1 Village of Fair Haven Board of Trustees Meeting September 19, 2016 The meeting was called to order followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Village Clerk-Treasurer Terri DiGregorio, DPW Superintendent Roger Granatiero, Village Accountant Kevin Clark, Village Historian Susie Parsons, Jay Sawyer, William Derby, Steve Sleeper, William McVea, David and Gus Taft. PRESENTATION OF 2015-2016 ANNUAL UPDATE DOCUMENT Village Account Kevin Clark with Clark CPA PC presented the Board of Trustees with the Annual Financial Report Update Document for the fiscal year ending May 31, 2016. He reviewed the highlights of the Financial Statements and Supplementary Information reports with the Board of Trustees for the year ending May 31, 2016. Mr. Clark is continuing to perform an analysis on the water department revenues and expenditures. Frontier Communications representative Steven Sleeper gave a presentation on upgrading the phone system at the village hall from the 10 year old Nortel system which the Village is currently renting to a Mitel MiVoice system with a 5 year lease and the option to renew for approximately 50% or a $1.00 buyout. He stated the upgrades would save the Village around 10% and replace 6 phones. Additionally Frontier would offer the internet in the package for half the cost of Time Warner. Frontier will offer a forwarding system for the Village’s present email address while the Time Warner email is phased out and changed. Mr. Sleeper did state when the new area code takes effect there would be an additional charge. The Board will consider the proposal and obtain quotes from Time Warner. COMMUNICATIONS: In receipt of Cayuga County Association of Villages minutes from the 6/21/2016 meeting. August boat ramp donations: Cottage St. - $15.02, King St. The Board of Trustees reviewed the Finger Lakes Tourism mini promotional advertisement costing $360.00 annually and agreed to drop the ad and promote the Village of Fair Haven by joining the Fair Haven Area Chamber of Commerce for $100.00. An advertisement will be placed in the Chamber’s publication. This was approved on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. The DASNY Ambulance grant disbursement agreement documents were mailed on 8/30/2016. Clerk-Treasure DiGregorio has been in communications with DASNY and they have been received. The LifePak 15 Monitor/Defibrillator has been delivered and is now in use on the ambulance. Chart Recorder has been installed at the pump house, warranty information received from NEC and purchase agreement signed. ZBA member Paul Fallon completed 4 hours of training in Wayne County taking the course Maps, Plats & Plans. Thank you to Hannibal Pharmacy for the donation of a Glucometer and test strips for the Ambulance Service. In receipt of the Garden Club report from Nanda Speciale. Expenses were reduced this year by only having 3 flower carts on Main Street and Nanda’s smart shopping to find good deals on purchasing flowers. Clerk-Treasurer DiGregorio and Deputy Clerk Van Der Linden attended NYCOM Fall School last week and presented the Board of Trustees with a list of classes offered. They noted how beneficial the classes were to learn new ways to perform their jobs better, reinforcement of duties already in place as well as networking with Clerks and Treasures from other villages and cities from around the state. In receipt of Susan Parsons Historian’s report after she attended the annual Association of Public Historians of New York State seminar September 15th through the 17th in Liverpool. PUBLIC FORUM: David asked to review at a copy of the Village of Fair Haven financial documents for the 2015- 2016 fiscal year submitted by Kevin Clark. MINUTES: The August 4th, 8th and 31st meeting minutes were approved on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried. ---PAGE BREAK--- 2 ABSTRACT #4 VOUCHERS: The following bills from abstract #4 were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. General Fund: $75,338.35 Water Fund: $13,649.28 Trust & Agency: $5,857.06 August Payroll: $32,878.44 COMMITTEE REPORTS: August DPW report submitted by Roger Granatiero: Checked pump house daily; took water samples to lab in Auburn; read water meters; weekly weed eating and mowing; weekly garbage removal from parks etc; meter replacements; brush and leaves were picked up; replaced and removed all “Dead End” signs; exercised fire hydrants starting at the south west end; boat dock at Standbrook Park pressure washed and stained; finished ditching Lake St. Ext.; replaced curb stops on Lake St. Ext. down along the State Park property; repaired a water main leak on Haddock Dr.; replaced a curb stop