driveway visits inspections, 2 foundation /footers /posthole inspections, 4 framing/structural inspections. D. Dog Control Report: Lindsay Anderson, April report- 16 complaints,2 dogs seized and sheltered, 1 dog redeemed, 1 dog adopted, 2 dogs advertised, 1 license written,33 hours worked, E. Highway Superintendent’s Report: John Kirk, They have 1 culvert to put in on Fillmore Rd. and a driveway to put in on Howell rd. 2 guys are on vacation. Motion 89-2018 Mary Osgood made a motion to place Stop Ahead signs on Lick Street at the Howell Rd. intersection, seconded by Duane Reynolds. Carried 4 ayes Stout, Reynolds, Osgood, Ripley 0 nays John has cut back the brush at that intersection but we may have to contact the Christmas tree farm and have them remove some trees for safety. New Visions has not come back to fix the roads yet. F. Assessor Report: No Report G. Variance Board: No Report H. Planning Board: Barb Harvey, There will be no regular meeting this month as everyone is on vacation. Most members will be attending the training at the County on Site Plan Review, along with Mary Osgood and Duane Reynolds. I. Board of Assessment Review: No Report J. Historians Report: No Report K. Town Justice: Sherry Davenport, 8 cases, $490 in fines and $515 in surcharges for a total of $1005. The Justice will be attending the State Magistrates Conference September 24-26, there will be 12 hours of training and annual testing taking place. RESIDENT ISSUES 1. Don Forster: Mr. Forster asks if we have an operational plan for snow removal. Susan, Dan and Mary assured Mr. Forster that they have been discussing the issue and will be coming up with a plan. 2. Deb Davenport/ Barb Harvey: The Lake Como Association will be meeting on September 1 at 10am, Carmen Branca from New Visions will be there to discuss the internet around the lake. The water level on the lake has gone down around 12 inches. The Association thanks the Board for their help in the matter. OLD BUSINESS A. Update on the Assessor Position: On August 9th, 2 candidates for Assessor were interviewed. Beckie Hendricks was very impressive and the Board voted to appoint her to fill out the term that ends September 30, 2019. She begins on working on October 1st. She will be meeting with Linda on September 22. Linda will be bringing the laptop and leaving it at the office. B. Update on Roof Repair: We are waiting for the attorney to work things out with the bank. The bank said that they can have the money to us in one day. C. Update on New Visions: The County has given the permits for the work. Right now they are doing town roads in Locke then they will be back to do county roads in our town. One crew will be burying conduit on county roads and another will be shooting the cable through the already buried conduit. They have requested permits from the state and are waiting to hear from them. D. Work day Resolution: Susan will send the resolution to NYS Retirement. Motion 90-2018 Mary Osgood made a motion to approve the Work Day /Work Week resolution, seconded by Dan Ripley. Carried 3 ayes Stout Ripley Osgood 1 abstain Reynolds . ---PAGE BREAK--- E. Cold War Exemption: Public Hearing on Local Law # 1of 2018, September 11, 2018 at 7pm with the regular board meeting to follow. Motion 91-2018 Susan Stout made a motion to hold the public hearing on Local Law # 1 of 2018 on September 11, 2018 at 7pm, seconded Dan Ripley Carried 4 ayes Stout, Ripley, Reynolds, Osgood 0 nays F. Updated Rules of Procedure, Code of Ethics and Conflict of Interest, and Employee Handbook: Tabled till the October meeting. H. Update on the planting of the trees: Charlie Ripley and John Chase will plant the trees. NEW BUSINESS A. Reduce the Board of Assessment Review from 5 to 3 members: The Board doesn’t want to reduce the BAR. They request that a sign be made up to advertise board vacancies to be displayed on election day. It was also suggested to do a workshop on the grievance process. A flyer will be available for the Lake Como Association meeting on September 1st. B. Audit of the Supervisor books: The Board audited the Supervisor’s books and signed a certificate of audit PAYMENT OF BILLS There were 23 General account bills, vouchers 200-222, totaling $6484.84 and 7 Highway account bills voucher numbers 223-229, totaling $2468.28 presented for payment Motion 92-2018 Dan Ripley made a motion to approve payment of these bills, seconded by Mary Osgood. Carried 4 Ayes Stout, Ripley, Reynolds and Osgood 0 Nays The next regular Town Board meeting will be September 11, 2018 at 7pm. Motion 93-2018 A motion to adjourn was made by Susan Stout, seconded by Mary Osgood. Carried 4 Ayes Stout, Ripley, Reynolds and Osgood 0 Nays The meeting was adjourned at 9:45pm.
