MEETING, TOWN BOARD OF GENOA May 13, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on May 13, 2015 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Dan ? Don Slocum, Board Member Brandon White, Board Member Al Board Member Sue Moss, Clerk The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Board minutes for the April 8 meeting were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 28-2015 APPROVAL OF SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the April 2015 Supervisor’s Report be approved. Lorie reported that the first County sales tax check had been received and deposited into the Highway fund. The second check that is received will also be deposited to the Highway fund. The last two will go to the General fund. CLERK’S REPORT Report on Revenues from Clerk’s Office for April 2015 Marriage Licenses $ 52.50 Certified Copies 30.00 Dog Licenses 252.00 Building Permits 1449.00 Disbursements for March Pd to Supervisor $ 1783.50 Pd to NYS Health Department 67.50 Pd to NYS Ag & Markets 36.00 RESOLUTION 29-2015 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved that the April 2015 Clerk’s Report be accepted ---PAGE BREAK--- TOWN BOARD MEETING May 13, 2015 Page 2 REPORTS HIGHWAY REPORT Don Slocum In April the men have gotten their plow equipment off and cleaned up for the summer. It was still snowing 3 weeks ago. The men have been hauling stone from Seneca Stone for paving and chip sealing this summer. Matt and Eric have been working with the ditcher, cleaning ditches, culverts and flooded spots from the 3” of rain we had. Most all the culverts were tested. Had Jeff Lampman take down a large dead Maple in front of the Doeing house in the Forks of The Creek. The tree was in the Town’s right-of-way and in wires. Our men cleaned up most of the mess. The men cleaned up limbs and brush from the Maple Wood Cemetery. The men attended a safety meeting at the Moravia Fire House for the southern towns in the County. It was put on by Comp Alliance and covered the mandatory topics and more. Had Suit-Kote mix 500 ton of grader patch for spots that were torn up from the early heavy truck traffic. ASSESSOR REPORT None Lorie stated that she was getting calls regarding assessments. She went over Heather’s schedule for the next couple of weeks including the hours for the Board of Assessment Review on June 2. Discussion followed. Mitchell (C of O) Bradley St. Fire Lane Inspections COMMENTS/QUESTIONS/CONCERNS - Attended NYS Planning Federation Conference at Bolton’s Landing - Continue to work on the Trash/Junk Law ---PAGE BREAK--- TOWN BOARD MEETING May 13, 2015 Page 3 - I will be monitoring the clean- up of South Street when owner gets bids for clean-up. - Waiting to hear from Ledyard Town Court on the disposition of Mr. Ferguson’s violations. - Variance Board has variance for the Town of Genoa and Genoa Historical Assoc. - Received comments from Trooper Elice on an ongoing problem at the “Forks”. Provided information requested by the Supervisor. Have no plan of action as of yet. - Met with Residents regarding new projects in the Town. Lorie asked that a goal be set of October 14 (regular board meeting date) for a Public Hearing for the Trash/Junk Law that Mick is working on. WATER REPORT Sue Moss 2,091,000 - April total 69,700 - Average The leak has been found and repaired. It was at the Triangle Restaurant WATER COMMITTEE REPORT Cheryl Shields Cheryl and Tom Hamilton met. The Committee is trying to come up with a plan regarding Chet Ferguson’s water usage. Mick will contact the LaBerge Consulting firm concerning the water line and grant assistance HISTORIAN None BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS Lorie Sellen-Gross Lorie is working on the hiring of swim program personnel OLD BUSINESS Don will be sending an email regarding the inventory update. Cell tower documents were just received from the Town’s attorney. They were passed out and will be reviewed. Don will be contacting the Board members with regard to their decisions on this proposal. The Town is still interested in the available property discussed at the last Board meeting. Don informed the Board that there is a field across the road from the Maplewood Cemetery that is used for farming but has a small cemetery on the property. Don will check to see if this is Town property. The payroll report doesn’t show the Highway employees are working 10-hour/four-day workweeks but some Board members said that this is the case. NEW BUSINESS Three historical markers have been granted to the historical association. Northville, the Jabez Bradley home and the Genoa Mill are the markers. ---PAGE BREAK--- TOWN BOARD MEETING May 13, 2015 Page 4 There will be a Public Hearing taking place at the June 10 Board meeting to discuss the prohibition of gas exploration. Lorie received the Municipal Shelter Inspection Report and the Dog Control Officer Inspection Report from NYS Ag and Markets. Senator Nozzolio has been contacted by a Town of Genoa constituent to complain about a resident at the forks of the creek. Mick has sent pictures and a report to the Senator’s office. John Berry and Dale Sellen attended the Planning Board training sessions. Twenty-eight dozen flags have been anonymously donated to the Town for placement in the cemeteries for Memorial Day. A FOIL request has been received from CEA Local Union 1000 of the AFL-CIO requesting information on unrepresented employees of a bargaining agent. Lorie called Civil Service and was told that these letters are sent to all Towns and is not of concern to the Town of Genoa. RESOLUTION 30-2015 APPROVAL OF NEW MILEAGE RATE - 57.5¢ per mile On a motion of Board member Slocum, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White, Nays 0 Resolved to accept the new mileage rate. RESOLUTION 31-2015 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member the following resolution was ADOPTED Ayes 5 Sellen-Gross, Slocum, Shields, White, Nays 0 Resolved to accept the bills as presented. The Board would like to meet with Heather Garner, town assessor. Lorie will send her an email.