at 14694 Lake St.; replaced a curb stop at 743 Main St.; prisoners in to help weed eat ditches along Lake St. by Elaine Best; repair drainage on Lake St. across from Jay Robinson’s. In addition lighting was updated with LED bulbs installed on all Village owned properties today by Lime Energy; 12th street drainage addressed again by the Town of Sterling Highway Dept. by lowering a pipe; International truck is at Stadium International for repairs, apparently the gauges are still malfunctioning; corner of Cottage St. and Bell Ave. near Little Sodus Inn appears to still have a drainage problem; the previously mentioned ditch near the Pleasant Beach parking has overgrown weeds again; The report was accepted on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. NYMIR Safety training class announcement “Snow & Ice Removal”, Oswego County also offers this class. In receipt of Superior Plus quotes for vaporizer replacement at the pump house due to a fire. The first quote for $8,931.63 does not involve any work to be done by the DPW for the installation of a new vaporizer, labor and misc. connections. A new propane tank has already been installed. The second quote for $6,866.73 does require the DPW to perform excavation, rigging and supply sand and back fill. This quote involves the installation of 2 underground 1000 gallon propane tanks and no need of a vaporizer. The DPW performed preliminary test holes and ran into problems with water filling the hole. Further investigation and calculations of DPW costs for time spent on the proposed projects will be looked into as the project must be finished before cold weather sets in. Another scenario is under consideration. Jay Sawyer informed the Board Pleasant Beach Inn provides power to their grinder pump and it has been damaged from turning off the power when they leave in the winter, therefore a control box needs to be installed to run the grinder pump and a new man hole would have to be installed in the road. The request by CCWSA to cut and repair the pavement on Fancher Ave. towards the end of October to install a new manhole was approved on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. All aye, motion carried. Treasurer’s report submitted by Terri DiGregorio for period ending 8/31/2016. General fund balance $460,407.23, which includes WBB $4,229.49, Water fund $51,302.61, 2001 CDBG Trust & Agency $22,583.86, $3,888.07, 2013 Victory St. CDBG $1.00. The report was accepted on a motion by Trustee Hanford and seconded by Trustee Dunaway. All aye, motion carried. August Ambulance report submitted by Stan The ambulance service answered 45 calls: 7 BLS, 23 ALS, 9 no transport, 5 cancelled calls, 1 Air Medical. Total calls to date 306. Of these 45 calls 14 in the Village, 20 in the Town of Sterling, 4 in Martville, 6 mutual aid to Lakeshore Ambulance, 1 mutual aid to CIMVAC. Vehicles responding to calls: 30 for Ambulance 3 for Ambulance 5 for Medic Car, 8 for both the medic car and ambulance together. The response time was 3.10 minutes. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye motion carried. In receipt of $945.00 from Simon’s collection agency. Multiple reports from MultiMed and Simon’s Collection agency were received and will be discussed next month when Ambulance Supervisor is present. These reports concern writing off unpaid ambulance bill balances and collecting money owed through insurance payments paid directly to the insured and not signed over to the Village. August Code Enforcement report submitted by Stan 1 building permit issued; 3 Certificates of Occupancy/Compliance; 13 violation letters sent; 7 violations corrected; 3 fire inspections performed; 8 on-site inspection performed; 4 general village inspections performed. Will discuss sewer connections and waivers at the next Board meeting. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. ---PAGE BREAK--- 3 UNFINISHED BUSINESS: It was determined by Village Accountant Kevin Clark it costs the Village of Fair Haven $3.47 to produce 1000 gallons of water. There presently exists annual $30,000.00 deficit in water fund Developing Town of Sterling water district: Previously discussed EDU costs to Sterling were found to be unacceptable for 80 connections in the first projected phase. The Village needs over $50,000.00 in upgrades to the pump house, not to mention upgrades to water meters. A meeting is tentatively scheduled for September 29th or October 6th to meet with Sterling representatives to come up with an agreement. The donated Standbrook Park bench has been installed and a plaque will be ordered. DPW Superintendent Granatiero and Deputy Mayor Krehling will investigate lighting