The Way Forward for Standard Containers and Curbside Collection for Residential Solid Waste and Recycling PROPOSED PROCESS FOR REVISED SOLID WASTE AND RECYCLING COLLECTION ---PAGE BREAK--- Pilot Program Review Case-by-case solutions provided phone calls, letters, home visits to provide case-by-case solutions. Use of containers using standard containers in the winter, spring, and summer months Evaluate scope of work to manage future operations Surveys to be distributed late June 2015 to evaluate residents’ use of standard carts ---PAGE BREAK--- Pilot Program Review…costs Cost of future solid waste collection contracts Cost for new collection system expected to be substantially the same as current costs. We will solicit bids for handling of recyclable materials. If no responsive bids are received the program will not move forward. We do expect to receive responsive bids and that a program can be designed at a reasonable cost. ---PAGE BREAK--- The Way Forward For the Council agenda next week, we will submit a communication to move this process forward. Butte-Silver Bow must select a method of solid waste collection before bid documents and a contract can be prepared We have two choices: 1) Implement automated system or 2) Continue with manual collection. We recommend that district-wide automated collection and voluntary recycling be implemented. To move toward implementation, there are procedures we need to follow. This DOES NOT obligate us to use an automated system at this time. We will not be committed until new ordinances go into effect. The Council and the community will have many opportunities to provide input and to vote on this issue. ---PAGE BREAK--- Four Month Extension for Collection and Pilot Program Allows time for thoughtful changes to collection ordinance. Allows time to define scope of work in desired contracts for solid waste and recycling services ---PAGE BREAK--- Next week you will be asked to extend the McGree collection contract Cost to Extend Solid Waste Collection $97,860 per month for McGree Trucking to collect solid waste and recycling This equals present expense and is NOT additional cost ---PAGE BREAK--- Next week you will be asked to extend the recycling contracts Cost to Extend the Pilot Program contracts $7,150 per month for McGree Trucking to collect solid waste and recycling $1,250 per month for AWARE Inc. to receive recyclables $33,600 Total cost for extension of the Pilot Program through October 31, 2015 Gather additional experience with yard waste and other summer factors Continue with existing improved collection for residents Pilot areas have less litter ---PAGE BREAK--- The Process Many procedural steps are necessary to put this program into effect.
