Town of Sennett Board Meeting March 20, 2018 Minutes of the Town of Sennett Town Board Meeting held on Tuesday March 20, 2018 at 7:00 PM at the Sennett Town Office Building. Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman James Jeffers, Councilman Richard Gagliardi, Councilman Kristopher LaPointe, Highway Superintendent Ron Schalck, Water & Wastewater Superintendent Debbie French, Court Clerk Cheri Major, Bookkeeper Richard Andino, Attorney Penelope Dennis, Town Clerk Meeting is opened with the pledge to the flag. Financial Report: A few more items are needed to close out 2017. AUD to be completed soon. Working on 2018. Three out of the four BANs that the Town has/had have been paid off, with the fourth to be paid off in December of this year. There are two bonds. money for the truck. The supervisor is\has checked with six different banks to get interest rates, money market information, CD rates, etc. Supervisor Adams further explains the information and the possible advantages of each option. He will visit two more banks. New Business: Andy Tehan is present to explain the coverage for 2018. He thanks the town – 2017 was a good year – no claims. He explains the coverage – 2% increase in the value of property. He further explains the policy per area of coverage. Total cost is $32,866.00. Workmen’s Comp Insurance - 2016-2017 was a strong year. A motion is made by Supervisor Adams to approve this insurance coverage for the period of April 4, 2018 to April 4. 2019 provided by the Argonaut Ins. Co at a cost of $32,866.00 plus any fees and taxes plus coverage provided by Russell Bond & Co, Inc. for Cyber Security Insurance, seconded by Councilman Eades. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo absent, Councilman Jeffers yes and Supervisor Adams yes, carried. Old Business: Winter Parking – at present the Town does not have any rules and regulations on this. The NYS laws are used for the winter months on all town roads. It is felt that it would be a good local law to have. Signage is discussed. The proposed law will be presented to the Town Board in April, with enactment ---PAGE BREAK--- possibly in May. The law would be for the period of November 1st through April 30th. Nothing new on the window project. The Newsletter is done, more pictures will be added. It should be printed next week. Supervisor Adams recaps the Water Workshop meeting held recently. The water rate was discussed. Nothing new on the County Digestor project. The Drainage District is discussed. Highway Superintendent LaPointe explains the procedure – it needs to be done at Budget time, the original rate was to be $.25 per $1000.00 of assessed value. This will be discussed further at Budget time. Computer update: Supervisor Adams explains the status with concerns as determined by Hurricane Technologies Inc. ‘the sonic wall needs to be updated also. A motion is made by Councilman Eades to purchase the new sonic wall as recommended by Hurricane Technologies and to have them install same and now maintain the computer system, seconded by Councilman Jeffers. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo absent, Councilman Jeffers yes and Supervisor Adams abstains, carried. Department Reports: Highway Superintendent LaPointe reports they have been plowing and sanding, cleaning up trees and branches from high winds, vehicle maintenance and shop work. They recently went to a Dig Safe Program and next month they will attend a Right to Know The board thanks the Highway Department for all they do. Water & Wastewater Superintendent Schalck reports: Cleaning up and organizing in the water barn, worked on cleaning up at a water leak site, I have been catching up on files, plowed snow at our sites as needed, water samples were collected, water operation reports were done, daily checks of Franklin St pump station, weekly checks of sewer pump stations and meters, meters were installed at two houses that have been vacant and now being renovated and we attended two different training classes in the last two weeks. The Court’s written report is reviewed by the board. The Assessor reports that he has sent sixteen commercial assessments to the State for their review – the State said 68% value and the Town has it at 80%±. There is more work to be done on this. The CEO’s report was read and reviewed by the Board. Street Lights and available replacement funds are further discussed by the board. The number of street lights by district will be needed. Judge Timian reports $ 3,860.00 for February 2018. Judge Riley reports $2,364.00 ---PAGE BREAK--- for February 2018. The Town Clerk reports $900.00 for February 2018. Councilman Jeffers reports on a recent CCW&S meeting he attended. They are discussing a consolidation program. A motion is made by Councilman Eades to deposit the $60,000.00 received from the sale of the Highway truck into the Highway Reserve Fund, seconded by Councilman Gagliardi. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo absent, Councilman Jeffers yes and Supervisor Adams yes, carried. The Public To Be Heard segment is opened on a motion made by Councilman Jeffers, seconded by Councilman Eades, 4 ayes 0 nays 1 absent, carried. Dave Morris, Franklin Street Road, asks when the Park/Playground will be open? (he asked only because of the posted signs that were put up during hunting season). And the Porta Potty will be anchored to concrete pads. The ZBA reports they have a meeting this month. The Public To Be Heard segment is closed on a motion made by Councilman Jeffers, seconded by Councilman Eades, 4 ayes 0 nays 1 absent, carried. The abstract in the amount of $116,573.08 is approved for payment on a motion made by Councilman Jeffers, seconded by Councilman Gagliardi. Roll Call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo absent, Councilman Jeffers yes and Supervisor Adams yes, carried. The minutes from the February Town Board meeting and the meeting on the 15th Are approved on a motion made by Councilman Jeffers, seconded by Councilman Gagliardi, 4 ayes 0 nays 1 absent, carried.