for the bandstand bell tower. Trustee Webster-Goolden contacted a representative from Ontario Orchards regarding the black rot disease on the trees along Main Street. They stated the black rot needs to be cut out with bleach soaked shears which is what DPW Superintendent Granatiero has been doing. Also received a quote for new trees from Rainbow Moon Nursery reflecting approximately $75.00 per tree for flowering nonbearing fruit trees. The final decision was to have Roger continue to cut out the infestation annually as the trees were looking better. Road Preservation Law: Planning board has submitted revised law to Village Attorney Chris Palermo. Clerk-Treasurer DiGregorio will check with Mr. Palermo. The Stafford Street proposal with the CCWSA regarding storage is still under consideration. Bill McVea representing the CCWSA stated the Authority is in the process of purchasing land from the Fair Haven Fire Department. There are a few details left to work out. The building permit fee schedule will be discussed at the next board meeting when Zoning Officer is present. Trustee Webster-Goolden will work with the Planning Board at their next meeting to revise the present local law regarding parking on village streets. Presently there is no parking on specified village streets. The Board of Trustees would like to have the law revised to reflect there will be no parking on village streets that are marked with “No Parking” signs. Trustee Dunaway is working with Zoning Officer on specs to revitalize the public restrooms. This will be discussed at the next board meeting. Deputy Mayor Krehling stated a decision was made not to submit a “New Position Duty Statement” to Cayuga County Civil Service. Therefore, DPW employee Bolton will be trained on the International dump truck to obtain a Commercial Driver’s License B as required. NEW BUSINESS: The Board of Trustees deliberated with Town of Sterling Deputy Supervisor Gus Taft regarding ambulance contracts as the Town of Sterling is in the process of planning their 2017 budget and the deadline to complete the budget is fast approaching. On a motion by Deputy Mayor Krehling and a second by Trustee Webster-Goolden the Board decided on a 2% increase in 2017 and another 2% increase in 2018 regarding the three contracts for ambulance coverage in the Town of Sterling. The Town of Wolcott contract for ambulance coverage in 2017 will also increase by All aye, motion carried. Mayor Basile expressed concern for the amount collected in taxes by the Town of Sterling from the Village of Fair Haven residents. A copy of the current and tentative budget for the Town of Sterling will be requested for review. Mayor Basile had drawn up a list of concerns and interests while campaigning for Mayor. He requested the Trustees review it and let him know their opinions. Cayuga County Soil & Water Conservation District provides the weed cutter to Little Sodus Bay and other lakes in Cayuga County. This service may discontinue in the near future. Mayor Basile expressed great concern over this matter and will try to arrange a meeting with this districts County Legislator, the Executive Director and former members of the Fair Haven Bay Betterment Assoc. On a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling the credit card service MuniciPay used by the Village will be cancelled due to an additional charge to customers and a new service fee costing the Village $25.00 per month. All aye, motion carried. On a motion by Trustee Webster-Goolden and seconded by Trustee Hanford a request for new water service at 14659 Ingersoll Road by Thomas Bieber was approved. All aye, motion carried. There was some confusion about the fee for a water main tap. This will be researched and Trustee Dunaway will read through past minutes. Resolved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling the fee for a water main tap is $1500.00. All aye motion carried. ---PAGE BREAK--- 4 EXECUTIVE SESSEION: The Board of Trustees entered into executive session on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling to discuss the employment history, appointment and/or promotion or dismissal of a particular person. All aye, motion carried. The Board of Trustees exited executive session on a motion by Trustee Webster Goolden and seconded by Trustee Dunaway. All aye, motion carried On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden William Ferguson will be hired full time in the Department of Public Works at $15.00 hourly. After his 6 month probation is completed a 50¢ raise will be given. Also at that time he will be reimbursed by the Village for the purchase of work clothes. All aye, motion carried.
