RESOLUTION NO. 02-17836 A RESOLUTION OF THE CITY OF BILLINGS REQUIRING THE INTRODUCTION OF FLUORIDE INTO THE CITY’S WATER SYSTEM. WHEREAS, it is the consensus of scientific, medical, and dental opinion that the presence of fluoride in drinking water at the optimal level is a significant deterrent to tooth decay in both children and adults; and WHEREAS, such fluoride is not present in the natural supply of water distributed to the public by the City of Billings in sufficient quantities to reduce tooth decay; and WHEREAS, fluoridation of community water supplies has been recognized as a beneficial public health measure by such groups as the United States Public Health Service, the American Public Health Association, the American Dental Association, the National Institute of Dental and Craniofacial Research, the American Cancer Society, the American Water Works Association, the American Medical Association, various local civic groups and organizations, and many citizens; and WHEREAS, fluoride can be introduced into the drinking water supply provided by the City of Billings, Montana, as a measure to promote public health and welfare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BILLINGS, MONTANA AS FOLLOWS: 1. FLUORIDATION. That the Public Utilities Department, with the cooperation of the State of Montana, and subject to the supervision and control of the City Administrator, is hereby authorized and directed to proceed with the introduction of fluoride into the water supply provided by this municipality in such quantities and by such means as are required to maintain a fluoride concentration of approximately one part of fluoride to one million parts of water throughout the water distribution system. 2. RECORDS. That records shall be kept of the amount of fluoride chemical introduced, the quantities of water treated, and such analytical tests made, as required by law, for fluoride in the untreated and treated water. 3. REPORTS. That the Public Utilities Director shall provide periodic reports on the fluoridation of the water supply when requested to do so by the City Council.
