City Staff Engineer City of Burley 2018 City Staff Engineer Department: Water Reports to: City Engineer Pay Grade 44 Date: 2018 FLSA Status: Full-time; Exempt Salary Range 80,000 – 100,000 JOB DESCRIPTION Summary/Objective Under minimal supervision performs work of considerable difficulty in directing and performing professional and paraprofessional engineering assignments of some variety and complexity. This position performs complex engineering assignments involving the responsibility of directing or coordinating other personnel. Performs complex technical work; including investigating, planning, designing, and construction review of City projects. The work requires independent judgment over a variety of projects. Works under the general supervision of the City Engineer. Supervises other City employees as required on a job-specific basis. Essential Functions: Drawings: Prepares bid documents for new infrastructure (roads, water, sewer, parks, traffic/parking) and/or repairs/alterations to existing infrastructure. These bid documents include: Creating construction plans, created using AutoCAD Civil 3D Develop City of Burley standard drawings for public works construction. Specifications: create and revise construction bidding specifications per Idaho Standards for Public Works Construction (ISPWC) for new infrastructure and/or repairs and alterations to existing infrastructure. Create engineers estimate – cost to construct the project. Experience with construction documents created by the Engineers Joint Contract Documents Committee (EJFDC) Performs standard engineering calculations and draws up or alters engineering plans and specifications. Prepares preliminary engineering reports as directed. Assist City Engineer with site studies, site designs, contract documentation preparation and graphic presentation of city projects. Performs routine engineering assignments requiring application of standard techniques and procedures. Projects may have clear to complicated objectives and complex variables. Development Review Reviews plans submitted by developers for conformance with City specifications On-going projects – coordination and communicate status with stakeholders. Administration Performs administrative duties associated with project management for Civil/Site projects. Assists with project and engineering department budgeting. Assists with preparation of purchase orders and billing for projects and department expenses. Meetings: attend and participate in tam, department and city council meetings. CAD, GIS and Surveying Develop CAD standards, templates, layouts blocks, and so on. Performs site topographic and design surveys that will provide pertinent information for engineering purposes. Knowledge of GPS receivers and software. Maintain existing GIS layer of city. Infrastructure such as water lines, sewer lines, street center line, public easements, and so on. Use record drawings/as-builts to update data for GIS layers. Inspections ---PAGE BREAK--- City Staff Engineer City of Burley 2018 Supervises the testing of construction materials used in roadway, water, sewer, building construction and other improvement projects to assure conformance to contractual and engineering specifications and standards. Supervises filed inspections of sewer and water main construction to assure compliance with contractual plans, standards or specifications. Competencies: 1. Problem Solving/Analysis. 2. Supervisory Responsibility Supervises other City employees as required on a job-specific basis. Assists with supervision of construction projects involving city employees or contractors. Determines proper materials, layouts, and design for existing and future infrastructure modifications. Initiates materials specifications and purchase orders for material used in construction projects. Performs field test on installed equipment to ensure proper operation in accordance with expected outcomes. Uses various surveying instruments to lay out vertical and horizontal control during construction. Prepares written reports, correspondence and maintains accurate records. Professionalism and Communication Attends weekly department meetings and communicates regularly with the City Engineer and other co-workers. Maintains a professional and courteous demeanor at all times. Provides timely, respectful and through customer service. Communicates daily with cross-functional teams regarding issues, events, and updates. Maintains a proper professional image and generates positive public image. Expected to be a leader within the organization as well as in our community. Work Environment This position primarily works outdoors, in all types of weather, and in potentially hazardous environments, which may involve exposure to dangerous chemicals. Physical Demands The physical demand described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duets of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk, use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually quiet in the office setting and loud at any construction site. Position Type/ Expect Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00 to 5:00 PM. Required Education and Experience Bachelor’s degree in Engineering from an accredited four-year college or university; and a minimum of one year of experience in public works and/or construction. Must possess a valid Driver’s License. Must have licensure as a professional engineer in the state of Idaho or another state. Preferred Education and Experience. Additional Eligibility Qualifications Current working experience and knowledge of AutoCAD Civil 3D. Knowledge of mathematics and its applications to public works engineering. Ability to prepare technical reports based on accumulated engineering data. Able to interpret a variety of instructions furnished in written, verbal, diagram or schedule form. Ability to communicate effectively verbally and in writing. Skill in solving practical problems and deal with a variety of variables in situations where limited standardization exists. Must possess analytical skills, problem solving skills, project management skills, strategic thinking skills, and business acumen. Conducts work and relations to others in a professional manner. Proficient with Microsoft Office, Word, Excel, PowerPoint and a basic understand of the current Microsoft operating system. Familiar with GPS equipment and Software.
