Sealed qualification statements are to be delivered to 1401 Overland Avenue or mailed to PO Box 1090, Burley, Idaho 83318 Attn: Mark Mitton to assure receipt by the City of Burley (the "City”) no later than 5:00p.m. MST, on October 28, 2019. All qualification statements will be date and time stamped as they arrive at said office. The City of Burley is not responsible for late mail, UPS, Federal Express or other delivery services. Responses received after the due date and time will not be opened and will not be scored. The criteria and procedures to be used for selection of qualified persons or firms to perform such services may be obtained at the City of Burley website at burleyidaho.org. Published: ---PAGE BREAK--- REQUEST FOR STATEMENT OF QUALIFICATIONS RFQ 2019 2019 BURLEY CONTRACTED ENGINEERING SERVICES PROJECT OWNER: CITY OF BURLEY, IDAHO PROJECT: 2019 BURLEY CONTRACTED ENGINEERING SERVICES PROJECT OWNER'S REPRESENTATIVE: Mark Mitton, City Administrator INTRODUCTION Pursuant to Idaho Code Section 67-2320, the City of Burley, Idaho (the "City") is soliciting statements of qualification from design professionals for design of possible expansion of the City's municipal wastewater and water systems, street projects, and riverfront projects. The design professional(s) selected for the project(s) will be required to sign the City's form of contract, which contains commercially reasonable terms. DESCRIPTION OF THE POSSIBLE PROJECT(S) The City desires to contract for certain engineering services such as: Possible Wastewater Projects Collection System Northeast Burley sanitary sewer lift station project (BJ’s bar area) North Burley sewer extension N 5th street going east and north North Burley sewer extension going west on N 5th towards 750 W Treatment Plants Installation of Disinfection system at IWTP Upgrade or replace IWTP treatment process Upgrade Solids handling at MWTP Replace effluent pipeline to the river at MWTP Study an upgrade and expansion of MWTP to increase or double capacity Possible Water Projects BHIP water tank coating project Well 4 water tank manway replacement project Well 4 booster pump replacement project Water Master Plan update Water department water tank structural work and coating project Watco water tank coating project ---PAGE BREAK--- Possible Street Projects Master Transportation Plan Concrete local improvement districts Possible Riverfront Projects Riverfront walking path permitting and design SCOPE OF SERVICES The City will select a qualified engineer or engineers to provide the engineering services required to complete the project. The City expects that the scope of services will likely include: • Create detailed plans and specifications suitable for bidding and construction of projects. • Lead the permitting process for each phase of the project, which will include submitting improvement and phasing plans to all governing agencies and obtain the necessary approvals through each agency's permitting process. • Provide assistance as needed with bidding of the project. • Provide ongoing administration of the construction of the project, including final inspections, testing and acceptance of each phase. • Assist City in customary post-construction activities, including administration of contractor warranties. RESPONSE CONTENT Responses to this RFQ must be organized as outlined below. Responses not organized as outlined below, not containing the information specified, or not containing sufficient detail may receive a lower rating when evaluated. The page limit for the overall response is limited to 20 pages. The -page limit applies to all of the four possible projects, i.e. possible wastewater projects, possible water projects, possible street projects, and possible riverfront projects. The respondent is not required to propose on all of the possible projects. Resumes limited to 1 page each may be included in an appendix that does not count towards the page limit. All pages are limited to one face of a single sheet of paper, i.e. if back and front printing is used, each front and back counts as one page. 11x17 pages may be used but each 11x17 page counts as two pages for each front and back that is used. Pages shall have 1-inch margins on all sides. Text shall be Times New Roman 12 point. Tables may use smaller text as small as 10 point if desired for clarity and to fit page widths and page limits. Brochures and other advertisement items may not be included in the response or in an appendix. Section dividers, cover page, or a blank back page do not count towards the page limit. 1. Letter of Introduction. Please provide a letter of introduction that briefly introduces your firm, provides a basic firm history, gives the location of the office that will be primarily responsible for the work and identifies the contact person for future correspondence with respect to this RFQ. Any addenda must be acknowledged in this section. Page limit 1 pages. 2. Project Approach. Please explain your firm's overall approach toward this project(s), including the scope of work that you believe to be necessary or appropriate for your firm to accomplish the City's goals. Please identify your proposed engineering management team and describe the services that you believe the management team will perform. Page limit 4 pages. ---PAGE BREAK--- 3. Firm Qualifications/Experience. Please provide a detailed description of your firm's qualifications and experience to provide the engineering services described in this RFQ on similar projects. Page limit 5 pages. 