Payroll Clerk City of Burley December 2021 Payroll Clerk/Deputy City Clerk Department: Administration Reports to: City Clerk Pay Grade 30 Date: December 2021 FLSA Status: Non-Exempt Salary Range $20.45 - $26.33 JOB DESCRIPTION Summary/Objective Under direction of the City Clerk. To provide a variety of routine to difficult office support to the clerk’s office. Essential Functions:  Customer Service – In person, drive thru window, and phone.  Customer Service – Be familiar with all City policies to answer customer questions and concerns.  Sign customers up for new City services.  Process combined deposits for the bank.  Monitor customer accounts and tag delinquent customers for turn off.  Process online payments daily.  Process combined cash for bank deposit.  Signing up newly hired employees – instructing them on benefit package.  Process Bi-weekly payroll  Know pertinent federal, and state laws, codes and regulations  Know City policy to correctly compute sick leave, vacation, funeral leave, overtime, comp-time, and holiday.  Know PERSI rules for Retirement and how optional deductions effect taxes.  Report and transfer money for direct deposits and PERSI retirement.  Pay state, federal, social security and Medicare taxes.  Update tax tables as needed.  Pay all payroll related payables.  Balance and report all quarterly reports.  Balance and run employee annual W-2s.  Prepare various government reports (US Census, Center for Medicare and Medicaid etc.  Prepare annual state insurance fund audit.  Balance payroll accounts to the general ledger.  Acts as City Clerk Pro-tem in the absence of City Clerk.  Cross train office positions.  Backup to Utility Billing.  Serves as primary backup to the City Clerk.  Performs the duties of the City Clerk as directed.  Includes but not limited to:  Attending Council Meetings  Preparing Agendas & Minutes  Record & Publish Ordinances  Elections  Licenses & Permits  Cemetery Records  Records Requests  Maintenance of City Records  Attend Clerks Training ---PAGE BREAK--- Payroll Clerk City of Burley December 2021 Competencies: 1. Work Environment While performing the duties of this job, the employee will be continually moving from a sitting position to standing, walking, bending and stooping. (Up to 40% of the day) Must be able to maintain a professional demeanor when dealing with hostile people. Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to move from a sitting position, standing and walking to wait on customers. The employee must also stoop bend and reach. The employee will periodically lift or move copy paper boxes or file boxes. Position Type/ Expect Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00 AM to 5:00 PM. Occasional comp time will be earned as Clerk requests. Travel Some out-of-area and overnight travel may be expected for training purposes. Required Education and Experience Equivalent to a High School Diploma and knowledge of accounting practices, federal and state payroll laws. Preferred Education and Experience Equivalent to a High School Diploma. Two years of experience in all aspects of payroll. Additional Eligibility Qualifications Basic office practices and procedures, including filing and operation of the 10 key adding machine, computer entry, word processing, phones, fax and copy machines. Correct English usage, including spelling, grammar and punctuation. Able to meet special requirements for confidentiality.
