TOWN OF NILES PLANNING BOARD Niles Town Hall, New Hope, New York June 21, 2018 MEMBERS PRESENT: Terry Green, Chairwoman D’Allah Laffoon Bob DeWitt Sara Finizio, Secretary ABSENT: Nate Hatfield OTHERS PRESENT: Bernard Juli, Patrick Doyle The meeting was called to order at 7:40 PM. Ms. Green asked everyone to stand for the Pledge of Allegiance. Sara Finizio read the April 2018 minutes. Mr. Laffoon made a motion to accept the minutes as read and Mr. DeWitt seconded the motion. All approved. The May 2018 meeting was not held due to lack of quorum. NEW BUSINESS: • Patrick Doyle, Town of Niles Code Enforcement Officer, presented to the Planning Board a site plan of a request from Daniel and Kristen Augustyn for the construction of a seasonal home on Fire Lane 21B on Skaneateles Lake. Tax map number 148.04-1-40. It is a conforming lot. The proposed location of the home meets the minimal dimensional requirements of the code with respect to setbacks. A septic system has already been installed, and the erosion control measures are in place. A full site plan was presented with approval from the City of Syracuse Department of Water, the Skaneateles Watershed Protection Program and the Cayuga County Health Department. A motion was made by Mr. DeWitt and seconded by Mr. Laffoon for approval of the site plan. All approved. OTHER DISCUSSION: • Ms. Green asked Mr. Doyle for an update on the request from Federico Solmi for construction of a deck on 334 Fire Lane 15 on Owasco Lake. Mr. Doyle stated that the matter was sent to the Board of Appeals to decide on approval of a variance of the setback law. • Bernard Juli, Town Board member, informed the Planning Board that the Town of Niles Town Board would like the Planning Board to review solar panel laws. The Town of Niles had put a moratorium in place, which has now expired. Mr. Juli will try to have the Town Board extend the moratorium to the end of the year. Mr. Laffoon has agreed to head the committee to do ---PAGE BREAK--- research on solar system regulations. Planning Board members will compare regulations on solar systems with other towns. • Mr. DeWitt gave an overview of the Lake Association’s continued work with the Nine Element Plan involving stream monitoring. • Mr. DeWitt informed the Board that the Lake Association is holding its annual meeting on June 30, 2018 at Lourdes Camp on the west side of Skaneateles Lake. The next meeting is scheduled for July 19, 2018 at 7:30 PM. A motion was made by Mr. Laffoon and seconded by Mr. DeWitt to adjourn the meeting at 9:11 PM. All approved.
