MEETING, TOWN BOARD OF GENOA July 8, 2015 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on July 8, 2015 Present Lorie Sellen-Gross, Supervisor (absent) Mick Piechuta Cheryl Shields, Board Member Frank Sellen Don Slocum, Board Member Robert Lattin Brandon White, Board Member Michael Lucey Al Board Member F. Alexander Wood Sue Moss, Clerk The meeting was called to order at 7:25 p.m. by Deputy Supervisor Cheryl Shields with the Pledge of Allegiance to the Flag. Mr. Lucey and Mr. Wood attended the meeting to express their concern of the erosion occurring in and around Powers Road and their lake properties because of the heavy rains we have been experiencing. Frank spoke to them about this situation stating that Cayuga County Soil and Water may be able to help. Frank and Al are going to investigate further. RESOLUTION 40-2015 APPROVAL OF JUNE 10 MINUTES On a motion of Board member seconded by Board member White, the following resolution was ADOPTED Ayes 4 Shields, Slocum, White Nays 0 Resolved that the June 10, 2015 minutes be approved. SUPERVISOR’S REPORT Supervisor was absent CLERK’S REPORT Report on Revenues from Clerk’s Office for June 2015 Certified Copies $ 90.00 Marriage License 17.50 Dog Licenses 235.00 Building Permits 287.00 Disbursements for June Pd to Supervisor $ 629.50 Pd to NYS Ag & Markets 35.00 Pd to NYS Department of Health 22.50 RESOLUTION 41-2015 CLERK’S REPORT On a motion of Board member seconded by Board member White, the following resolution was ADOPTED Ayes 4 Shields, Slocum, White Nays 0 Resolved that the June 2015 Clerk’s Report be accepted ---PAGE BREAK--- TOWN BOARD MEETING July 8, 2015 Page 2 REPORTS HIGHWAY REPORT Brandon White The men have continued ditching and cleaning top soil and debris from culvert pipes. The heavy rainfall has made it a challenge to keep up with. Matt and Frank worked a Sunday to open a culvert on Mahaney Road. This time it was a stump in a pipe. We then moved to Powers Road to remove gravel from another pipe. Everyone is still hauling stone for chip sealing later. Warranty work on Pine Hollow is complete. Suit-Kote covered the price of re-oiling the south bound lane due to problems with the chip spreader last year, causing the stone to not stick to the oil. Closed Sills Road for grinding in 1500 ton of crushed limestone to lessen the silt content. 15,000 gallon of emulsion was added as well, for base stabilization. Eric graded and reshaped it, then rolled. After it settles, it will be re-graded and chip sealed. We are slowly catching up on mowing, now that we have most of the stone hauled, one of the guys can stay with it for at least the first pass. Van Bortel Ford totally messed up the quote for the new pickup that the board OK’d last month. The wrong plow was bid and the wing was never added on. So hopefully it can be OK’d with the higher price to get it sent in. They already made it a month later, and with a 16 to 20 week delivery, it will make it late in the year. Frank said the final price with the correct plow and wing will around $61,000. RESOLUTION 42-2015 APPROVE PURCHASE OF NEW HIGHWAY TRUCK WITH CORRECTED PRICE On a motion of Board member seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Shields, Slocum, White Nays 0 Resolved to approve truck purchase with correct price. ASSESSOR REPORT None WATER REPORT Sue Moss 2,373,200 - June total 79,100 - Average The pump was repaired but didn’t pump properly. Mark took it back to Utica and it is still not pumping properly. Goldfarb FL #6 COMMENTS/QUESTIONS/CONCERNS: - Met with Supervisor concerning NY-Sun Permitting Process - Letter to Town Attorney concerning NY-Sun Project - South Street house gone. - Met with Resident on Goose Street about condemning a house. Will have to talk to Assessor concerning this. - Continue to work with residents and their projects. - Reviewed past water projects such as getting a second source and combining contracts with Michelle Bean who is the Director of the Cayuga County Sewer and Water Authority. ---PAGE BREAK--- TOWN BOARD MEETING July 8, 2015 Page 4 RESOLUTION 43-2015 ADOPTION OF NEW YORK STATE UNIFIED SOLAR PERMIT On a motion of Board member seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Shields, Slocum, White Nays 0 Resolved that the Town of Genoa hereby fully and formally adopts the New York State Unified Solar Permit process from NY-Sun Solar Powering New York, and establishes the permit fee of $100. RESOLUTION 44-2015 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Slocum, Shields, White Nays 0 Resolved to accept the bills as presented. OLD BUSINESS Don still needs one or two more inventory updates There is nothing new to report on the Cell Tower agreement A box of information was found regarding Maplewood Cemetery. The deed in question may be in there. The cemetery may have been founded one or two years earlier than previously thought. NEW BUSINESS Cheryl review the SCIA reports with the Board With no further business, on a motion of Board member seconded by Board member White, the meeting was adjourned at 8:30 p.m. Carried unanimously.
