Community Library Committee Meeting Minutes February 21, 2008 Present: Bill Cochran, Eakle Barfield, Jane Howell, Rita Kratky, Bruce McCandless, Suzanne Reymer, Brent Roberts Not present: Lloyd Mickelson, Valerie Martinez, John Cech, Peggie Gaghen 1. Review of 1/17/2008 Meeting Minutes: Approved 2. City Update (Bill Cochran) - Proposal to delay bond issue by one year - CIP process for city – 3 year cycle looking for community input - County commission met before city council. At that time they declined to support community library - Lloyd will make recommendation to Tina to fill vacant committee position 3. University Update (Eakle Barfield) - State higher education mill levy will need to be reauthorized - Board of Regents agenda passed out - Consolidated long range building plan for MSU in governor’s budget 4. Subcommittee Reports Facilities - - New timeline presented - CIP funds available 60-90 days after vote - Need to select ballot date – 7/1/09 earliest - Operating levy subject to tax collection - Basic design schematic needs to be available for public meetings Funding - - Met 2/20/08, draft minutes provided - Looking at public and private funding options - Appeal for additional members - Looking at Cobb field and Bozeman Public Library models - Number of other potential options discussed, including: library districts, household tax, impact fees Governance - - Notes from previous meeting. Nothing new to report Planning - - Filled in more of gap statement - Motion by Jane to change name from Joint Library to Community Library. Passed. - Rita contacted Front Range Community College. A late April visit will probably work for them. - Food for Thought – next year Policies - - Bringing together people from frontline positions to discuss issues - Basic notion that new library will be a distinct entity from either parent 5.
