City of Belgrade Downtown TIF and Development Updates Presented by Katharine King And Charles Trowell Sponsored by: With the support of: ---PAGE BREAK--- Katharine King City of Belgrade Community & Economic Development Director Charles Trowell, Urban Planner Cushing Terrell Montana Land Use Planning Act Update ---PAGE BREAK--- Belgrade’s Planning History • Broad planning efforts began in the 1970’s • The Planning Area was established in 1975 with the Belgrade City-County Planning Board developed to advise in making decisions regarding land use and development in the Belgrade area. Planning Evolution • Belgrade Master Plan Update and Expansion study (1992) • Belgrade Area Plan (1999) • Belgrade Growth Policy (2006) • Belgrade Growth Policy Update (2020) • Belgrade Land Use Plan (current) 2020 Belgrade Growth Policy Some of the Plan’s Goals: • Goal: Provide efficient use of land for the public interest and environmental considerations • Goal: Provide adequate housing for moderate incomes in appropriate areas. • Provide adequate public facilities efficiently and effectively. ---PAGE BREAK--- Changes at the state Montana Land Use Planning Act (MLUPA) What prompted the changes? • Montana’s land use and planning statutes were outdated, inconsistent • Cities, staff, developers, consultants, and the public often were frustrated the process set forth in the statutes. What are some of the major changes: 1. Consolidation Consolidates all existing boards and commissions responsible for recommendations on all legislative land use and planning decisions 2. Public Participation Plan Use throughout the plan framework, and must identify how a community will provide 3. Land Use Planning Projections and Priorities • Population projections for 20 years • Number of housing units needed for that population • Address key long-range planning considerations The City’s recognition of growth Comprehensive Planning Foundation Over this decade, Belgrade is projected to add somewhere between 4,800 and 6,000 people, generating a demand for adequate housing, employment opportunities, utility and transportation infrastructure, goods and services, and recreational. SWOT Study (2022): • Dates/age of each document • How the documents are used by staff and the public • Potential conflicting information in each document as it relates to others • Clarity and readability of each document • Broad, comprehensive approach for updating the City’s planning documents ---PAGE BREAK--- REGIONAL PARKS, TRAILS, AND RECREATION DISTRICT MASTER PLAN FUTURE LAND USE MAP UPDATE TRANSPORTATION MASTER PLAN UPDATE UTILITES MASTER PLAN BELGRADE LAND USE PLAN (MLUPA Compliant ) Clearly Belgrade is a comprehensive, strategic planning effort to develop a unified and aligned vision for Transportation, Water Infrastructure, Land Use, and Parks, Recreation & Trail growth in the City of Belgrade. Traffic and transportation are the community’s top concerns. Sidewalks, trails, and bike connections are essential Growth is happening faster than infrastructure Belgrade wants more local restaurants, services, and a stronger downtown. Preserve what makes Belgrade “Belgrade.” Parks, recreation, and family-oriented amenities are a high priority. Protect Open space, farmland, and natural features. Schools, public safety, and services must keep up with growth. Improve communication and transparency in planning decisions. What are residents saying?
