ANSWERS TO BIDDERS QUESTIONS Definition Rack Price- The Burley rack price as posted by OPIS for the day fuel is purchased by the City. Winter Diesel #1 or #2 diesel winterized. We will not accept bids for a retail minus price. The City of Burley according to our fleet manager does not require Top Tier fuel.
