1 Village of Fair Haven Board of Trustees Meeting October 13, 2015 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor William McVea, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Holley Webster-Goolden and Trustee Pete Hanford. Also present Clerk-Treasurer Terri DiGregorio, DPW Superintendent Roger Granatiero, Deputy Clerk Johanne Van Der Linden, Village Historian Susie Parsons, Nanda Speciale, Lou Speciale, Vivian Sciarabba, David Jim Basile and Dave Holdridge. COMMUNICATIONS:  Kevin Clark attended the October 8th agenda meeting and presented the Board of Trustees with the Annual Update Document Financial Statements and Supplementary Information for the fiscal year ending May 31, 2015. He stated the Village of Fair Haven finances were in order.  Mayor McVea was authorized to sign the 10/1/2015-9/30/2017 Penn Power Systems emergency generator maintenance agreement for generator at pump house at the agenda meeting.  Comp Alliance Safety Training Seminar was held at the fire hall October 7th for all village employees, elected boards, voluntary boards, etc. Employees from the towns of Sterling and Victory were also present.  The Cayuga County Association of Villages meeting October 27th 6:30 at the Sunset Restaurant hosted by Meridian. Speaker will be from Cayuga County Emergency Management. PUBLIC FORUM:  Dave Holdridge asked if there were any questions regarding the renovations to his Main Street building being performed with the 2001 CDBG grant money. Windows have been ordered and the corbels have been ordered.  Vivian Sciarabba mentioned the discrepancy regarding the leaf and brush pick-up as she had observed it stated April to September in one place and April to October in another place on the Village’s website. Mayor McVea assured her the Village picks up leaves and brush April to October and the discrepancy would be addressed. MINUTES: The September 14th and October 8th meeting minutes were approved on a motion by Trustee Webster- Goolden and seconded by Trustee Dunaway. All aye, motion carried. ABSTRACT #5 VOUCHERS: The following vouchers from abstract #5 were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried.  General Fund: $71,094.03  Water Fund: $5,921.79  Trust & Agency: $3,806.58  2001 CDBG: $14,000.00  September payroll: $46,362.75 General Fund Budget modifications: On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden the following budget modifications were approved. All aye, motion carried. Transfer $1,443.28 from ambulance contractual to ambulance contractual/meds/supplies Transfer $6,954.36 from consolidated highway aid to permanent improvement capital outlay Transfer $250.00 from parks contractual to parks equipment Transfer $115.73 from state retirement to unemployment insurance COMMITTEE REPORTS:  September DPW report submitted by Roger Granatiero: read water meters; weekly trimming and mowing; weekly garbage removal from parks etc.; meter replacements; brush and leaves were picked up; replaced drainage line on Lake St. going down the hill; worked on clearing trees, shrubs and brush at West Barrier Bar; helped Sterling with building up shoulder of the road on Ontario St.; seasonal water turn offs; prisoners in to help weed eat ditches along Fancher, Lake and Cayuga Streets; cleaned and power washed mechanical room in east tower; Wayne County attempted to clean out drain pipe for the East Tower with no luck, Mr. Rooter was called in; cleaned out ditches after rain storm; repaired water main break on corner of Wilcox and S. Fancher. As of today the flags were taken down on Main Street and started installing the box on the F550 for the leaf vacuum. Roger commented the pump house and water towers are all in need of updates which will ---PAGE BREAK--- 2 be addressed over the next few years. Recently the water tower telemetry has been acting up. The east water tower passed inspection. It’s very likely five years from now when the next inspection is due the Village will be looking at installing a new water tower. New York Rural Water representatives are coming in next week to examine records to see if the Village qualifies for an energy efficient grant. Deputy Mayor Krehling had been approached regarding trees dying and showing signs of stress at the WBB Park. Mayor McVea will call the Red Creek School to inquire about a class that can assist with this problem. Trustee Dunaway mentioned the Cayuga County inmates never refinished the floors at the Legion. Roger will find out when they are coming back. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried.  Treasurer’s report submitted by Terri DiGregorio for period ending 9/30/2015. General fund balance $416,182.16 which includes WBB $4,223.72, Water fund $73,099.48, 2001 CDBG $28,713.65, Trust & Agency $498.01, $3,888.07, 2013 Victory St. CDBG $1.00. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried.  September Ambulance report submitted by Stan The ambulance service answered 48 calls: 2 BLS, 26 ALS, 15 no transport, 5 cancelled calls. A total of 367 calls to date. Of these 48 calls 13 were in the Village, 21 in the Town of Sterling, 14 mutual aid to Lakeshore Ambulance. Vehicles responding to calls: Ambulance #1 - 32, Ambulance #2 - 1, Medic Car - 9, both the medic car and ambulance together - 13.  