BID EVALUATION PROCESS RANKING CRITERIA Each bid will be examined by the Butte-SilverBow Evaluation Committee “Committee”) for compliance with the stated Bid requirements, including: • Bid to be in effect for 90 days • Acknowledgment of receipt of Addendum/Addenda • Required submittals • Bidder experience • Project plan and schedule • Statements of Insurance Availability All Bidders determined to be in compliance with the stated Bid requirements will be held for evaluation by the Committee, and will be evaluated, utilizing a Bid Evaluation Sheet, to determine the highest rated Bidder. This Preliminary Rating will be used to evaluate Bidders on the basis of their ability to perform all the services as set forth in the Information For Bid. Rating criteria are as follows: • Cost Factors . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 45% • Experience . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 30% • Understanding of Project Requirements . . . . . . . . . . . . . . . . 16% • Warranty.. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 5% • Familiarization with Project . . . . . . . . . . . . . . . . . . . . . . . . . 4% Bidders shall submit one original and four additional copies of the Bid. While all material submitted, e.g., brochures, preprinted materials, etc., will be considered by the Committee in the Bid evaluation and selection process, the principle basis for evaluation and selection will be the documents and information as specified in the Information For Bid. Criteria for this evaluation and selection shall include, but not be limited to, the following categories, presented below in descending order of significance, and will be applied for purposes of evaluation of Bids: 1. Cost Factors: 45% Weight A firm, fixed cost and an itemized listing of all fixed costs shall be provided by Bidder, as indicated by the Bid Form. 2. Experience: 30% Weight Bidders shall supply pertinent background information as required in The Contractor’s Statement of Qualification form, including, but not limited to, (continued on next page) ---PAGE BREAK--- (BID EVALUATION PROCESS, continued) number of years in business, experience, project experience, and major project completed over the past five years. Bidders shall likewise provide background information regarding the experience of key personnel for this project, including Job Foreman, Project Manager, and other persons critical to the performance of the Work. 3. Understanding of Project Requirements: 16% Weight Bidder shall provide a written summary outlining what Bidder perceives as the critical issues for this Project. This summary should include all requested information, documentation, time lines, lists, safety plans, etc. This summary may not simply restate the scope of work, but should demonstrate Bidder’s personal observations and understanding of the project requirements. Bidder shall NOT submit copies of his standard contract for this purpose. 4. Bidder’s Warranty: 5% Weight Bidder shall supply a specific Warranty for this Work, as outlined in the Bid Requirements and for Submittals. The period for any and all Warranties shall commence at the official Date of Substantial Completion. Contractor’s Warranty shall remain in force for a period of five years from the official Date of Substantial Completion. 5. Familiarization with the Project: 4% Weight Familiarization will be deemed as personal attendance at the Pre-Bid Meeting, having a qualified representative present during the Pre-Bid Meeting, and/or being personally present to evaluate the Project prior to bidding. Bidders shall provide proof of presence via scheduling and keeping an appointment with the Facilities Maintenance Manager ahead of the Pre- Bid Meeting, or by registration at the Pre-Bid Meeting. (continued on next page) ---PAGE BREAK--- (BID EVALUATION PROCESS, continued) AWARD OF BID An Evaluation Committee composed of Butte-SilverBow Courthouse staff and the Restoration Consultant will review and evaluate properly submitted written bids. Each Bid will be scored according to the aforementioned criteria. The Evaluation Committee may choose to recommend one (or more) successful Bidders based on the written responses, and make a recommendation to the BSB Board of County Commissioners “Commissioners”). The Commissioners will authorize negotiation for a final contract to the successful Bidder(s) at its regularly scheduled meeting. Final acceptance of a Bid and contract will be contingent upon the reaching of a mutually satisfactory agreement. If no such agreement is reached, the Commissioners reserve the right to disqualify the Bidder(s) and re-evaluate the remaining Bids. The Commissioners reserve the right to reject any and all Bids received in response to this request. The Commissioners reserve the right to negotiate separately with any source whatsoever, or any Bidder, if necessary to serve in the best interests of the Commissioners. This solicitation for Bids does not commit the Commissioners to award a contract, to pay for any costs incurred by Bidders in preparation of Bids in response to this request, nor to procure or contract for services in relation to it. The Commissioners further reserve the right to waive technical defects or informalities in Bids received, if such action is deemed to be in the best interests of the Commissioners. Bids may not be withdrawn for a period of ninety (90) days after the scheduled time for the receipt of Bids.
