REQUEST FOR QUALIFICATIONS PROFESSIONAL SERVICES FOR UPDATING THE CITY-COUNTY OF BUTTE-SILVER BOW, MONTANA AND THE INCORPORATED TOWN OF WALKERVILLE, MONTANA 2010 HAZARD MITIGATION PLAN Project Location: City and County of Butte-Silver Bow, Montana Project Description: BSB is seeking technical assistance from a qualified and experienced individual or firm in preparing the five-year update to 2010 Hazard Mitigation Plan. The Plan will serve as a guide to reduce the loss of life and property, human suffering, economic disruptions, and disaster assistance costs that may result from the various types disasters that could occur. The HMP update prepared under this contract will be for: Butte-Silver Bow County and the incorporated community of Walkerville, Montana. Request for Qualifications Content 1. General A. Qualifications shall be bound and each copy shall be signed with original signatures. B. Qualifications to be a minimum of 11 point font. C. Total page count for qualifications is 10 pages, not including cover letter and Appendices A and B. 2. Cover Letter A. One page minimum 3. Project Experience A. Summary of the individual’s or firm’s experience in preparing Hazardous Mitigation Plans and Updates 4. Staff Qualifications A. Provide qualifications of individual or team technical personnel to be assigned to work on this project. B. Provide an organizational chart depicting personnel and working relationships. C. Include resumes for above personnel in Appendix A. 5. Relevant Experience A. Provide brief, but specific, outline of individuals or firms experience on previous Hazard Mitigation planning for local governments. Provide any additional information regarding special skills or experience. B. Provide brief, but specific, recent experience in assisting local communities successfully obtaining grants from the State of Montana or FEMA. ---PAGE BREAK--- C. Include recent and current work with City and County of Butte-Silver Bow. 6. Workload A. Demonstrate ability to perform the work with available staffing and resources. 7. Appendices (Resumes and References) A. Place project team resumes in Appendix A. Each resume is not to exceed two pages of text. B. Place references in Appendix B. Total pages for Appendix B not to exceed two pages. Scheduling 1. RFQ’s will be available beginning May 29, 2015. 2. The deadline for submission of Qualifications shall be 5:00 p.m., June 19, 2015. Five copies of the qualifications must be submitted. 3. The City and County of Butte-Silver Bow shall set the initial screening schedule, as well as the interview schedule (if required). 4. The City and County of Butte-Silver Bow shall set the date and time of contract negotiations (if required). RFQ Evaluation Process Following the receipt of qualifications, an Evaluation sub-committee of the Local Emergency Planning Committee shall review all qualifications with respect to completeness and conformance with the instructions and requirements indicated in this document. Qualifications which are deemed non- responsive will not be given further consideration. The City and County of Butte-Silver Bow reserves the right to reject any or all qualifications and to waive any informality in keeping with the best interests of the City and County of Butte-Silver Bow. The evaluation shall be based on the information provided in the qualification. The City and County of Butte-Silver Bow may request interviews with applicants if the Evaluation sub-committee feels more information is necessary prior to making final decisions. If an interview is scheduled, the individual or principal of the firm must attend. The City and County of Butte-Silver Bow will not reimburse proposers for any expenses incurred in preparing qualifications or interviews. During the evaluation process, the City and County of Butte-Silver Bow reserves the right, where it may serve Butte-Silver Bow’s best interest, to request additional information or clarification from proposers, or to allow correction of errors or omissions. Unless clearly and specifically noted in the qualification and confirmed in subsequent contract, submission of a qualification indicates acceptance, by the consultant, of the conditions contained in this RFQ. Following the completeness and conformance review, the Evaluation sub-committee shall evaluate and rank the remaining qualifications. Qualifications will be ranked on the criteria below: 1. Hazard Mitigation Planning 2. Quality of firm and personnel 3. Capacity and capability of individual and/or firm 4. Record of past performance of individual or firm on previous projects, 5. Reference checks ---PAGE BREAK--- The City-County of Butte-Silver Bow will review plans only for compliance with state, federal and other applicable standards and regulations. All construction or other problems or conflicts arising as a result of errors or omissions in design and/or plans will be Consultant’s responsibility. This solicitation is being offered in accordance with federal, state and local statues. Accordingly, The City and County of Butte-Silver Bow reserves the right to negotiate an agreement based upon fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all submittals and to accept the submittal deemed to represent the best interest of the City-County of Butte-Silver Bow. Proposers agree to observe and comply with all applicable federal and state laws, municipal ordinances, and the rules and regulations of all authorities having jurisdiction over the project. The deadline for submitting a qualification is 5:00 p.m. (Mountain Daylight Time), June 19, 2015.
