BURLINGTON FIRE DEPARTMENT POSITION DESCRIPTION Division Chief - Training Basic Function: Responsible for the management and administrative functions of the Training Division, a major enterprise of the agency, inclusive of program management, delivery, and program and member performance evaluation. Responsible for recruitment and retention of volunteer and full-time firefighters. Reports to: Fire Chief Note: This position is confidential in nature and is FLSA Exempt. Oversees: This position supervises and manages firefighters and members during their training period and routinely during departmental training; inclusive of volunteer and full-time members. Primary Responsibilities: 1. Plans, organizes, directs, delivers or ensures delivery, and evaluates training of current and new members. Recommend the selection, retention, promotion, and removal of members through performance evaluations. 2. Ensure training facilities and equipment are accounted for and are functioning properly. Evaluates and recommends upgrading or modification of equipment and facilities. 3. Responsible for human resources functions within the organization specifically related to recruitment, retention, promotions, and professional development of volunteer and fulltime members. 4. Ensures accurate and timely record keeping and data reporting. 5. Represents the District at meetings related to the function of the position. 6. Monitors regulatory requirements for the division and takes necessary steps to ensure that the division is in compliance with legal and mandated requirements. 7. Responds to emergency incidents and may be responsible for emergency scene management functions before and after normal work hours using recognized standards and legal requirements as a guide. Secondary Responsibilities: 1. Assists in the development of and, implementation, tracking and accountability of ---PAGE BREAK--- the training budget. 2. Attends training and educational opportunities as deemed appropriate by the division manager to ensure current and progressive skill and knowledge base. 3. Responsible for other duties as assigned. Minimum Qualifications/Requirements: • High School Graduation or equivalent. College level degree or substantial coursework in fire science, fire administration, or business management and administration is highly desirable. • Certified IFSAC Firefighter 1 or equivalent documented training. • Certified National Registry or Washington State Emergency Medical Technician • IFSAC Instructor 1or equivalent documented training. • NIMS ICS 300 and 400. • Possess a valid Driver’s License. • Combination of experience or training that show ability to function in the position. Successful Candidate will be required to obtain the following certifications within one year of appointment: Washington State EVIP Instructor, State of Washington EMS Evaluator. Prior Experience: Minimum of seven years of fire and EMS experience in a similar or larger organization with a minimum of four years at a level of Company Officer. Knowledge and Skills: • Demonstrable knowledge of instructional techniques and ability to plan, organize and schedule. Current and contemporary knowledge of laws, regulations, and standards related to fire service. • Demonstrated effective communication skills both in written and oral communications, including public speaking and presentations skills. • Demonstrated knowledge of instructional techniques and ability to plan, organize, and schedule. • Current and contemporary knowledge of laws, regulations, and standards related to the fire service. • Demonstrated ability to work within a combination fire service agency inclusive of volunteer and organized labor. Working Conditions: Working conditions are primarily in an office environment but routinely include exposure to physically and mentally stressful situations as well as extreme temperatures, contaminated atmospheres, adverse weather, confined areas, and similar conditions related to the primary responsibilities of this position.
