Meeting Minutes, July 17, 2008 Montana State Community Library Committee University-Billings—Parmly Billings Library Present: Eakle Barfield, Bill Cochran, Rita Kratky, Bruce Putnam, Jane Howell, Suzanne Reymer, Lloyd Mickelson Not Present: John Cech, Peggie Gaghen, Bruce McCandless, Brent Roberts 1. Meeting was called to order at 12 noon. 2. Minutes from the June 19, 2008, were adopted as distributed. 3. City Update (Bill Cochran)—No new information University Update (Eakle Barfield)—Announced that Kirk Lacy, assistant dean of the College of Technology (COT) has been appointed to replace Valerie Martinez who has moved from Billings. LeAnn Anderson, MSUB director of Financial Services, has been appointed to the finance sub committee. Sub Committee Reports: Facilities—Barfield indicated that he received a number of comments to the Scope of Work and the proposed Budget. The A & E Committee consists of the Facilities Committee members of Barfield, Mickelson, Roberts, along with Cochran, Howell, and Saree Couture, city facilities manager. Cochran indicated there were some good building consultant candidates available. See www.libraryconsulting.org. The group reviewed the Scope of Work. Barfield stressed there was a need for all committees to become more active and productive to meet all of our time lines. The group unanimously agreed with Barfield’s assessment. Policies Committee—Reymer who attended the American Library Association Convention in Anaheim, CA, reported that libraries should look more to the possibility of being a Green library—natural light, conserving water, heating, and electricity to name a few items. Landscaping is very important, too. In addition, she indicated the trend in libraries is to get away from service desks, no group study rooms, moving the study groups to the center of the library; adding quiet rooms and putting wheels on the furniture (easier mobility). Planning Committee—Cochran and Howell are planning a meeting of the two staffs to discuss wants, needs, staffing, etc, in the perfect library in preparation to sitting down with the architect. Kratky reported that Cochran, Reymer, and Mickelson from the city library and Roberts, Barfield, Kratky, Darlene Hert from MSUB will be the participants to Wyoming and Colorado to visit the Front Range Community College (CO), the City of Fort Collins Public Library, the Colorado State University Library, and Westminster Community College (CO), and the Laramie County Library in Cheyenne (WY). Roberts was ordained to the official ---PAGE BREAK--- photographer. Kratky distributed an example of the Intergovernmental Agreement between he city of Fort Collins and the State of Colorado, Department of Higher Education by the State Board for Community Colleges and Occupational Education. Kratky said the visiting colleges and libraries are planning tours, discussions, presentations and power points for the group. Putnam raised the issue as to whether, at this time, enough planning monies available for this project. Private fund entities may need to be tapped. Bond funding by the city and legislative funding by MSUB need to be studied and acted upon as soon as possible. It was suggested that MSUB chancellor and the MSUB Library Committee be updated as to the progress of the Joint Library Committee. Separate representatives of the Joint Library Committee are asked to update the respective boards/committees of the libraries as well. Funding Committee—No report. Putnam expressed the urgency of getting the funding issues in place sooner than later. All agreed. Governance—No report. 4.
