REQUEST FOR PROPOSALS (RFP) SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA) SOFTWARE/HARDWARE INTEGRATION, SYSTEM IMPROVEMENTS, EXPANSION, AND ONGOING SYSTEM MAINTENANCE FOR THE CITY OF BLACKFOOT WATER AND WASTEWATER DEPARTMENTS DATE: January 31, 2024 RFP NO. RFP20240131 DEADLINE: Sealed proposal submittals must be received and time stamped by 3:00 pm MOUNTAIN TIME, Tuesday, April 2, 2024. The clock in the City Clerk’s office will be the official time. RFP’s will be presented to a selection committee for scoring. The selection committee may at their discretion choose to interview top candidates prior to final selection. Broadway Ave Blackfoot Idaho 83221 The RFP can be hand delivered or mailed. The City of Blackfoot is not responsible for misdirected, misplaced and/or late deliveries of any mailed RFP’S. POINTS OF CONTACT: Questions concerning this REQUEST FOR PROPOSALS and SCOPE OF WORK should be directed in writing to the following: INTRODUCTION: The City of Blackfoot has in place a SCADA system, parts of this system are antiquated, and other parts are new. Most of the system is on Rockwell Automation hardware and software. The lift stations and water wells City of Blackfoot Water Department Attn: Princton Lee 10 W. The successful Integration company will, 1. Work with the City’s IT company ensuring compatibility with the City’s hardware and software currently in use and any upgrades as needed changes develop. 2. Work with the City’s fiber provider to ensure communications remain reliable for all SCADA locations. 3. Assist the City in choosing the appropriate hardware and software to maintain the SCADA system. 4. Assist the City in procuring needed hardware, software, and programming to replace aged, worn out, broken and defective hardware, equipment, and software. 5. Assist the City in troubleshooting problems with communications, programming, hardware, and software. 6. Assist the City in equipment selection for the SCADA. 7. Work with the City, their engineers, and designers to ensure compatibility with current hardware and software during upgrades and improvements.
