Scipio Town Board Meeting Wednesday June 10, 2015 This regular scheduled meeting was called to order at 7:00 pm on Wed., June 10, 2015 by Supervisor Janet Reohr with the following people present: Supervisor: Janet Reohr Town Clerk: Tom Olenych Council Members: Howard Nelson Highway Superintendent: Mark Chamberlain Greg Rury Keith Welch Gary Whitten Visitors: Gary Mutchler and Erica Heim Supervisor Reohr reviewed the agenda and a spot was added for Howard Nelson’s report on the Solarize CNY Project. Issues to come before the board from town residents: Gary Mutchler stated he was here to observe the town meeting because he has decided to run for the town supervisor’s job in the November 2015 election. Erica Heim, who owns Lakeview Mobile Manor, talked about the communication problems she’s had with Heather Garner, the town assessor, which resulted in several of the residents of the trailer park losing their STAR exemption. Erica feels that this would not have happened if the assessor had returned her phone calls and or made arrangements to meet with Erica prior to the March 1, 2015 cutoff date for receiving STAR exemption applications. Janet Reohr suggested the board invite the assessor as well as Erica to the July 8, 2015 town board meeting to discuss. Review of May 13, 2015 minutes Motion: To approve the minutes of the May 13, 2015 meeting with the following changes: Town would like Sandy Gilliland to continue as the town historian. Note that Gary Whitten and Howard Nelson both felt the town board should be given more notice to prepare to discuss such issues as the text Ron Curvin brought to the town board meeting. That is why both Gary Whitten and Howard Nelson opposed the motion to approve the amended text by the town board. ---PAGE BREAK--- Note that George Wilson suggested a 35 MPH speed limit on town roads. Town board not sure if this is possible and Mark Chamberlain suggested contacting the Association of Towns to find out. Janet Reohr reported that a letter had been sent from the County Health Department to the owners of the property at 2706 Center Rd. regarding the unsafe and unsanitary conditions at that property. Minutes approved as corrected. All in favor. Motion: To approve the audit on the bookkeepers books for the time period 1/120/15 through 6/10/15. (Welch / Nelson) All in favor. Time Warner. Janet Rehor received a SEQR application from Chris Meuller of Time Warner for the town board to approve and for her to sign and return. All in favor. Cork Street road damage: David Thurston, the town attorney, has not received any reply from either the VanNostrands or their attorney. Janet Reohr wants the VanNostrands to know the town is serious about the damage they or their agents have done to the road so she suggested a follow up letter to the VanNostrands from the town attorney. The board members concurred. It was noted the highway superintendent can close any town road he wants if that road is being damaged . It was also noted the town can put weight limits on town roads. Supervisors Report: • NYS Tax Equalization rate for the town is 81% down from 87%. • $30,750.00 deposited to highway fund (DA2665) from the sale of the old truck. • Scipio received the last 1/3 of the county snow contract, $14,379.36 to (DA3202). • Correction to last month’s minutes. The town clerk money taken out of (A9060.8) and moved to (A1410.1) not (A1410.4). • Chemung Canal Bank paperwork is done and Tom Olenych can now write checks. • The Zoning Commission will get a first look at the final draft of the new town zoning at the next scheduled meeting of the Zoning Commission on June 24th. • Compensation Alliance form has been completed and returned. • Mortgage tax of $7,116.35 deposited in mortgage tax (A3005). ---PAGE BREAK--- • Rob Marshall submitted his resignation from his wingman position and Mark Chamberlain has been informed. • Motion to approve the supervisor’s fiscal report for May 2015. (Welch / Rury) All in favor. Highway Superintendent’s Report: • Town employees have been busy ditching and replacing 800 feet of tile damaged due to the severe winter. • Mark Chamberlain again suggested the town place a limit ( one truck load ) on the amount of gravel residents can get from the town. The town will deliver the first truck load at no cost and the resident will pay for any additional truckloads. Some farmers have used as much as 800 tons putting in access driveways to farm fields. Keith Welch would like to see a proposal in writing, at next month’s meeting, before taking this up for a vote. • The new tractor and mower that was discussed at last month’s town board meeting would be used for Scipio only at this time. The county does not pay enough to make it for the town to enter into a mowing contract with the county. • To date Cork St. repairs are estimated to have totaled $30,000.00 and might require as much as $20,000.00 to $24,000.00 more to complete. Mark Chamberlain would like the town to split these costs with the highway department. This issue will be on the agenda for the July town board meeting. Town Clerk’s Report: • All town appointments have been made so all oaths of office can be mailed out to be signed by the appointees. • Tom will look into an exterior bulletin board to be used for community information rather than the front door which is currently being used. Code Enforcement Officer’s Report: • A printed report was given to the board and reviewed. Assessors Report: ---PAGE BREAK--- • A printed report was given to the board and reviewed. • Motion: To approve the supervisor’s fiscal report for May 2015 (Welch / Rury) Other business: • Howard Nelson said he has submitted the town’s electric bills to Solarize New York for their review. An onsite visit regarding putting solar panels in place for the town may come as soon as July of this year. • Keith Welch reported that Ron Howe of We Care would take the town’s trash compactor in for repair and drop off another compactor to be used while the repairs are being done. There would be no cost to the town for We Care doing this. • Mark Chamberlain would like to see one or two windows, for ventilation purposes, built into the transfer station office. Gary Whitten said he would get DJ Grady’s opinion on this. Vouchers: • Keith Welch was excused to leave at 9:20 PM and did not sign any of the vouchers. • Motion to approve General Fund vouchers #91 to #106 totaling $5,388.10 and highway department vouchers #53 to #60 totaling $24,167.83.
