Is the old SCADA system still operating? Yes Is the SCADA system operating will the new equipment? Partially What's the HMI? Anything other than Allen Bradley? Tried to keep components that work together, mostly Allen Bradley What's connected to the Server? All the treatment plants machines, Lift stations and water dept. Pump stations and SCADA. Do we have the drawings and schematics? Yes Are the servers new? Yes, Nuvek maintains them. Can we access the SCADA anywhere else but the operations room? No, but we want to. Is there remote access? Yes, we can supply the information What is the call out software? Seqent, Prescription based original setup cost in 2019 was $15,000 (2 licenses, 1 for each server) renewal last year was $1,411.53. Do we have a UPS maintenance schedule? No Do we have a copy of the program and literature on all equipment? Yes Do we have backup copies of the most recent programs? We will get them Do we own the software? Yes, or it is subscription based. Who is the current integrator? ISD Do we want the SCADA relocated? No What is the last day to ask questions? 1 week before the due date. How many lift stations do you have? 17 Doud street lift station, is it fiber or cellular? Both What is the scope of the lift stations? Make the information from lift stations easily accessible, and reliable. And if new one is built advise on most effective way to get data. Is Moreland annexed to Blackfoot? They go through GWSD then to us. Are we adamant on using Allen Bradly PLC? To maintain a homogenous system, otherwise there would need to be a cost analysis and plan to transition to new PLC Do we do rounds that are not online? Yes, some of the lift stations are not online. ---PAGE BREAK--- Emailed Question Can you please elaborate on what is needed for Selection Criteria bullet point #9 ? That would be anything that has not been covered that you believe would set you apart from the other potential candidates. Could the Specs on the servers be made available? The WWTP and the Water SCADA’s are both housed on the servers at the WWTP. Would this RFP be a blanket RFP to manage both systems, or do we need to prepare a RFP for the WWTP and a separate one for the Waer system? The RFP is a combine WWTP and Water ---PAGE BREAK--- ---PAGE BREAK--- S.C.A.D.A Systems Integrators The following comments and questions were recorded on a tour of the Well Houses and Booster Station in Blackfoot, Idaho on 3/13/24. At Shop - Do we like the use of a VPN? We have no issues with it. - Do we see the complete water system? Yes - Do we take care of the golf course? No - What is the geographical boundary for Blackfoot? See general map. - Can we acknowledge the Alarms that are showing on the computer in the office? Yes, we can acknowledge the alarms. - Do we use surface water or just ground water? Ground water only - Is the east side of town higher than the west side of town? East side is about 40’ higher that the western most area served. - How many wells do we have? 8 active wells, 1 inactive well, 1 above ground storage tank with 1 booster station Well 10 - Well 10 has ABB VFD. This will be changed in the near future to match standard spec of Allen Bradley vfd - Are we still using a radio in Well 10? No, the antenna is not in use, we use Verizon via cradlepoint modems. - We use water to lubricate the line. Operates via solenoid before well start. ---PAGE BREAK--- - We use Allen Bradley powerflex vfds, and it uses 400-750 VAC. - Wells 3 and 5 are unique because they are not distribution wells. They pump directly to the storage tank - We don’t have an analyzer for chlorine. we must take residuals to see the chlorine levels. - How deep are our wells? Shallowest is 180, deepest is 900 feet. - Well depths are usually recorded at 45-75 feet. - Do the Pumps run in sequence or by demand? Run on demand via pressure. - Well 11 runs is set manually in the winter. In the summer it operates in auto via pressure - Well 7 will be locked @ 60 Hz in the summer. Well 7 - Is there an emergency backup in the power fails to run the pumps? 3 wells have backup power generation, storage tank pumps have power generation well has a NG motor to run pump directly. - If there is a power failure, do we have to sample before turning it back on? Only if pressure falls below 40psi. - Is Well 7 getting chlorinated? All wells will have chlorine skids installed. Well 10 is representative of completed well. - Is the Chlorinator supposed to be in a separate room? If it is gaseous Cl, yes. We do not use gas. - Is Well 7 getting a vault for the flow meter? Yes, a new vault will be constructed in April and the flow meter will be in vault. - Does the generator, in well 7, kick on when there is a power failure? It the well is called for, motor drives pump. Booster Station - Is the generator in well 7 Natural gas or Deisel? Motor in well 7 is NG. 2 other generators are NG and 2 are diesel. ---PAGE BREAK--- - Why are there 2 lines in the Booster Station? The lower line is inlet and upper line is outlet. - Are the actuators stand alone? No, they open when the generator turns on. - PLCs are obsolete in Booster Station. Well 5 - We are looking for consistency in our system so that it will be easier for everyone to understand 1 set of control systems. - We also don’t want to get behind on updating our system because it could cause issues in an emergency. Especially if things were to become outdated and fail at Booster Station, that would be a major problem for the entire city.
