RESOLUTION NO. 05-18243 A RESOLUTION DESIGNATING AN AD-HOC TRANSFER CENTER ADVISORY COMMITTEE TO STUDY ALL POTENTIAL SITES FOR A MET TRANSIT TRANSFER CENTER, AND MAKE RECOMMENDATIONS TO THE CITY COUNCIL. WHEREAS, the City of Billings undertook a 2-year study of downtown sites for a MET Transit Transfer Center, identifying 15 potential sites and ultimately recommending a site on City-owned land at 4th and Broadway; and WHEREAS, at a February 8, 2005, Public Forum, citizens volunteered to serve on a committee to review potential sites in light of issues raised at the forum; and WHEREAS, the City Council agreed on February 14, 2005, to ask a citizens' committee to study all potential sites for a MET Transit Transfer Center, including the site at 4 th and Broadway. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Billings, Montana, as follows: Section 1: There is hereby created an Ad-Hoc Transfer Center Advisory Committee to review potential MET Transfer Center sites, including the one at 4 th and Broadway. Section 2: The members of said Committee shall be responsible for: a) Familiarizing themselves with the City of Billings' MET transit operations and the operational requirements for a Transit Center; b) Familiarizing themselves with the current transfer location in the downtown area and identifying criteria that will allow the investment of public funds to improve operational efficiency and increase utilization of the MET system; c) Reviewing submissions or proposals identifying or assembling potential parcels or groups of parcels that meet the minimum requirements for a Transit Center in terms of size, suitability for use, accessibility, availability, cost and potential for public/private partnership development; and d) Reporting to the City Council on the sites considered and making a recommendation to the City Council on a preferred site or sites. Section 3: The Committee shall consist of eight members appointed by the Mayor of the City of Billings. Section 4: The Director of Aviation and Transit, or his designee, shall serve as a non-voting, ex- officio staff member to serve the Committee as requested. Section 5: The Committee shall forward its recommendation to the City Council no later than April 25, 2005, for the Council's legislative deliberation and disposition thereafter. When the Council has acted upon all the Committee's recommendations, the Committee shall be disbanded. Section 6: The Committee shall appoint a Chairperson and Vice-Chairperson. The Committee shall meet on a regular timetable to be determined by the membership at the first meeting of the Committee. The Committee shall have accurate minutes kept of all meetings. Section 7: The Committee shall be subject to, and comply with, all provisions of the Montana Constitution and the Montana Code Annotated pertaining to the public right to know so that no person shall be deprived of the right to examine any documents created or considered by the Committee, or to observe the deliberations of the Committee, except to the extent that the demands of individual privacy clearly exceed the merit of public disclosure.