4. Team Personnel. Provide a list of key personnel that are likely to actually perform the services described in this RFQ. Show their education, registrations, special expertise, and the location of the office to which each is assigned. Provide resumes for each person identified. Summarize the resources available to support the key personnel shown above in performing the work. Page limit 5 pages. 5. Work Examples/References. Show projects, locations, and the types of services performed. In addition, provide detailed project descriptions of the projects shown in a summary table. Provide at least five client references from similar projects. Page limit 5 pages. SELECTION SCHEDULE AND REQUIREMENTS 1. Qualification Statements for the above-named project in accordance with this request will be received at the City of Burley, 2. RFQ packets are also available electronically at no charge from the City website, at www.burleyidaho.org. 3. The Qualification Statement must be enclosed in a sealed, opaque envelope and must be marked "RFQ 2019 Burley Contracted Engineering Services Projects, addressed to the City of Burley, offices as stated above and giving the design professional's name and address. No writing and/or marks on the outside of the sealed envelope will be considered as part of the submittal or as an amendment to the contents inside the envelope. 4. A fee proposal (billing rates, overhead and multiplier if any) will be submitted as part of the Qualification Statement. Fee proposals must be submitted in a sealed, opaque envelope marked "Fee Proposal for RFQ 2019 Burley Contracted Engineering Projects and placed in the envelope containing the Qualification Statement. Fee proposals will not be opened or read by the City until after a ranked respondents list has been finalized by the Selection Committee. Please review Idaho Code§ 67-2320(2)(I) for the content of the fee proposal. 5. Data contained in the Qualification Statement and all documentation provided therein, becomes the property of the City and the data becomes public information upon opening the response. If the design professional wishes to have any information withheld from the public, such information must fall within the definition of proprietary information contained within local and state public record statutes. All proprietary information the design professional wishes the City to withhold must be submitted in a sealed package, separate from the remainder of the Qualification Statement, and placed in the envelope containing the Qualification Statement. The separate package must be clearly marked proprietary on the outside of the package. Each page inside the package must also be clearly marked as proprietary. Failure to mark such information as a "PROPRIETARY" will deem such information open to public inspection. Should the City be challenged in court by a third party for a decision to withhold or redact information identified as proprietary by the design professional, by submitting a Qualification Statement in response to this request, agrees to indemnify, defend, and hold harmless the City for any ---PAGE BREAK--- judgments, attorney fees, and/or court costs associated with asserting the documents contain proprietary information. The design professional agrees and acknowledges that the Qualification Statement is a disclosable public record. The City reserves the right to make an independent discretionary decision whether or not the documents marked as proprietary contain trade secrets and to disclose the contents thereof pursuant to the Public Records Act. All documents not marked as proprietary are subject to release in compliance with the Public Records Act. 6. Responders should submit four hard copies and one electronic copy on a USB thumb drive of their Qualification Statement. Respondents must acknowledge any and all addendums posted to the webpage. 7. The City reserves the right to accept or reject any or all responses and/or to waive any formality or technicality in any response to the RFQ. 8. Any explanation desired by a design professional must be requested of the City in writing, and if explanation is necessary, a reply will be made in the form of an addendum, a copy of which will be posted on the webpage (www.burleyidaho.org) for design professional to review prior to the closing date. All questions must be sent to the City Administrator, Mark Mitton at [EMAIL REDACTED] or to the Engineering Department Offices located at 1559 Albion Avenue, Burley, Idaho 83318 and received no later than October 22, 2019 at 2:00 p.m. MST. 9. The City may require presentations of pertinent experience and interviews of selected respondents. Those submitting qualification statements will be notified of the request for presentations at least a week prior to the dates made available for presentations by the City. Presentations will be limited to the scope of services, approach to the ·project, and pertinent experience. 10. After the submittals are opened a Selection Committee appointed by the City will review the Qualification Statements for compliance with these instructions, the criteria in this RFQ, and the Idaho Code. The Selection Committee will negotiate with the highest ranked respondent to obtain a reasonable and fair contract price for the respondent's services. If unable to negotiate a reasonable and fair contract price, the Selection Committee will negotiate with the next ranked respondent. After that review, a written recommendation will be made to the City Council. If the recommendation is accepted by the City Council, the contract will be awarded, at the negotiated contract price, to the successful respondent.
