Animal Control and Code Enforcement Officer City of Burley 2019 Animal Control and Code Enforcement Officer Department: Building Reports to: Building-Community Services Director Pay Grade 18 Date: 2019 FLSA Status: Full Time Non-Exempt Salary Range $14.85 - $18.56 JOB DESCRIPTION Summary/Objective Under general supervision of building-community service director, performs a variety of animal control functions in the area of field patrol, enforcement and kennel maintenance. Performs patrols in the City looking for violations of City ordinances related to animals; weed citations as authorized by ordinance, sidewalk snow removal and public nuisances. Responds to animal related complaints and may impound, transport, and place animals in the Animal Shelter; and issues notices and infractions for violation of animal, weeds, junk and nuisance code violations as well as impound abandoned vehicles and those vehicles parked on city streets in violation of parking ordinances. Essential Functions:  Patrols assigned area in an animal control vehicle to search for stray, sick, injured, or dead animals and provide services as needed;  Responds to calls from the public, law enforcement agencies concerning injured, stray, sick, or dangerous animals and violations of animal regulatory ordinances;  Enforces State and local laws, regulations, and ordinances, such as leash laws, licensing, quarantining, dangerous dog, animal noise, and picks up and transports animals to the shelter for impounding, disposal, or rabies investigation, or the veterinarian as appropriate.  Prepares reports, completes records and various forms such as daily activity sheets, receipts for fees received, citations, quarantine and investigative reports, and logs of controlled drugs used.  Collects license, redemption, and adoption fees and fees for other services rendered to the public, such as picking up dead animals from a veterinary hospital.  Provides information to the public regarding licensing, vaccinations, euthanasia, rabies control, pet-owner responsibilities, spaying, neutering, and adoptions; gives tours of the shelter to citizen groups; participates in public schools and community group presentations.  Conducts special investigations in response to public complaints of violations of animal regulatory ordinances; appears in court to testify and present evidence regarding violations of animal regulatory ordinances.  Performs animal care duties such as feed animals, monitoring sick and dangerous animals, segregating and isolating animals when necessary; detects disease or injury in animals.  Cleans and disinfects kennel areas, vehicles and equipment.  Completes front office duties such as receiving animals brought to the shelter by the public and releasing impounded animals to the public.  Uses department issued equipment and tranquilizer gun, to capture animals in the field; participates in euthanasia of animals.  Ability to articulate both verbally and in written form to members of the public and the department; ability to work directly with emotional and angry people; ability to confidently handle aggressive, vicious or dangerous animals.  Ability to work well under pressure; meeting multiple and sometimes competing deadlines.  Receives, investigates, and processes noxious weed, junk, snow removal and other public nuisance reports.  Ability to use telephone, computer, printer (office equipment) proficiently.  Ability to calendar daily work events and “log” daily activities.  Basic knowledge of legal system in order to forward legal action recommendations to City Attorney.  Works closely with department staff, City Administrator and Mayor. ---PAGE BREAK--- Animal Control and Code Enforcement Officer City of Burley 2019  Proper English usage, grammar, and spelling. Work Environment This position primarily works outdoors, in all types of weather, and in potentially hazardous environments, which may involve exposure to dangerous chemicals. Physical Demands The physical demand described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk, and hear. The employee is occasionally required to use hands to finger, handle or operate objects, controls, or tools listed (animal traps, cages, catching pole, ladder, hose and squeegee); reach with hand and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift and/or move more than 50 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. Position Type/ Expect Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00 AM to 5:00 PM. Frequent evening and weekend work may be required as job duties demand. Travel Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Required Education and Experience High School Diploma or Equivalent. Must have a valid Idaho driver’s license and have a good driving record. Must be licensed in euthanasia and in compliance with Idaho Code complete 8 hours of “Euthanasia Training Curriculum” within one year of appointment. Must obtain additional certification for code enforcement (ie: special deputy via Sheriff.) No domestic violence or felony convictions. Knowledge of noxious weeds, procedures for junk areas is beneficial.
