1 Village of Fair Haven Board of Trustees Meeting July 16, 2018 The Board of Trustees meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Village Clerk- Treasurer Terri DiGregorio, DPW Superintendent Roger Granatiero and 6 guests COMMUNICATIONS: • On June 28th the Zoning Board of Appeals held two hearings in which both requests for a variances were granted. Construction of a house and a shed were both approved. • In receipt of communication from Sterling Silver Swinger Seniors thanking the Board of Trustees for financial support regarding bus trips. • In receipt of a thank you card from the Standbrook family in regards to Standbrook Park improvements. • In receipt of a check from NYMIR insurance for $828.91for repairs to one of the overhead doors in the garage as it came down unexpectedly and was damaged. • In receipt of Cayuga County Association of Villages May 30th meeting minutes. • In receipt of Library Trustee’s June 13th meeting minutes. PUBLIC FORUM: • Steve and Eleen Williams asked that 13th Street, the street they currently live on, be maintained as a Village street. They are requesting a street sign and additional gravel. There are dead Poplar trees in the 13th St. right-of-way that need to be removed. Their neighbor in front of them has two dead trees very close to the right-of-way that also need to be removed before they fall. Mayor Basile advised the Williams’ to fill out a form to officially report the dead trees so the Village can have an arborist examine them. The status of the street will be researched and assigned to the Village Attorney as it may have been abandoned several years ago. • Linda Clum, a resident of South Richmond Ave., questioned why the Village wants to turn her street into a one-way street. She expressed concern that the signs would be ignored and there is limited law enforcement in the village. Mayor Basile explained the newly created diagonal parking on that street which was done to create additional parking for the downtown area. When the parking is full, the road is not wide enough for 2-way traffic. A letter was read from a resident in favor of South Richmond becoming a one-way street. An email was also received in favor of the same. • Frank Perkins updated the Board of Trustees on the past and upcoming events involving the Sterling area senior citizens. The attendance at most meetings is around 60. Their next bus trip is August 14th to travel to Alexandria Bay and attend a lunch cruise. He thanked the Board for again for their support of the trips. • Jay Sawyer, with the CCWSA, updated the Board on the status of the bioxide building at the West Barrier Bar Park. It was delivered today and should be in operation by Friday. A survey will be conducted shortly. MINUTES: The minutes from June 7th, 11th and 19th board meetings were approved on a motion by Trustee Drogi and seconded by Trustee Dunaway. All aye, motion carried. ABSTRACT #2 VOUCHERS: The following was approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. • General Fund: $57,283.62 • Water Fund: $5,153.16 • Trust & Agency: $3,766.61 • June Payroll: $44,648.37 ---PAGE BREAK--- 2 COMMITTEE REPORTS: • The attached June DPW report submitted by Roger Granatiero was accepted on a motion by Trustee Dunaway and seconded by Trustee Drogi. All aye, motion carried. In addition, Statewide Aquastore Inc. will accept 25% of the cost, which is $26,000.00, as down payment for the maintenance of the west water tower to be performed in August. A quote for a water softener at the pump house was submitted to the Board by Marlo Inc. in the amount of $61,945.00. Many other costs regarding the water softener were discussed. Ditching on South Lake St. will start tomorrow. Larger cleats were installed on the public dock. Finishing touches to the tennis courts were completed. Wildwood Rd. will be paved in August. Inmates from the Cayuga County Jail will be in the village to assist the DPW on July 30th and August 9th. • The attached treasurer’s report submitted by Terri DiGregorio for period ending 6/30/2018 was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. General fund balance $444,075.40 which includes WBB $3,747.89, Water fund $160,733.59, Trust & Agency $1,104.44 $1.00 and CDBG $1.00. • The attached June Ambulance report submitted by Stan was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. In addition $140.00 was received from Simons for ambulance bill collections. Mayor Basile requested Ambulance Supervisor calculate the cost of the ambulance service per day to have an ambulance ready to roll with an Advanced Life Support Technician on duty 24/7. • The attached June Code Enforcement report