1 June 8, 2006 MINUTES Present: Board Chair Lloyd Mickelson, Dan Carter, Linda Grosskopf, Bill Lamdin, Paulette Laszlo, Lyn McKinney, Steve Tucker, Dave Ward; Bill Cochran, Library Director; Dee Ann Redman, Systems Administration; Sandy Raymond, Senior Administrative Coordinator; Leslie Modrow, Development Director for the Library Foundation; Athna Mae Porter, Louise LaRue, Ann Ferguson and Jamie Porter of the Yellowstone Genealogy Society; Carrie Hill and Bonnie Ortner, Library Interns; David Bernhardt, Mae Woo, Tony O’Donnell, Carol House, Carlene Leslie, and other unidentified guests Public Comment Bernhardt wanted to verify that his Statement of Concern regarding the Library DVD Capturing the Friedmans was on today’s Board agenda. Woo asked about checking the video out from the Library because she wanted to view it to see if she thought it contained objectionable material. House reported that teens viewing inappropriate materials could cause them to become addicted to pornography. O’Donnell commented that he hadn’t seen the video, but wanted to express his concern for the direction the Library may be going with its choice of materials. Leslie reported that she has seen the medical side of addictive behavior and is concerned because pornography can have an effect on the chemistry in a person’s brain. Public Comment closed. MOTION: Move item #9 on the agenda to item Approved Carter/Grosskopf Bernhardt reviewed his concerns about the DVD and its availability at the Library. He is concerned that it may be used as a teaching tool for pedophiles, and requested that the DVD be removed from the Library collection. Mickelson polled the Board to see how many members have actually viewed the DVD. Two of the Board Members attending the meeting had seen the DVD. Mickelson suggested that the decision on the DVD be delayed to the July meeting so all Board members, or at least a majority, can view it. MOTION: Postpone a decision on the DVD Capturing the Friedmans until the July 13, 2006 Board Meeting, so all Board members, or at least a majority, have an opportunity to view the DVD. ---PAGE BREAK--- 2 Approved McKinney/Grosskopf Mickelson thanked all who were attending the meeting to express their concerns regarding the DVD and invited them to attend the July Board meeting. MOTION: approval of the minutes from the May 11, 2006 meeting. Approved Lamdin/Ward Friends of the Library report No report given. Library Foundation report Modrow thanked the Library staff for their support of the Foundation’s June 1 event, Food for Thought – an Evening of Great Conversation. There were 145 meals served, and many positive comments were received. The Foundation plans for this to become an annual event. Modrow also reported that six children participated in the Saturday, June 3 Foundation Illustory Kit event. Modrow reported on a joint event the Foundation is planning with the McLaughlin Research Institute in Great Falls to sponsor a performance with the Smuin Ballet Company from San Francisco. The Foundation will receive a portion of the proceeds from the event. Staff Report Cochran reported that the Summer Reading Program has started and more than 800 kids have signed up to date. Cochran asked the Library’s interns Hill and Ortner to introduce themselves. Yellowstone Genealogy Forum Athna Mae Porter introduced members of the Forum in attendance and provided a history of the Forum, which was created in 1977 and currently has 120 members. Janice Porter was introduced as the producer of a video the Forum created to assist people who want to use the genealogy room. A copy of the video in both VHS and DVD formats was presented to Cochran to add to the Library collection. Strategic Planning Cochran reported that the Focus group sessions have begun. The Middle School group met June 7 and the High School group was scheduled to meet soon after the conclusion of the Board meeting. There are two meetings planned for Strategic Planning, July 15 and August 19. FY07 Budget Cochran reported on the FY07 budget and gave the Board a PowerPoint presentation. Proposed County Obscenity Ordinance Cochran provided a copy of Mickelson’s letter to the Editor, which appeared in the Billings Gazette. Mickelson reported that he has received many positive comments about the letter because it helped people understand what they were actually going to be voting on. Other Grant – Joint-Use Library Cochran provided copies of a Billings Gazette article from today’s paper regarding a $250,000 federal appropriation for planning a joint use Library at the College of Technology West End site. South Central Federation Cochran reported on the South Central Federation Grant of $1,272.76 available with Board approval. MOTION: Approve the South Central Federation Grant for $1,272.76.
