Town of Sennett Board Meeting April 17, 2018 Minutes of the Town of Sennett Town Board Meeting held on Tuesday April 17, 2018 at 7:00 PM at the Sennett Town Office Building. Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman Edward Rizzo, Councilman James Jeffers, Councilman Richard Gagliardi, Councilman Kristopher LaPointe, Highway Superintendent Ron Schalck, Water & Wastewater Superintendent Richard Andino, Attorney Penelope Dennis, Town Clerk Meeting is opened with the pledge to the flag. Supervisor Adams reports that the financials for 2017 are complete and that the AUD is next. Old Business: Street Lights – Replacements: The town would need to buy out the remining life of the existing streetlights and then replace with the LED streetlights at a cost 0f eight to nine thousand dollars. The town will not replace them at this time, unless there was an available grant – then it would be considered. Newsletter update – it is completed and should be mailed this week. Window update – done for now with more to be replaced in the future. New Business: Banking – Eight lenders/banks have been checked as to services, interest rates for CDs, savings accounts, checking accounts, money market accounts, etc. The town will be moving some accounts to Lyons National Bank because of the higher rates. The town met with the NYS Department of Taxation – Real Property Department to discuss the town’s rate of assessment. They have reviewed some commercial properties and will be reviewing some residential properties next. The town is looking at all options to get our rate back closer to 100%. The water rate for the Village of Weedsport has been agreed upon. Supervisor Adams recaps the process/time frame to come to this agreement. It is a three-year contract with an increase each year. Recently the Supervisor and Water & Waste Water Superintendent met with the City regarding a small waterline located on North Street that serves five customers. It is in bad condition and the town is not interested in taking it over. There is not a town water district in the area, etc. Possibly the CCWA would be interested. The router, sonic wall, and anti-virus has been updated by the new IT company. The ---PAGE BREAK--- town is also looking into options for security and safety at the town office building. Department Reports: Highway Superintendent LaPointe reports that they’re getting a replacement mower and would like a resolution to sell the old one on Auctions International. A motion is made by Councilman Eades to sell the old mower on Auctions International, seconded by Supervisor Adams. Roll call vote: Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes, Councilman Jeffers yes and Supervisor Adams yes, carried. Dumpster Days will be May 5th and 6th. There will be one street light installed at the park. The department has also been repairing potholes, truck maintenance, brush pickup, tree cleanup, ditching, drainage ditch cleaning and repairing and plowing and sanding. The Water and Waste Water Superintendent reports that water meters were read, and bills sent out; data logs were done on meters flagged with leaks; water reports were done and given to DOH by the 10th: water samples were done; fixed a water main break on Wegman Street; flushed Depew St with the sewer machine after a homeowner complained of several sewer backups; weekly checks of sewer pump stations and sewer meters; cleaned out S. Hunter’s meter; cleaning and organizing in water barn; installed several new meters; Kris attended the grade D water class and should receive his certificate soon; we attended the right to know training in Moravia. I sent an e-mail to John Roser at CH4 Generate looking for any updates on water to the digester, I did not get a response. Ron also informs the board on the recall from Master Meters and the details involved. Judge Timian reports $3997.00 for March. Judge Riley reports $3361.00 for March. The Town Clerk reports $866.38 for March. The ZBA reports that they have two Special Permit applications that they are working on. Alternates are needed. The Court Clerk’s report is reviewed by the board. The CEO’s report is reviewed by the board. The Attorney reports that he will have a draft proposed Local Law regarding parking for review in May. The Public To Be Heard is opened on a motion made by Councilman Jeffers, seconded by Supervisor Adams, 5 ayes 0 nays, carried. Ron Dennis, Chery Street Road, questions if anything has been heard on the shooting range – nothing has been heard. It is recommended to send another letter to Senator DeFrancisco. The Tubman /center has worked with the Montessori School on the school’s concerns, the fence is up, moving forward. The Public To Be Heard is closed on a motion made by Councilman Jeffers, seconded by Supervisor Adams, 5 ayes 0 nays, carried. The abstract in the amount of $144,272.19 is approved for payment on a motion made by Councilman Eades, seconded by Supervisor Adams.
