The requirement should be 50 mbps. Is the vendor required to provide voice, video and data services? No, the minimum 50 mbps is for internet only. Can a minimum of a 3-week extension be granted to allow for the detailed engineering required for this project. NO. Is the funding of $2MM a phase I amount and does the City anticipate additional funding in later years? This funding is from the City’s direct allocation of Federal dollars under funding. 31 CFR Part 35, Interim and Final Rule. Proposer should show how to get additional federal dollars to complete the project, through additional grants or investment. If the $2MM does not fund broadband to all constituents within the City of Burley does the City have areas that have been prioritized for deployment? If so, please provide. Priorities will be established in the contract. Will the City of Burley require an approval process for the design, engineering, and equipment selection of the network. If so, please provide detail. If so, please provide detail (GIS shape files preferred). The City has a current air fiber system. The City does not have any fiber optics or conduits for this project. The City owns and operates the electrical system within most of the City and a place has been reserved on that system for deployment of fiber. What connectivity does the City of Burley require for the public infrastructure? i.e. Number of dark fiber strands, bandwidth, etc. 12 pair (24 strands) service must be active fiber capable with dedicated bandwidth of no less than 10 GB of transport and 10 GB of bandwidth. ---PAGE BREAK--- Is the Vendor required to provide Public Infrastructure Monitoring traffic lights, speed cameras, cameras on other public structure, water, and wastewater monitoring; or is the network just required to support these solutions/applications? This is a base level to maintain the network and is negotiable. Proposer can charge additional above this amount for services. Please provide the City's desired contract term. To be determined through negotiation with selected vendor, based on best value long-term for the City. In regards to "caching for access to cloud based triple play and over-the-top (OTT) services (online delivery of video and audio content)" is local caching a requirement of the vendor? Yes, local caching would be preferable. Does the city have permitting or environmental studies for the canals, the rivers, and railroad? NO. The build strategy must include a $0 end user cost to consumers. Can the plan include a no cost sign up period followed by a cost for installation? To be determined in the contract between City and successful proposer. Can the sign-up period be utilized to delineate build roll out priority by uptake rate? YES. The RFP states that initial availability must be rolled out and made operational within three months. Can you clarify the expectations for initial availability? The whole City of Burley and the Burley City limits is the same thing. The purpose of the proposal is to provide a fiber network to everyone within the City of Burley.
