1 December 14, 2006 MINUTES Present: Lloyd Mickelson, Board Chair, Dan Carter, Linda Grosskopf, Tony Hines, Bill Lamdin, Paulette Laszlo, Lyn McKinney, Steve Tucker; Bill Cochran, Library Director; Jim Peters, Assistant Library Director; Dee Ann Redman, Systems Administrator; Sandy Raymond, Senior Administrative Coordinator; Leslie Modrow, Development Director for the Library Foundation; Nicki Broch, President of the Friends of the Library; Tina Volek, City Administrator; Candy Beaudry, City County Planning Director; Joe McClure, Director of BSEDA Public Comment None MOTION: Approval of minutes of November 9, 2006 meeting. Approved Lamdin/McKinney Friends of the Library report Broch reported: • furniture purchased by the Friends for the children’s area has arrived • December 9 Big Sky Chorus program sponsored by the Friends was well attended • annual income for the Friends for 2006 was $30,000 Library Foundation Modrow reported: • year end fund raising is going well • December 19 state legislators will be attending the Foundation’s luncheon and tour at the Library • thanked all who attended the reception hosted by Stella Fong on December 4 Mickelson expressed thanks to Stella Fong for hosting the event. Mickelson requested the Foundation set up a fund specifically for donations for a Library building and/or improvements. MOTION: Request the Foundation to set up a capital account for Library building donations. Approved McKinney/Lamdin Volek confirmed that the Foundation had 501 status, and stated that the Library cannot receive funds and then pass them on to the Foundation, the funds must go to the Foundation directly. ---PAGE BREAK--- 2 Staff Report Cochran reported on the staff Holiday Wreath Project and invited Board members to tour the Library to view them. Cochran also reported that McKinney was this year’s president of the Montana Library Association and encouraged Board members to attend the annual MLA conference in Helena April 25-28, 2007. Cochran will be attending legislative reception in Helena on January 9, 2007 sponsored by the State Library. Cochran passed around a copy of the current OCLC annual report, which includes a picture of McKinney, who is a member of their board. Big Sky Economic Development Authority (BSEDA) Development Concept McClure advised the Board of BSEDA’s mission for community business and economic development which has an eleven-member board of directors. It receives a dedicated County mill levy and secures public and private grants and donations and uses the funding to improve infrastructure and promote economic development. McClure reported on several projects that are under consideration for downtown which have potential to include the Library. One is a development on the current Library site and another is located in the area of 2nd and 25th. Discussion followed. Strategic Planning • Mission Statement – delayed until January meeting • Cochran provided copies of the Strategic Planning brochure which will be used during presentations to the County Commissioners, City Council and the Foundation and Friends boards. Board Retreat Cochran provided copies of the draft agenda for the February 3, 2007 retreat, which will be held on the MSU-B downtown campus. Joint Community Library project update Mickelson reported that during the City Council meeting of December 11, 2006 an expenditure of $150,000 for planning for the Joint Community Library was approved. The funding will be drawn from the Library’s unobligated cash reserve.
