RESOLUTION 05-18336 A RESOLUTION AUTHORIZING CITY STAFF TO FURTHER INVESTIGATE CONSTRUCTION OF A COURTS/OFFICE FACILITY FOR SHORT-TERM LEASE TO THE U.S. GOVERNMENT SERVICES ADMINISTRATION WHEREAS, the City Council of the City of Billings was presented during a work session on September 6, 2005, with a proposal to construct an approximately 23,000-square foot facility adjacent to the Billings Parmly Library for rental about three to seven years to the U.S. General Services Administration (GSA) for use by the Federal Courts, U.S. Marshall and related Federal offices; and WHEREAS, the City of Billings is in need of additional space for its Library, Municipal Court and other offices, and upon completion of the lease with the GSA, the proposed building could be converted by the City of Billings to meet some of those needs; and WHEREAS, maintaining the Federal courts, related Federal offices and associated businesses such as law firms in Downtown Billings would help to promote the well-being of the economic core of Billings, to which end the City has contributed considerable time and effort over many years; and WHEREAS, the GSA has indicated its desire to begin construction of the proposed facility in spring of 2006 if the project is to proceed in a matter suitable to meet its need to relocate federal courts/offices from the Federal Courthouse for the purpose of renovating that building. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BILLINGS, MONTANA, DOES HEREBY RESOLVE: 1. City staff is directed to undertake further negotiations with GSA regarding the construction of a proposed courts/office facility adjacent to the Billings Parmly Library for the purpose of renting the facility to the GSA during the renovation of the existing Federal Courthouse; and 2. In conjunction with the negotiations, City staff is hereby authorized to issue a request for proposals for an architect to preliminarily provide a site plan, foot print and design of a floor plan of the proposed structure for approval by GSA, and ultimately the entire project if it is agreed to by both parties, providing that the architect selection is approved by the City Council.
