SNOW REMOVAL POLICY PUBLISHED FEBRUARY 2018 7-4A-3: SNOW REMOVAL; DISPOSAL: A. Proclamation: The mayor may, at any time, issue a snow removal proclamation declaring that snowfall has accumulated on the public streets of the city in amounts sufficient to pose a hazard to the health, safety and welfare of the inhabitants of the city. Such proclamation shall order that the parking restrictions be placed in effect, and shall state the specific restrictions and the date and time when the restrictions shall go into effect. Such restrictions shall become effective upon the date and time stated therein; provided, however, in no event shall the restrictions become effective before the expiration of twelve (12) hours following the time when the proclamation is broadcast at least once by any radio or television station having a general audience within the city, or before eight o'clock (8:00) A.M. of the day following the date on which the proclamation is published in the official newspaper, whichever is earlier. (2003 Code § 10-15-03) B. Disposal of Snow: No person shall remove snow from privately owned property, or property owned by any person or entity other than the city, and place onto the sidewalks or streets of the city, or onto any other property owned by the city. Violation of this subsection shall be an infraction, subject to penalty as provided in title 1, chapter 4 of this code. (2012 Code) C. No Overnight Parking Downtown In Winter Months: Parking of any vehicles on streets and highways in the downtown and heavy traffic areas shall be unlawful from two o'clock (2:00) A.M. to seven o'clock (7:00) A.M. from November 15 through March 1 of each winter season. Said areas described are those encompassed between West Main Street on the east and Oak Street on the west; Alice Street on the north and Sexton Street on the south; Pacific Street west from Oak Street to Bridge Street; Bridge Street and Judicial Street west from Oak Street to Meridian Street. (Ord. 2150, 12-6-2016) 7-4A-4: PARKING RESTRICTIONS: No person shall stop, stand or park a motor vehicle or trailer on the designated streets during the times set forth in the proclamation. (2003 Code § 10-15-04) 7-4A-5: OTHER PARKING RESTRICTIONS: In the event any other ordinance, statute or regulation provides for parking restrictions that are more ---PAGE BREAK--- restrictive than those set forth herein, then such other parking restrictions shall be controlling and may be enforced in accordance with the terms of such other ordinance, statute or regulation. (2003 Code § 10-15-05) 7-4A-6: REMOVAL OF VEHICLES: Any motor vehicle, or trailer parked upon any public street in violation of this article may be removed at any time at the direction of a police officer and may be towed to, and stored in, any public or private storage lot, without prior notice to the owner or operator of the vehicle. (2003 Code § 10-15-06) 7-4A-7: PAYMENT OF TOWING AND STORAGE FEES: The owner or operator of any motor vehicle, or trailer towed or stored pursuant to section 7-4A-6 of this article, shall be responsible for all reasonable towing and storage charges of the private towing company. Such charges shall be paid to the private towing company before the vehicle, or trailer is released. If the vehicle, or trailer is towed by city personnel, the towing charge shall be paid to the city. If the vehicle, or trailer is stored on city property, the storage fee shall be paid to the city. (2003 Code § 10-15-07) 7-4A-8: PENALTY: Any person who violates this article is guilty of an infraction, subject to penalty as provided in title 1, chapter 4 of this code.
