City of Burley Sewer Tapping Standard Procedure v.4.20.2021 Adopted by City Council 4/20/2021 The following steps must be followed by the contractor – developer making a connection to the City’s sanitary sewer: 1. The owner, developer or contractor must pay all building permit fees at City Hall prior to beginning any work. The City will note the payment and will generate a work order. This work order will be the notification to the sewer department that a sewer connection will be made in the future. No connections are allowed without the appropriate building permit. No work described herein may be performed except by a person or entity performing the work under an applicable license recognized by the Idaho Division of Building Safety. 2. The owner or developer must fill out the Right of Way Application form, pay the associated fees, post the bond and insurance, and provide a copy of the plans showing the location of the work in the City right of way (road or alley). No work in the City right of way is allowed without having an approved application. 3. Provide a plan set that shows the sewer route, the location of the sewer main, depth of the sewer main, profile view of the service line showing the depths, of pipe, and slope of the service line. The plan set shall also have a cross section showing the bedding and backfill for the work in the road right of way and a cross section showing the bedding and backfill for the work outside of the road right of way. Plans must be neatly drawn, to scale, be in a workman like manor, and be on letter or ledger size paper with street names, address, north arrow. Plans may be hand drawn or computer aided. 4. Notify adjacent residents of the sewer work in the road right of way not less than 24-hours prior to beginning work. Do not block drives, or access without notifying the affected resident and coordinating their access with the sewer connection. 5. Contact the sewer department not less than three working days prior to making the connection to arrange for an inspection and purchase the sewer saddle from the City. 6. Contact dig line (811) and have the site of the connection marked for utility lines. No work can take place without dig line completing the utility markings. 7. On the day of the connection, confirm the time for the connection so that the City Inspector can be at the site to inspect the work. 8. Excavate to the line and depth of the sewer. The trench must be in compliance with OSHA requirements for trench safety. 9. Core drill the sewer main to fit the sewer saddle and install the sewer saddle purchased from the City sewer department. The hole for the sewer saddle to only be large enough for the saddle. Core drill for the saddle preventing debris and core material from falling into the sewer main. Retain core and present to the sewer inspector prior to backfilling. The sewer inspector will inspect the sewer saddle prior to backfilling. 10. Materials: a. Pipe materials: 4- or 6-inch diameter; ABS, Schedule 40 PVC, or ASTM D 3034 minimum thickness SDR 35 PVC. b. Saddle: consistent with sewer main. c. Fasteners: all clamps, straps, nuts, bolts, and washers to be stainless steel. d. Backfill in road right of way: 2” minus pit run, native soil may be used outside of the road right of way. f. Coordinate with the sewer department to make sure the tee or wye is the correct type for the sewer main line. 11. Install the sewer pipe at the line and grade as shown in the plans. The minimum slope is 2% or ¼ inch per foot for four-inch pipe. The minimum slope is 1% or 1/8 inch per foot for six-inch pipe. 12. Excavate trench to 3-inches minimum below the bottom of the pipe. Place pea gravel pipe bedding under the service line and compact so that the pipe sets on a firm unyielding surface. 13. Hand excavate at fittings and bells so that the pipe is not bumped out of grade. 14. Allow the sewer inspector to inspect the sewer line from the main to the building site prior to covering the pipe. 15. Backfill with pea gravel pipe bedding to a depth of not less than 12-inches above the pipe. Compact the backfill especially under the haunches to make sure that the pipe is fully supported. 16. Install warning tape about 12-inches above the pipe. 17. Backfill the remainder of the trench with native soil free of rocks, concrete, or other objects larger than 4-inches outside of the road right of way. Remove any debris, deleterious materials, frost, ice, or frozen soil from the backfill. In the road right of way, backfill with pit run. a. Compact the backfill to not less than 95% of maximum density and within 2% of optimum moisture content for all soils in the road right of way. Compaction lifts to be not more than 8-inches thick of uncompacted thickness. i. In alley ways, the final backfill is 6” road base over not less than 10” of pit run. ii. In residential streets, the final backfill is 3” thick asphalt over 3” road base over not less than 10” of pit run. iii. In minor collectors, the final backfill is 4” thick asphalt (2 lifts) over 6” road base over not less than 18” of pit run. iv. In major collectors, the final backfill is 4.5” thick asphalt (2 lifts) over 6” road base over not less than 22” of pit run. v. In major or minor arterials, the final backfill is 5.5” thick asphalt (two lifts) over 6-inches road base over not less than 22” of pit run. b. For trenches outside of the road right of way, backfill the trench with native soils compacted to 95% minimum up to the last foot of the trench. Backfill the last foot with native soils to 85% of maximum density. 18. Trenches backfilled in the road right of way (paved or alley way) must be completed within 24- hours after the sewer line has been inspected. 19. In rare cases, under unusual circumstances, alternate methods may be used only upon signed written approval of the City Engineer of the City of Burley specifying the exact alternate procedure that is authorized after an evaluation using engineering standards.
