Mineyard Projects Headframe Maintenance Access Improvements Project - C. Davies Enterprises, Inc. has completed headframe maintenance access improvements for five headframes, including Original, Steward, Anselmo, Travonia, and Orphan Girl. Architect Mark Reavis has been retained to prepare documentation information for the wooden stairs removed from the Original and Steward headframes. ---PAGE BREAK--- Mineyard Buildings Exterior Conservation Project – Mark Reavis, project engineer is finalizing specifications and drawings to conserve (mothball) mineyard buildings at the Anselmo, Steward, and Mt. Con. Due to budget and time constraints construction work is scheduled for the spring/summer of 2014. BSB labor has been cleaning and painting the Belmont headframe similar to the work done on other headrames 7-10 years ago. The project is on hold due to weather and equipment constraints and will be completed in the Spring 2014. 5. HP Ordinance amendments – The amended historic preservation ordinance prepared last year awaits adoption by the Council of Commissioners. The only proposed amendments relate to ghost sign regulation. Per input from the MT SHPO and County Attorney the bylaws will be revised to eliminate redundancy and conflict with the ordinance. In the interim, a local preservation plan is being developed to provide a programmatic basis for these documents (refer to item 6, below). 6. Creation of a Comprehensive Historic Preservation Plan (CHPP) - The second series of public meetings with the ad-hoc committee and consultants (InteResources Planning) were held on October 10th, 17th, and 18th. These meetings focused on the topic of Butte Preservation Community and completing the Plan’s vision statement. Twelve local and state-wide preservation organizations were invited to attend to inform the ad-hoc committee of their organization’s purpose and mission and share their ideas on the Preservation Plan. A list of potential expert speakers including architects, developers, and bankers is still being compiled for additional meetings in December and January. The committee decided they would like to hear from Donovan Rypkema, an expert on the economics of historic preservation. Mr. Rypkema is scheduled to give a presentation to the committee at their January 2014 public meeting. The next series of ad-hoc committee meetings is scheduled for November 20th thru 22nd. The topic for discussion is exploring ways to enhance Butte’s Heritage Tourism Potential with an emphasis on marketing and wayfinding. Vicky Soderberg of Cygnet Strategies will present the findings of the Visitor Assessment Perspective report she is preparing to augment the CHPP and Action Plan for Heritage Tourism compiled last year. Facilitator’s meeting notes will be posted on the BSB website when available. 7. Building Inventory Project – Travis Eskelsen, the building inventory technician, continues to inventory buildings throughout the community identified as in poor condition and subject to tax default. A final report will be given to Council of Commissioners on November 13th describing the number of poor condition properties identified and explaining the process by which compliance efforts will be implemented to abate these public nuisance properties. 8. Brinks and Deluxe Buildings – BSB staff is exploring options to demolish these buildings. Two companies have expressed interest in salvaging materials from the buildings prior to demolition. 9. Neighborhood Interpretative Sign Project – A report will be given to the HPC at the November meeting proposing a plan for the design and location of 6 interpretative sign panels and posts to be installed along Main Street. 10. 7 W. Woolman Street Demolition Inquiry – In response to previous comments from the HPC, a letter was prepared and forwarded to the HPC for review regarding a demolition inquiry for the residence at 7 W. Woolman Street. Once approved by the HPC the letter will be sent to the property owner explaining the demolition permit review process. Staff report prepared by: Date: Jim Jarvis, BSB HPO