The Board of Trustees met with Town of Sterling representatives regarding the percentage of increase for the three ambulance contracts. The Board of Trustees decided on a 5% increase for the 2016 fiscal year.  Total donations for the month of September $225.00.  Mayor McVea spoke with Bill Shipman of MultiMed Billing regarding ambulance charges to compare Fair Haven with other area ambulance services. The Board of Trustees reviewed new charges to take effect October 1, 2015 and they are as follows: Within the 13064 & 13156 zip codes All other zip code areas ALS 1 Emergency $950.00 ALS 1 Emergency $1475.00 ALS 2 Emergency $1,100.00 ALS 2 Emergency $1675.00; BLS Emergency $800.00 BLS Emergency $1000.00 $18.00 per loaded mile $25.00 per loaded mile No transport $175.00. No transport $200.00 The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried.  September Code Enforcement report submitted by Stan issued 7 building permits; issued 4 violations/orders to remedy; issued 10 Certificates of Compliance or Certificates of Occupancy; conducted 10 on site inspections; observed 12 corrected violations; conducted 4 village general inspections. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried.  The properties on Platt and Avery streets were mowed and cleaned up. The cost paid by the Village for this job will be levied to the 2016 Village of Fair Haven property tax bills for these two properties.  In receipt of Fair Haven Library Trustee’s Meeting minutes from the June 10th meeting. The minutes were accepted on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried. Renovations to the library were approved at the October 8th agenda meeting. UNFINISHED BUSINESS:  The Board of Trustees reviewed the status of home renovations for the 2013 Community Development Block Grant. There are a total of 12 projects with 2 completed. The rest are ongoing in various phases with at least 1 having difficulty finding a contractor.  The Cayuga County Water & Sewer Authority provided the Village with a list of bay front properties that were not connected to the public sewer system by the October 1st deadline. It was determined that 5 had been completed with others in progress. The remainder of the properties has not connected. One residence on the bay front has a private sewer on the other side of the road in the residential area and will be allowed to connect in 2017. Also discussed was the largest bay front property known as Grant’s Vacation Park. The Board was unsure how many sites were connected.  Copies of the Sign law will be distributed to the Board members for review so they may begin revising it as it is believed to be outdated. Mayor McVea suggested they discuss it at the next Board of Trustees meeting. ---PAGE BREAK--- 3 NEW BUSINESS:  Additional security enhancements for the village hall, garage and office area are being considered. Mayor McVea has also been researching different camera systems. Volney Multiplex currently monitors the village hall for fire and security.  A water leak occurred over the summer regarding water account B2720 and the home owner is asking for relief in paying the water bill. The Board of Trustees determined the leak did not appear extensive and noted this type of water usage had occurred in the past for this account therefor denying the request on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried.  On a motion by Trustee Webster-Goolden and a second by Deputy Mayor Krehling water accounts A1210 and A2600 were approved for permanent disconnections. All aye, motion carried. Both accounts are for properties owned by the same person.  A Village of Fair Haven employee holding a position with competitive status under Civil Service has been suspended for 2 weeks without pay and 2 weeks with pay. This employee has obtained an attorney who believes his client is being treated unfairly and is entitled to due process under Civil Service Law Article 75. RESOLUTION TO HOLD DISCIPLINARY HEARING WHEREAS, the Board of Trustees must hold a hearing pertaining to Section 75 of New York State Civil Service Law regarding a currently suspended employee to determine what disciplinary action should be taken against said employee; and, WHEREAS, a hearing officer and court stenographer must be hired to hold such hearing; and, WHEREAS, the date and time of said hearing is yet to be determined pending availability of the hearing officer and stenographer; NOW THEREFORE BE IT RESOLOVED, that the Board of Trustees will hold a New York State Civil Service Law Section 75 hearing regarding the previously mentioned employee; and, BE IT FURTHER RESOLVED, to hire David Thurston who is an attorney and currently an Auburn City Court Judge at his cost of $225.00 per hour and hire a court stenographer at the cost such position demands; On a motion by Deputy Mayor Krehling and seconded by Trustee Hanford the resolution was approved.
