City of Burley 2024 Planner Department: Reports to: City Administrator Pay Grade 37 Date: 2024 FLSA Status: Non Exempt Salary Range $25.00 to $33.69 JOB DESCRIPTION Summary/Objective This position reports to the City Administrator or designee, working close with building official and city engineer. Performs technical planning work involving the research, review, analysis and coordination of subdivision, rezoning, annexation, and general plan amendment related development requests, as well as architectural and site design analysis. The planner coordinates with engineering staff on technical aspects of the review processes. The individual in this position presents findings and makes recommendations to supervisor, City planning commission, City Council, and the public. This individual also assists with long-range planning efforts such as code/ordinance writing, and other short term planning functions as assigned by the Administrator. The Planner is required to exercise considerable independent judgement; respond to customer issues, provide quality service; and perform other related duties as assigned by his/her supervisor, the City Administrator, and/or the Mayor and City Council. Essential Duties and Responsibilities: (illustrative only) This list includes, but is not limited to the following: Effectively and efficiently contributes to Community Development Department Operations by: ▪ Engaging in technical planning functions that include researching, processing, reviewing, analyzing, presenting, and coordinating land use, zoning, annexation, development, special use permits, variance requests, and related applications. ▪ Processing land use and other permits. ▪ Reviewing and maintaining applications. ▪ Preparing staff reviews and reports regarding compliance with city comprehensive plan and city codes, standards and policies related to development in a timely manner. ▪ Assisting City Engineer with review of site plans to ensure compliance with city code, standards and policies; ▪ Operating a computer to produce office documents, reports, and studies and generate accurate computerized maps for public and other governmental agencies. ▪ Assisting with maintaining various databases, record files, land use and planning maps. ▪ Meeting with the public and/or consultants to discuss planning/zoning development issues and facilitating potential solutions in order to bring development plans into compliance with City code, standards, and policies. ▪ Educating the public through media reports, public meetings and presentations. ▪ Conducting and/or facilitation studies related to zoning issues, development of ordinances, review of permits, computer studies, architectural designs, etc. and monitoring activities and progress to assure implementation. ▪ Processing development proposals in a timely manner with a customer-service focus; ▪ Coordinating projects with other departments or federal, state, and local governmental agencies as required. ▪ Attending weekly staff meetings and development review meetings. ▪ Attending City Council meetings. ▪ Attending Planning and Zoning meetings and other meetings as may be required. ▪ Sites visiting to familiarize self of pertinent conditions of a proposed development. ▪ Preparing notices and have them published and sent out as applicable. ---PAGE BREAK--- City of Burley 2024 ▪ Reviewing draft ordinances for conformity with the existing City Code and Zoning Ordinances. ▪ Preparing staff reports for development projects to the Planning and Zoning Commission. ▪ Performing all work duties and activities in accordance with City policies, procedures, and safety practices. ▪ Coordinating management of residential and commercial development projects and compliance with City ordinances and statutes, with other City agencies, the Planning & Zoning Commission, and City Council. ▪ Communicating effectively in orally and in writing. ▪ Recommending and implementing process improvements. ▪ Using Time and resource management. Work Environment While performing the duties of this job, the employee works in an office setting where the noise level in the work environment is usually moderate. The individual is occasionally exposed to outside weather and required to travel to other locations and attend meetings. Physical Demands The physical demand described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of the job, the employee is regularly required to sit and use fingers and hands to keyboard or type, and to handle materials. The employee is frequently required to reach with hands and/or arms and occasionally required to climb stairs, stand, and walk as well as climb or balance, stoop and kneel, or crouch. The employee may occasionally lift and/or move up to 25 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Position Type/ Expect Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00 AM to 5:00 PM. Some evening and weekend work may be required as job duties demand. Travel Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Required Education and Experience Graduation from an accredited college or university with a bachelor's degree in Geography, Urban or Regional Planning, Community Development, Land Planning, or related field. Two years of relevant planning experience in the public or private sector. A master’s degree in the fields listed above may substitute for one year of experience. Preferred Education and All the required education and experience with knowledge and experience in the use of GIS systems. Certification with the American Institute of Certified Planners is desirable. Additional Eligibility Qualifications Possession of a valid driver’s license.