submitted by Stan was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Drogi. All aye, motion carried. In addition, a letter was signed by Mayor Basile to be sent to the property owner of 14361 Victory St. requesting reimbursement to the Village for trapping raccoons that were a danger to small children living in the area. This fee, if remained unpaid, could possibly be added to the property owners Village of Fair Haven 2019 tax bill. UNFINISHED BUSINESS: • $50,000.00 NYSERDA CEC Grant update: Village Attorney Chirco reviewed the CEC agreement and it met with his approval. Therefore, an email to move forward with the grant process was sent to Jennifer Manierre at NYSERDA. • $275,000.00 NYMS Grant update: The selection committee will hold a public meeting July 25th to review and score the applications. Funds should be awarded at that time. • $50,000 SAM DASNY Grant update: In receipt of July 9th email requesting a budget and additional information for village hall renovations. Two engineering quotes have been received which could possibly be used for this grant. • FEMA Flood update: FEMA denied repairs to sewer pump station #3 retaining wall at the end of Lake Street, West Barrier Bar Park unimproved shoreline damage and damage to Standbrook Park. All three of these projects could be addressed under the CDBG grant. FEMA did approve repairs to the both Village boat launches, the Phillips Park boardwalk, the retaining wall at the King Street boat launch and some paving at the WBB Park road. • $400,000.00 NYS CDBG Lake Ontario Flood Recovery Program update: The next step in the grant process is to put together a Request for Proposals for grant administration. Trustee Wojtowicz will assist Clerk-Treasurer DiGregorio with this task and then have Cayuga County Planning review it. NEW BUSINESS: • The Board is considering making South Richmond Ave. a one-way street going south. This was discussed earlier in public forum and will remain a topic of discussion at future meetings. • Several complaints have been received regarding the weeds in Little Sodus Bay. Deputy Mayor Krehling contacted Cayuga County Soil & Water District as they run the weed cutting boat and was informed that the boat was presently in Owasco Lake. It will be in Fair Haven at the end of July or first week in August. • Deputy Mayor Krehling contacted the Army Corp of Engineers and is awaiting a call back regarding the separation of the west pier from the piling. This is steadily getting worse and needs to be repaired. • Clerk Treasurer Terri DiGregorio and Deputy Clerk Johanne Van Der Linden requested permission to attend NYCOM Fall School in Lake Placid from September 24th – 28th. On a motion by Trustee Wojtowicz and seconded by Deputy Mayor Krehling Clerk-Treasurer DiGregorio was approved to attend the training to maintain her certifications. All aye, motion carried. This decision was based on allowing only one employee, per department, at a time, to attend a training event. In addition the Board no longer wants to close the office for a week. ---PAGE BREAK--- 3 • A kiosk may be built to sign up for use of the tennis courts and pavilion rental. Currently there is a group of tennis players that wish to reserve the tennis court at 9:30 on Wednesdays. Others have expressed an interest in forming a pickle ball league. Rules and regulations will be discussed at a future meeting. • A request to waive the late fee from tax bill 8.11-1-46 was received. The tax payment was post marked and received in the village office after the due date of July 2nd. The request was denied on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz due to a state law. All aye, motion carried. • A request to waive the late fee from tax bill 8.16-1-27 was received. The property owner asked to have the late fee waived due to the fact the tax bill was not received by the property owner to pay on time as the address was incorrect. The tax bill did not come back to the office as returned mail. This request was also denied on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling due to a state law. All aye, motion carried. EXECUTIVE SESSION: The Board entered into executive session at 8:50pm to discuss collective negotiations pursuant to article fourteen of the civil service law, on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz. All aye, motion carried. The Board exited executive session at 9:08pm on a motion by Trustee Wojtowicz and seconded by Trustee Drogi. All aye, motion carried. There were no decisions made during executive session. ADJOURNMENT: The meeting was adjourned at 9:09pm on a motion by Deputy Mayor Krehling and seconded by Trustee Wojtowicz.
